  Citation × Citation Citation Abstract Copy Title: "Living Outside the Madness" : reform and ecology in the work of Henry Thoreau and Gary Snyder Author: Hiatt, Bryan Recent conflicts in America concerning the environment (the harvesting of old growth timber in the Pacific Northwest, or the proposed opening of public lands in southern Utah to mining interests, for instance) have precipitated a personal examination of "historical others" (Jensen 64), individuals that possess very different sensibilities from a larger capitalist culture. Two such writers, Henry Thoreau and Gary Snyder, use the wilderness to enact alternative patterns of living that are designed to change cultures that have lost touch with the land, and have spiraled into a future where nature is a mere afterthought. In response to the growth of his society, Thoreau built a cabin at Walden pond as an experiment to determine if life could be lived simply and morally. His activities were an effort to "wake up" his "neighbors" who were just beginning to explore capitalism. "Moral reform," Thoreau believed, "is the effort to throw off sleep" (WAL 61). Thoreau's criticism of capitalism, agricultural reform, and slavery were generated to help his culture understand what it is to live morally, and "awake." Gary Snyder is the voice of Thoreau in the late 20th century, and his work addresses a world fully enveloped in capitalism. The exploitation of wild creatures and places by world governments and multi-national corporations is the problem of the modern age for Snyder, and place-based living is a way of dissenting from a consumption-oriented culture. Reform begins with the individual living close to the land, but also involves people living in communities and creating patterns of living that are ecologically stable. This paper is, in an immediate sense, a comparison of two "American" non-conformists, but it is also a response to cultural and environmental crises that both writers faced. Chapter I of this study introduces Thoreau and Snyder and establishes the parameters of this paper. Chapter II discusses Thoreau's views on capitalism, agricultural reform, and environmental degradation. Chapter III highlights Snyder's interest in place-based living and bioregionalism. Chapter VI brings Thoreau and Snyder together in a discussion of political and social reform. The final chapter of this study reflects how Thoreau and Snyder mesh as ecological philosophers. Today, ponderosa pine forests contain over abundance of fuel, and stand densities have increased from a grange of 49-124 trees per ha (20-50 trees pper acre) to a range of 1235-2470 trees per ha (500 to 100 stems per acre). As a result, long-term stand and landscape health has been compromised and stand and landscape conditions now promote large, uncharacteristic wildfires. Reversing this trend is paramount. Improving the fire-resiliency of ponderosa pine forests requires understanding the connection between fire behavior and severity and the forest structure and fuels. Restoration treatments (thinning, prescribed fire, mowing, and other mechanical treatments) that reduce surface, ladder, and crown fuels can reduce fire severity and the potential for high-intensity crown fires. Understanding the historical role of fire in shaping ponderosa pine ecosystems is important for designing restoration treatments. Without intelligent, ecosystem-based restoration treatments in the near term, forest health and wildfire conditions will continue to deteriorate in the long term and the situation is not likely to rectify itself. The management of habitat for migratory waterfowl in Western Oregon was investigated as a case study. Three separate analysis techniques were employed, presented as independent manuscripts. In the first manuscript the results of a survey are reported of farmers who have waterfowl habitat, or who have the potential to develop habitat. Results indicate that incentives to manage land for wild ducks and geese include: (1) the financial incentive from leasing hunting rights to waterfowl hunters, (2) personal enjoyment from waterfowl hunting, and (3) aesthetic enjoyment from waterfowl. Disincentives identified were: (1) negative attitudes towards hunters and, (2) concerns over liability suits by hunters. Wildlife depredation did not appear as a disincentive to investing in habitat improvements. In the second manuscript statistically significant determinants of farmers' decisions to manage land for the benefit of waterfowl are identified. Using logistic regression, the most significant predictor identified is revenues from hunting leases. However, evidence is provided to support the hypothesis that financial motives are influenced by non-economic forces, such as attitudes, trespass and liability issues, physical characteristics of the farm, and the farmers' participation in waterfowl hunting. In the third manuscript the effectiveness of incentives offered through government habitat cost-share programs and incentives provided by the market for hunting access are compared in terms of farmers' provision of waterfowl habitat and opportunities for waterfowl hunting. Results of linear programming simulation indicate that government programs are relatively ineffective compared to market incentives, and that incentive policies need to be flexible, taking into account local market conditions and farm production possibilities. Oregon English sole catch data from 0 to 80 fathoms between Coos Bay and Cape Lookout were examined for the years 1973, 1975, and 1976. English sole is a major target species of this inshore trawl fishery. Comparison of depths of maximal values of catch per unit effort, effort, and total English sole landings for each month was used to determine when effort in this mixed-species fishery was directed on English sole. Petrale sole, normally a deeper water species, move inshore during late spring and summer months and may be a primary target during this season. Dover sole appeared to be a target species during certain spring months but rarely overshadowed either English or petrale sole catches. External factors such as weather conditions and market variability affected total monthly effort levels and were included in an interpretation of seasonal abundance and migration trends of English sole. Longshore movements were largely obscured by the month-to-month fluctuations of effort from Newport and Coos Bay, the two major fishing ports within the defined landing area. The Newport fleet is somewhat larger, but variable weather conditions may result in greater effort on the part of the Coos Bay fleet during certain months. Seasonal inshore-off shore movements of English sole, however, were consistently evident for the three years. Average depths of capture and catch per effort increased during fall and early winter months suggesting movement into deep water. Examination of ovary condition of English sole caught in the vicinity of Heceta and Stonewall Banks off the central Oregon coast linked this concentration and offshore movement to spawning. Inshore movement and decreased landings in the spring suggested a post-spawning dispersal. In this report we discuss improved Department emphasis on prevention, better training for those who need to implement fire prevention outreach, small changes in State statutes, and more focused education efforts to increase citizen understanding of their responsibility in wildfire prevention. This report will also show the need to shift gears and help the public recognize that human-caused wildfires are largely the result of landowner activities on their own lands. Additionally, we will describe the need for a formal training program – cooperatively financed and managed by federal, state, and private agencies – for fire prevention professionals who serve in pubic education and outreach roles. Finally this report will emphasize that while it is essential to increase public awareness of the wildfire problem through contacts at fairs, home shows, and other public events, it is through targeted public education that behaviors can best be modified or changed.
