However, in 2010, PHC recognized that African American customers were much less likely to buy homes, even when they received counseling. The Portland (OR) area’s African American homeownership rate was just 35% (compared to 65% for Whites) and actually declined from 2000 to 2010. Working with an African American advisory committee and with research guiding development, implementation, and evaluation, PHC developed a comprehensive program around outreach and services to African Americans in the Portland area. Central to this effort is Getting Your House In Order, a culturally specific financial education course developed and taught by African Americans for African Americans. Year: 2013 This study focuses on the effects on the housing market, particularly the loss of affordable housing. It builds upon earlier studies to consider a broader interpretation of displacement that encompasses not just when a household is forced to move by conditions that affect the dwelling, but also to take into account changes in the neighborhood as a whole. These neighborhood changes can result in a neighborhood’s inability to provide basic services that make it impossible to continue residency as a “voluntary” response. Housing in Portland is almost exclusively produced by the private sector, with a limited public sector role through regulation, incentives, and some direct construction. The study recommends a market-conscious approach to gentrification embracing new principles that allow for: An inclusive development paradigm with a racial/ethnic equity lens. A recognition of how public investments affect the private market. Ways to anticipate housing demand and market changes. Transit investments improve communities’ mobility and access, and may improve health with reduced driving. However, there is also the potential for transit-oriented development (TOD) to spur gentrification and displacement if affordable housing is lost. Understanding transit corridor conditions and change with new infrastructure is important for learning how to mitigate negative effects and support inclusive communities with access to transit for lower-income households. The planning of a new bus rapid transit line along the Powell-Division corridor in Portland-Gresham provides an opportunity to understand neighborhood impacts of transit investment and evaluate programs designed to preserve and create affordable housing; include residents in economic development on the corridor; and build livable communities in an underserved area of the region. This proposal is for a research partnership between Toulan School of Urban Studies and Planning faculty and the Portland Bureau of Planning and Sustainability to evaluate current conditions and potential for impacts of TOD, and to build a long-term program of assessment of neighborhood change and program evaluation as the city pilots new approaches to equitable TOD. The first phase will document the potential costs to communities if an integrated approach to livable communities were not taken, by assessing the risk of housing loss and displacement. DOT priorities are developing, evaluating and disseminating a coordinated approach to livable communities that includes housing and transportation. This work will speak to the scholarly debates about gentrification and public infrastructure investment, and will be presented to practitioner audiences through venues such as New Partners for Smart Growth, the PolicyLink think tank, and other learning opportunities for professionals. Year: 2005 This paper summarizes research conducted by the authors who served as the ad-hoc Disbursement Task Force created by NCPlenty, Inc., the non-profit managing agency for a local currency system in central North Carolina, USA. NCPlenty, Inc. began printing a scrip-based local currency called the PLENTY in October 2002. The PLENTY, or Piedmont Local EcoNomy Tender, is based on the Ithaca HOURS currency and has faced circulation and distribution issues similar to other HOURS-based systems in the US. While at the start of the PLENTY’s first year of circulation the number of participating individuals and businesses nearly doubled and a vibrant exchange network existed, by the end of this year the growth seemed to plateau rather than continue to expand. This paper examines the hindrances to distribution and circulation within the PLENTY community economy, offers proposals for improving the currency, and relates the lessons of the PLENTY to other complementary currency endeavors.
