With the ebb and flow of population and the economic growth of Oregon coastal communities, three hypotheses have been generated about the ability of these communities to meet future water supply needs. The purpose of this project was to better understand the challenges and opportunities facing coastal community water suppliers as a whole and to ultimately improve the prospects for meeting future water needs. Findings show that contrary to the first hypothesis, most of those interviewed do not think that economic development is constrained by waters supply. However, it does appear that it would be difficult for state economic development officials to match businesses and industries interested in relocating to the Oregon coast with community water supply availability and reliability. Findings also show that the major problem facing community water suppliers in preparing water management and conservation plans cited by interviewees is financial. Though Oregon’s coastal communities face several planning, management, physical, economic, and regulatory challenges in preparing for future water supply needs, numerous partnership, conservation, and research and training opportunities exist. What is needed is an opportunity for a facilitated process of restructuring water supply systems. The workshop was designed to enable individuals in agencies and other organizations who are directly engaged in coastal marine spatial planning to discuss and resolve issues related to creating a collaborative Oregon coastal and marine data network. This network would serve the needs of the broad community of agencies, institutions, and the wider coastal and marine data user community. The objectives of the workshop were threefold: * Provide existing examples and models for user community interaction and discussion on coastal and marine institutional data collection, sharing, and integration; * Identify and prioritize issues, solutions, and action items that would enable coastal and marine data producers and users to be long-term data stewards; and, *Draft a framework for an Oregon user community network to address coastal and marine data stewardship and technical concerns. Thirty-six people from Oregon, California, and Washington represented state and federal agencies, nongovernmental organizations, environmental consulting firms, universities, and data collaboratives (Appendix A) at the workshop. These fires are increasingly large and severe after many decades of fire suppression and land use changes, flammable fuel buildups and interactions with climate. The wildland-urban interface (WUI) continues to expand as people relocate to rural areas where they often expect structural fire protection similar to what they experienced in cities. But conditions are different in rural communities located in fire-prone forests. The risk of severe wildfire is greater and limited resources are available to deal with severe fires when they break out. Fire prevention and suppression without vegetation management to reduce accumulated fuels has and will result in a continuation of uncharacteristically severe, stand-replacing wildfires, particularly in eastern and southwestern Oregon. These fires are difficult and expensive to control. They also place firefighters at high risk. Federal, state and rural fire protection agencies are struggling to cope as wildfire threats, costs, and the scope of protection responsibilities continue to increase. Federal agencies have initiated efforts to reduce hazardous fuels and increase community wildfire readiness as directed by the 2000 National Fire Plan (NFP) and 2003 Healthy Forests Restoration Act (HFRA). These mandates are now being implemented at multiple levels with every effort to coordinate for greater efficiency. As part of the 2004 Oregon Fire Program Review, the Oregon Department of Forestry (ODF) formed the Forest Fuels and Hazard Mitigation (FFHM) Committee to assess hazardous fuel loading issues, and recommend ways to reduce risk, and improve and strengthen the multiple hazard mitigation strategies in Oregon.
