Because non-industrial landowners own 42% of the streamside area in the Coast Range, their management is a significant factor in the streamside health of Western Oregon. This study assesses landowner perceptions of streamside health and management in the Gales Creek basin, a mixed-use watershed west of Portland. Data were collected from a total of 21 forest, agricultural and urban landowners using qualitative research methods, in-depth interviews and field tours. Key findings from the research are: 1) Landowners' streamside management supports their more general goals for their land: forestry, agriculture, or residential. 2) Maintaining streamside health is not usually a primary objective of landowner management; rather it is a fortuitous, but unintended, side effect of their pursuit of other goals. 3) Landowners may assert autonomy over their land when their goals are threatened by natural resource policy and 4) Landowners possess specific knowledge of their streamside areas but are limited in their understanding of conditions at larger spatial and temporal scales. They believe that their knowledge should be incorporated into policy making. Some implications from these findings for the development of landscape scale policy are included.   Citation × Citation Citation Abstract Copy Title: Development and testing of a procedural model for the assessment of human/wetland interaction in the Tobari System on the Sonoran Coast, Mexico Author: Valdes-Casillas, Carlos Coastal wetlands provide basic linkages between productive estuarine and freshwater ecosystems. Throughout the Mexican coast, rates of wetland loss and change are unknown. This project developed wetland inventories for 1973 and 1991, including ecological functions and values, and human activities in and around the wetlands. Data was integrated by use of a geographic information system. Identification of changes in wetlands and human activities was completed, as well as analyses of relationships between wetland change and changes in human activities. The model also identified and evaluated Mexican governmental policies affecting wetland changes. Results include descriptions, maps, and analyses of wetlands conditions and human activities, changes over an 18 year period, and interactions supported by correlation analyses Wetlands functions were summarized for the Tobari system. Human activities showed an increase in aquaculture, salt mining, agriculture, and fisheries. Changes by spatial distribution are shown in an intensity map. The federal government has promoted policies focused on development of irrigation districts, including self-sufficiency in grains and opening agricultural land. Economic incentives include subsidies, infrastructure financing, price controls, and compensation for international market fluctuations. Federal government policies did have important impacts on wetland change. The emphasis of this model was on correlation between changes in wetland functions and values, and changes in human activities. While wetland distribution, classes, and interactions are essential information, assigning value to them requires knowledge of their functions. Since values often depend upon local cultural and economic conditions, local perception of wetland values emerge from people's awareness of them. Some values are recognized by local people in the Tobari system, especially those related to their economic system. Others, such as those related to water quality and climatic regulation, are not recognized yet. Results indicate that statistical analysis resulted in moderate to high correlation between changes in wetland types and changes in land use patterns. This research contributes to understanding wetland functions and their relationships with human life styles. The study combines as much pertinent information as could be gained from personal interviews with the specific Case Farm's managers. The study also draws on previous production and cost analysis data of California conditions in order to build a complete linear program model. The Case Farm's linear program activities are confined mainly to field crops; cotton, barley, milo, alfalfa, safflower, and sugar beets and some related activities such as fallow land and double cropping. The linear program restrictions directly include availability of land of various degrees of fertility, the availability of irrigation water and federal cotton allotment programs. The availability of equipment at critical times of the crop season is also considered. The dynamic aspect of the linear program occurs because the Case Farm's rotational policy is included. The program selects an optimum crop plan for three years based on the crops being grown in the initial year. The optimum crop plan selected by the dynamic linear program appears to be consistent with known data and capable of being operational as far as the managers of the Case Farm are concerned. There is also evidence that the economic benefits gained from making future crop plans with the aid of this dynamic linear program will outweigh the cost of developing and executing the linear program model.
