The Oregon State University Forestry Extension Program, in conjunction with the Deschutes and Willamette National Forests, designed and implemented an educational program using the Low Power Radio (LPR) technology. LPR is a communication technique used to send information, via AM radio broadcasts, to an audience, typically through an automobile radio. This technique is used for dispensing such information as weather and road reports, car travel tours and interpretive information. The goal of this study was to evaluate the effectiveness of that program. This study has a dual purpose, that is, it is both formative and summative. In these terms, this evaluation provides information about the use of the LPR program located on Santiam Pass and information that could contribute to the successful implementation and effectiveness of future LPR programs. Through the use of survey tools, information regarding listener involvement and perceptions of the LPR program was drawn from two sources. A random sample drawn from the population of actual drivers across the broadcast area yielded 278 responses. Results of this descriptive study found that the dominant profile of the Santiam Pass driver is a 43 yr old, urban man with a high school education. The major reason for travelling over the pass is for recreational purposes (76%). The data reflected a 30% potential audience. That is, only 30% of the respondents were aware of the program's existence. Of the total number of respondents 8% tuned into the broadcast. The second source, comprised of fifty individuals, was a purposeful sample of people interested in public natural resource education. Assessment of the data retrieved here showed that the demographics roughly matched the random sample in all characteristics but educational level. The dominant profile of the internal group is a 46 yr old, urban man with a college education. The major reason for travelling across the pass was for recreational purposes (56%). The majority of the respondents felt that they had learned something from the messages (84%) and that the program was useful (88%). Seventy-eight percent said they had enjoyed the program and fifty-six percent said that they would tune in again. The demographics of the population audiences were noted and compared against other variables in an attempt to create a portrait of significant characteristics relating to use and enjoyment of the LPR program. The data were statistically analyzed to examine the hypotheses relating to: 1) Community influencing tuning in to the broadcasts, 2) Sex influencing tuning in to the broadcasts, 3) Age influencing tuning in to the broadcasts, and 4) Educational background influencing tuning in to the broadcasts. Statistical tests used to examine these hypotheses in null form did not allow for rejection in the random sample. Information regarding demographics and frequencies in that sample have proven useful to the summative scope of this evaluation. The purposeful sampling group did suggest significant relationships for questions I & 2 from above. Exempt wells are primarily a rural phenomena that when abandoned leave aquifers vulnerable to contaminants and create a general safety hazard to those living, working, or playing in their vicinity. Two main questions are addressed within this study: (1) how do you identify exempt wells within Washington; and (2) what local policies, collaboration, and economic/demographic factors influence exempt well identification and proper decommissioning during the study period of 2001 through 2011. The first question is addressed through constructing exempt well criteria that can predict exempt wells out of the total well population in five sample counties—Grays Harbor, Kitsap, Mason, Pierce, and Skagit. Pipe diameter, bore method, and designated beneficial use had the highest predictive power with a 91% success rate. From the total sample size for decommissioned and drilled, all sample counties combined had 80.8% of exempt wells decommissioned with 96.9% of exempt wells drilled during the 2001-2011 period. There is a lack of knowledge on how many exempt wells are being decommissioned; therefore, these findings offer a quantitative estimate for the State of Washington. The second question of local policies, level of collaboration, and economic/demographic factors showed likely explanatory patterns in the five sample counties, where each had its own set of local policies, collaboration, and economic/demographic factors. Three main themes emerged from these data. First, exempt wells have a major role in urban expansion. In addition, the type of local health board and local economic conditions, particularly the presence of a recession, affect the finding and decommission of exempt wells. Because the effect from local policies, collaboration, and economic/demographic factors was not strong, the conclusion is exempt well decommissioning should be studied from a broader perspective. It is recommended for future studies to approach the topic with a broad, landscape framework that includes urban-rural, public health (i.e. local health boards), and economic health factors in the analysis. ELLs enter kindergarten with a range of academic and self-regulation skills, but can face multiple challenges navigating