This collaboration would provide students and community members with the opportunity to share expertise and resources in addressing the dangerous transportation and storage of nuclear wastes in our bio-region. Through place-based, participatory learning activities, such as a nuclear pilgrimage to Hanford, we will renew and celebrate our relationship with the ecosystems and communities along the Columbia River, and begin to heal the sacrificial landscape that is Hanford. To develop the Workbook, Mosaic Planning Group conducted a literature review, assembled an Advisory Committee and interviewed key informants with expertise on neighborhood planning, community organizing, and the Portland metropolitan region. Finally, in order to develop a user-friendly and effective community assessment workbook, Mosaic Planning Group tested certain elements of the Workbook in the Southeast Portland neighborhoods of Brentwood-Darlington and Woodstock. This project was conducted under the supervision of Ellen Bassett and Sumner Sharpe. Developing effective mitigation and preparedness plans requires a comprehensive understanding of community vulnerability. Research presented here focuses on the vulnerability of ports and harbors to earthquake and tsunami hazards and includes a regional study of stakeholder perceptions, a community-based process that integrates stakeholder and technical advisor expertise and a GIS-based approach that combines regional data with local stakeholder knowledge. The perception study was conducted to gauge hazard and vulnerability awareness, current state of readiness and priorities for future work. To date, communities have developed mitigation and response strategies, with less energy devoted to post-event recovery plans. Although city and county hazard strategies have been developed, little has been done to make individual offices or businesses less vulnerable. To further vulnerability reduction efforts, respondents rated public outreach programs, cost/benefit analyses and hazard mapping efforts as high priority. The second study of port and harbor vulnerability focuses on an assessment approach based on the integration of technical advisor and stakeholder expertise in a collaborative workshop setting. Through this process, participants were most concerned with potential life loss and other nonstructural vulnerability issues rather than structural issues, such as damage to specific buildings. The inclusion of stakeholder input and assessments from both geographic and community function viewpoints provided a more robust representation of community vulnerability issues than only site-specific technical analyses. The third study of port and harbor vulnerability focuses on the use of Geographic Information System (GIS) technology, with an emphasis on identifying community resources that protect life safety, the built environment and infrastructure integrity, and economic vitality. Products from this GIS approach, such as composite vulnerability maps, can serve as a basis for setting community priorities for increasing resiliency to natural hazards. Results from this GIS approach suggest that widely available on-line data sources must be supplemented with local knowledge if realistic preparedness and mitigation strategies are to be developed. Research presented here will help numerous agencies, organizations, and communities set priorities in future mitigation actions, be it research action plans, resource allocation, or investment planning.   Citation × Citation Citation Abstract Copy Title: Identification and Characterization of Fine Particulate Matter Hot Spots on an Urban Arterial Corridor Integrating Probe Vehicle, Traffic and Land Use Data Author: Bell, Katherine Eleanor Year: 2013 The purpose of this study is to explore the use of integrated probe vehicle, traffic and land use data to identify and characterize fine particulate matter (PM[subscript 2.5]) hot spot locations on urban arterial corridors. In addition, a preliminary analysis is conducted to consider volatile organic compound (VOC) hot spot locations. A pollutant hot spot is defined as a location on a corridor in which the mean pollutant concentrations are consistently above the 85th percentile of pollutant concentrations when compared to all locations along the corridor. In order to collect data for this study, an electric vehicle was equipped with instruments designed to measure PM[subscript 2.5] and total VOC (TVOC) concentrations. Second-by-second measurements were performed for each pollutant from both the right and left sides of the vehicle. Detailed meteorological, traffic and land use data is also available for this research. The results of a statistical analysis, including multiple regression, are used to better understand which data sources are most valuable in estimating PM[subscript 2.5] hot spot locations consistent with empirical data; knowledge is gained as to which variables have the strongest statistical relationships with traffic emissions and pollutant levels at a corridor level. A preliminary analysis is also completed to consider which variables are statistically related to TVOC hot spot locations. This research highlights the importance of considering both consistency and magnitude of pollutant concentrations when identifying hot spot locations.
