The Federal Register identifies all three cities as at risk to urban interface fires. Between these Cities and the 16 Road Project are many homes with outbuildings, ranches, and cabins. Many of these dwellings are directly adjacent or intermingled with National Forest lands. The highest concentrations of homes interfacing with the National Forest are located along Highway 395 (South of John Day/Canyon City), County Road 65 (along Canyon Creek – South of John Day/Canyon City), and County Road 62 (South of Prairie City)." The site has historically been used for private homesteading and agriculture but has since become wild elds and woodlands. The community supported the City of Albany’s interest in purchasing the land to protect it from private development and preserve its natural character. A new public park at Thornton Lake would create new opportuni es for the community while protec ng a piece of its unique natural landscape. This project aims to support recrea on and community agriculture, and to restore habitats for endangered species. In each of these endeavors, the project strives to educate visitors about Albany’s rich history and invites them to imagine its future.In order to be er understand the context of our project, our team studied Albany’s environmental, social, and economic background. Our team collected background informa on for the project from personal site visits, interviews with city sta , and previous studies and plans. Through our research, we iden ed current strengths and weaknesses that could inspire the design process and iden ed possible opportuni es and challenges that could impact the project. This research focuses on Goal 14 (Urbanization), linking most directly to Smart Growth Principle 7 (Strengthen and Direct Development toward Existing Communities). It assesses Eugene's, Keizer's, Salem's, and Springfield's growth management policies that specifically target infill development of single family homes against this Goal and Principle. Though these municipalities must demonstrate consistency with the same Goals (see Supplemental File 1 for this context), this research questions whether sufficiently different policy approaches to curtailing sprawl yield significantly different results. The primary analytical method is a logistic regression that uses parcel-level data to understand how administration affects development by isolating these policies' direct effects on observed outcomes (see Supplemental File 2 for this theory).