the school context (Zwiers, 2013). Previous research documents that low-income ELLs lagged behind in academic achievement, self-regulation, and English language proficiency when compared to non-ELLs (Fuligni & Howes, 2011; Good, Masewicz & Vogel, 2010; Genesee, Lindholm-Leary, Saunders, 2006; Wanless, McClelland, Tominey & Acock, 2011). Additionally, evidence suggests that family demographic factors, such as parent education, residential mobility, and mother’s employment influence low-income ELLs’ school readiness. This dissertation expands on current literature by exploring these relations in a sample of low-income preschoolers and kindergartners using data from a research-based longitudinal study (the Kindergarten Readiness Study; study 1), and a large statewide assessment in Oregon (the Oregon Kindergarten Assessments; study 2). The first study examined 1) how three demographic factors—parent education, residential mobility, and mother’s employment—were related to the school readiness (early literacy, early math, and inhibitory control) of low-income children in preschool; and 2) how these relations might vary as a function of ELL status. Results indicated that after controlling for age, gender, study location, ELL status, and ethnicity, parent education had a significant and positive relation to early math and early literacy, but not to inhibitory control. The relation between residential mobility and early math, however, varied as a function of ELL status. Specifically, children who were ELLs scored significantly lower on early math for each additional residential move compared to children who were not ELLs. There was not a statistically significant relation between mother’s employment, residential mobility and school readiness (early math, early literacy, and inhibitory control). The relations between residential mobility and early literacy and inhibitory control did not vary as a function of ELL status, nor did the relation between parent education, and mother’s employment, and school readiness. The second study 1) compared how low-income Spanish-speaking ELLs performed on the Oregon statewide Kindergarten Assessments (early literacy, early math and self-regulation) when compared to low-income non-ELLs; and 2) explored the relations between English language proficiency and performance on kindergarten assessment for low-income Spanish-speaking ELLs. Results indicated that after controlling for ethnicity and gender, non-ELLs performed significantly higher than Spanish-Speaking ELLs in early math (administered in English for non-ELLs and Spanish for Spanish-Speaking ELLs) and early literacy (letter names & letter sounds; administered in English for both non-ELLs and Spanish-Speaking ELLs). Differences in self-regulation skills were not statistically significant between Spanish-Speaking ELLs and non-ELLs. Furthermore, children with higher English language proficiency scored significantly higher on measures of early literacy, early math, and self-regulation at beginning of kindergarten compared to children with lower English language proficiency. A plausible solution for cost increases is more efficient use of time. The purpose of this research is to develop a method to determine the time spent in common job functions by school foodservice directors with an outcome of providing an initial time data base for ultimate time and performance evaluations. A two part questionnaire of all sixty-eight school foodservice directors in Oregon was conducted to identify how time was allocated among job functions identified by the American School Food Service Association, 1978, and among routine office tasks. Part one: an estimation of time allocations per job functions and demographic information was requested. Part two: a time study in which the school foodservice director kept a record of activities for a five-day period. The response rate was fifty percent. Of the school foodservice directors surveyed, there were no significant differences in the estimated and actual amount of time spent in job functions for eighty percent of the sixty-one job functions surveyed. Of the twenty percent with significant differences, the majority were overestimates of time spent in job functions. Demographic variables correlating with significant differences in the estimated and actual time spent in job functions were: (1) education level, (2) number of years in the foodservice profession and (3) number of days of administrative assistance. The majority of school foodservice directors surveyed accurately plan their time to complete job functions. Data were collected on female activity budgets, attendance patterns, births, copulations, population structure, and patterns of seasonal and daily abundance. Females spent most of their time on land in rest, maternal care, and comfort behaviors. Little time was devoted to sexual, movement, and agonistic behaviors. Significant differences were observed in behaviors between females of different maternal status, at different sites, and at different times-of-day. Females without young rested more, were less aggressive, and spent more time at sea than those with young. Females with pups and older young spent similar amounts of time in nursing, but only those with pups gave other care to their