Oregon’s forested coastal watersheds support important cold-water fisheries of salmon and steelhead (Oncorhynchus spp.) as well as forestry-dependent local economies. Riparian timber harvest restrictions in Oregon and elsewhere are designed to protect stream habitat characteristics while enabling upland timber harvest. We present an assessment of riparian leave tree rule effectiveness at protecting streams from temperature increases in the Oregon Coast Range. We evaluated temperature responses to timber harvest at 33 privately owned and state forest sites with Oregon’s water quality temperature antidegradation standard, the Protecting Cold Water (PCW) criterion. At each site we evaluated stream temperature patterns before and after harvest upstream, within, and downstream of harvest units. We developed a method for detecting stream temperature change between years that adhered as closely as possible to Oregon’s water quality rule language. The procedure provided an exceedance history across sites that allowed us to quantify background and treatment (timber harvest) PCW exceedance rates. For streams adjacent to harvested areas on privately owned lands, preharvest to postharvest year comparisons exhibited a 40% probability of exceedance. Sites managed according to the more stringent state forest riparian standards did not exhibit exceedance rates that differed from preharvest, control, or downstream rates (5%). These results will inform policy discussion regarding the sufficiency of Oregon’s forest practices regulation at protecting stream temperature. The analysis process itself may assist other states and countries in developing and evaluating their forest management and water quality antidegradation regulations. This investigation was prompted by a combination of recent environmental legislation, mounting social pressures to plan projects at a drainage basin scale, and the difficulty in defining and predicting the response and recovery of a stream channel to land-use management or storm events. Detailed studies of Redwood Creek, CA; the San Lorenzo River, CA; the South Fork Salmon River, ID; the Upper Middle Fork of the Willamette River, OR; the Alsea River System, OR; and Carnation Creek, B.C. were reviewed and contrasted. Differences in channel response to disturbance appear to be the result of the sequence of storms, the interactions between storms and land-use, the processes that deliver sediment to the channel, the available stream power, and the bank stability. Basins with low debris avalanche and earthflow potential, high stream power, and stable stream banks experience only localized and short-lived response to disturbance. On the other hand, basins with frequent debris avalanches or high earthflow potential and unstable banks experience widespread and persistent response. This study concludes that there must be realization and acceptance of the random nature of channel response and recovery following disturbance. Field evaluation, professional judgement, risk assessment, and adaptive management are the most powerful tools available in the prediction of channel response. However, only dissolved copper (dissCu) present as the cupric ion (Cu2+) and weakly complexed species are truly bioavailable. Previous studies indicate the vast majority of dissCu in natural waters is complexed with dissolved organic matter (DOM). Highway stormwater runoff is a significant source of dissCu to receiving waters. Assessing factors that may impact dissCu concentration and speciation in stormwater provides a framework for predicting when and where copper toxicity could be problematic. To approach this problem, a stormwater sampling effort was undertaken to examine impacts and correlations of site locale, traffic density, storm hydrology, the “first flush” effect and water quality parameters on measured dissCu concentrations in highway runoff. Analytically measured concentrations of key constituents in the stormwater were also entered into a chemical equilibrium model to predict copper speciation. The results of this study show that runoff from urban/high traffic sites, as well as runoff due to the “first flush” effect, exhibits the highest potential for copper toxicity. Furthermore, correlations of [dissCu] and Cu2+ with other variables are developed, the most meaningful of which suggests that hardness is the water quality parameter most directly (positively) associated with [Cu2+] due to competition with copper for binding sites on DOM.
