Plan amendments over a 15-year period in Oregon resulting in changes to industrial or commercial land use were reviewed to identify those that occurred within one mile of an interchange. Regression analysis was then performed to estimate the impact of nearby plan amendments on subsequent interchange ADT. Plan amendments were found to have a substantial ADT effect on rural interchanges, but their incidence was very limited. In urban core areas, the estimated effect of plan amendments was negligible, possibly due to interchange congestion or effective land use planning. In urban fringe areas, plan amendments were estimated to account for about 5 percent of the subsequent interchange ADT, equivalent to about two years of the design life of these facilities. Mr. Don Morissette commissioned Portland State University's Center for Urban Studies to assess whether the techniques used in theses two studies were appropriate and to assess the impact of the UGB on housing markets in the Portland metropolitan area generally. The focus will be be on the impact of the UGB and other land use regulations on the availability of land for development, the achievable density, as well as land and housing prices. As such, much of this report is a review and techniques used by Metro rather than primary data collection. The research led us into three areas: the use of an object-oriented language, Smalltalk.-80 to model cadastral location using the object-oriented paradigm. study of the development of spatial information systems, such as engineering design and computer-aided design(CAD) database systems based on object-oriented ideas, to see how that approach might be useful for developing a mapping system. Finally, the conceptual exploration of how an object-oriented approach might facilitate linkages of location among layers of a land information system. Future research is needed to produce a more convincing prototype of a cadastral map. Since Smalltalk is a single-user, programming language environment, it does not produce objects that persist beyond the existence of the program in which they are created and manipulated. Computer-aided cadastral mapping requires an environment capable of working with persistent objects accessible by multiple users. This led to an investigation of present and future directions in database system development. We see a productive course in continuing researeh cm the object-oriented programming language. prototype, adding more kinds of locational methods, improving the interface, and studying alternative structures to the Dictionary-based Cadastral Map. Meanwhile, by keeping an eye on the development of object-oriented database systems, it should be possible to find one that can be made to manipulate spatial information. Fmally, we hope to continue exploration of how the object-oriented paradigm will be useful, in mapping and geographic analysis generally. While the research reported here has emphasized cadastral objects, the paradigm for locational determination has a broad potential for application. Shared or common boundaries among layers or data· types can be addressed by an object-oriented database approach, which lends itself to better handling of the interrelationships among objects of different types. Year: 1985 This paper summarizes a discussion of some of the technical issues which appeared in a report prepared during January-July 1985, by a team of researchers from Port.land State University's Center for Urban Studies under a contract for the Department of Assessment and Taxation of Multnomah County, Oregon. The complete report also covered user needs as identified through a series of interviews of agencies making use of assessor maps. At some time in the next two or three years, Multnomah County will be eligible for assistance from the Oregon State Department of Revenue (DOR) in reconstructing its cadastral mapping system. Both the county and the DOR are vitally interested in upgrading their respective capabilities for handling cadastral data. First, though, it will be necessary to thoroughly understand just what is involved in developing and maintaining cadastral maps, and whether the multipurpose cadastre, or a broader land information system, is warranted at this time. The research, and resulting report, are a first step in that process of gaining understanding. The lack of a consistent and comprehensive framework of state policy is making local efforts to meet public transportation demands harder and fails to exploit economic and transportation opportunities for improving the vitality of the state. The absence of continuous and stable state financial assistance has weakened the state/local partnership in providing public transportation services and kept mobility for many Oregonians at a minimal level. Finally, as the federal role in funding transportation declines the need for aggressive state leadership increases. The following recommendations for Legislative and Executive action are offered as incremental steps towards meeting Oregon's public transportation challenge: Authorize additional funding for special needs transportation by increasing the revenues to the Special Transportation Fund. Authorize and fund an annual, stable capital assistance program for public transportation providers equivalent to the funding level of the past biennium. Provide greater flexibility of local public transportation option funding through authorization of new local revenue sources. Authorize and fund an expanded administrative role for the ODOT Public Transit Division to provide technical assistance, establish standards and monitor public transportation provider performance, administer state capital assistance to providers, and promote cooperation and coordination between transportation providers. Adopt as a statewide policy goal, cooperation among modal transportation agencies to achieve efficient and coordinated use of scarce resources. Adopt as a statewide policy goal, cooperation among public transportation programs and economic development programs in order to make Oregon an attractive and profitable location for industry. Increasing densities may be appropriate when other aspects of urban development can be controlled through urban design. However, evidence provided here indicates that mandating density reduces land consumption, but does not achieve other objectives of growth management, particularly street connectivity, greater use of alternative modes of transportation, and more housing choices. This analysis finds that upzoning and requiring minimum-densities, when used to regulate suburban residential infill developments, is not effective in producing quality compact development. Instead it is resulting in small-lot single-family developments that can only be accessed by cul-de-sac designs augmented by shared driveways. Incentive based approaches to increase density may be preferable. This analysis raises concern about placing too much emphasis on densification as a policy tool for “smart growth.” Too much attention and effort is expended on increasing density of development and there is little evidence of benefits of doing so.