young. Females with pups spent the most time ashore. These differences are due to the necessity of females to attend to their young. Rogue Reef females were the least active and least aggressive. Females at Marmot Island were more active, more aggressive, and showed the least change in behavior by time-of-day of any site. Ugamak Island females were intermediate in behavior to the other sites, but showed the strongest time-of-day effects. These differences appear related to thermal, tidal, and substrate differences among the three sites. Females with pups were the largest group of animals on the rookeries. This group's reproductive cycle and behavior shaped the demographic patterns of primary rookeries, and as a result primary rookeries had many features in common. These included high pupping rates, low pup mortality, low numbers of juveniles, maximum abundance in late June to early July, and low animal abundance during the remainder of the year. The data base for this study was derived from responses to the "Consumer Attitude Survey", conducted in 1980 by the Oregon Consumer Services Division (OCSD) of the Oregon Department of Commerce. The survey was conducted by mail questionnaire which was sent to a random sample of 1,000 Oregon citizens; 658 completed questionnaires were evaluated. Respondents were requested to identify the most serious consumer problems they had experienced in the last year; who was responsible for the problem, whether or not they or anyone in their household lost time from work, school, or other activities because of the problem; and whether or not they took action to get the problem corrected. Those who did not take corrective action were requested to indicate why they chose to act in this manner. Those who did take corrective action were requested to indicate their satisfaction with the complaint handling process and the dollar cost of trying to correct the problem. Responses to these questions and demographic data were used as variables to develop a hypothetical model of consumer complaint handling behavior, and to construct research hypotheses. The chi square test for independence was used to test for significant relationships. The results of hypothesis testing provided evidence of statistically significant relationships between the dependent variable, the decision to complain or not to complain; and the independent variables, the type of problem experienced, and the party responsible for the problem. Additionally there were statistically significant relationships between the dependent variable satisfaction with problem resolution and the independent variables, cost of problem resolution, parties responsible for the problem, and number of contacts (when controlled for helpfulness of the contacts). There is evidence in this study that some demographic characteristics of consumers are not related to consumer complaint handling behavior as it is usually stated in theories of consumer behavior. It was suggested that further research should be done in order to support this latter finding. The introductory chapter outlines the complex nature of the problems facing the post-industrial society and argues that the scientific and professional estates share in the responsibility for public policy formulation. The second chapter .presents an historical perspective of land use in Oregon, from the indigenous Indians of the eighteenth century to the present-day Land Conservation and Development Commission. Chapter three outlines in detail the systems simulation methodology employed in the formulation and testing of the Oregon State Simulation Model (OSSIM). The development of the OSSIM, a large scale socio-economic model of Oregon, was one element of an interdisciplinary project sponsored by the Rockefeller Foundation entitled "Man's Activities as related to Environmental Quality." Systems simulation is viewed as an iterative problem investigation process that includes problem definition, simulation model development and testing, and application of the results in a policy setting. The chapter concludes with a brief description of the seven OSSIM components: Demographic; Economic; Land Use; Transportation; Energy; Pollution; and Government Revenue. In chapter four, the structure and dynamics of the land use component of OSSIM are presented. The land in each of three regions of Oregon (the Willamette Valley, the coastal region and eastern Oregon) is assigned to one of eight use categories: residential, further disaggregated into three household density classes; agricultural; forest; industrial/commercial; open space/wilderness; and unused land (a residual). The demand for housing (and residential land) is driven by the demographic component of OSSIM. Housing stock is updated to keep pace with the changing demand, the land being supplied from the agricultural and forest use categories. Agricultural land is treated as a factor of production in the agricultural sector model. Speculation in the land market is modeled in detail, with the rising speculative value of agricultural land augmenting farm capital formation. Zoning, land taxation and the systems development charge are typical policy variables. Verification, validation and sensitivity testing of the land use model is discussed in chapter five.
