There are 185 rental apartments in the building, along with ground floor commercial space and underground parking. Metro provided the developers of The Merrick with financial assistance through the agency's Transit-Oriented Development (TOD) program. One primary purpose of the TOD program is to create higher density, mixed-use developments near transit stations that will increase transit ridership. Because of their involvement in the project, Metro wanted documentation of the transit use and travel patterns of Merrick residents. In late January 2005, Metro contracted with the Center for Urban Studies at Portland State University to conduct a survey of residents of The Merrick. Professor Jennifer Dill was already starting a separate research project surveying residents at two other TODs in the Portland region and agreed to do this project on a very short timeframe. This report presents the Merrick survey methodology and results. Once the other research project is completed, the Merrick results can be compared to other TODs and to “control” neighborhoods that do not have all of the TOD characteristics. The study mapped pedsheds around the commercial strips in these sites and found significant increases in network extents when formal and informal pedestrian paths were added to street centerline data. Informal networks such as goat paths through vacant land and cuts in fences were widespread and suggest a pent-up demand for route directness. Travel surveys of residents found significant amounts of walking and biking in these areas – just over one-third of all trips to the commercial strip – with travel distance and walking along or across arterials affecting mode choice. This suggests network extent and connectivity to be a critical factor in increasing walking and biking in these suburban areas. Resident motivations behind mode choice included convenience (which mode is easiest); cost (active travel is less expensive than auto travel); and culture (a pattern of driving or active travel, regardless of ease or cost). We used a broad-scale comparative approach and survey of residents within the Portland (Oregon)-Vancouver (Washington) metropolitan areas, USA, two states with similar geographical and ecological characteristics, but different approaches to land-use planning, to explore resident perceptions about natural resources at three scales of analysis: property level (“at or near my house”), neighborhood (“within a 20-minute walk from my house”), and metro level (“across the metro area”). At the metro-level scale, nonmetric multidimensional scaling revealed that the two cities were quite similar. However, affinity for particular landscape characteristics existed within each city with the greatest difference generally at the property-level scale. Portland respondents expressed affinity for large mature trees, tree-lined streets, public transportation, and proximity to stores and services. Vancouver respondents expressed affinity for plentiful accessible parking. We suggest three explanations that likely are not mutually exclusive. First, respondents are segmented based on preferences for particular amenities, such as convenience versus commuter needs. Second, historical land-use and tax policy legacies may influence individual decisions. Third, more environmentally attuned worldviews may influence an individual’s desire to produce environmentally friendly outcomes. Our findings highlight the importance of acknowledging variations in residents’ affinities for landscape characteristics across different scales and locations because these differences may influence future land-use policies about urban natural resources. Year: 2017 Vehicle speed has long been one, if not the primary contributing factor to crashes, influencing both the probability and severity. Within the Portland metro area arterials have the highest serious crash rate per road mile and vehicle miles travelled. (Metro, 2012) The purpose of this research is to compile vehicle speeds along select arterial roadways within the Portland metro area and comparing it to applicable crash data. The roadway segment of SE Foster Road between SE 52nd avenues and SE 82nd avenues was selected, due to the simplicity of the physical as-built roadway properties along with available Bluetooth travel time data and Oregon Department of Transportation crash data. The crash data is reported in one hour intervals, and the mean traffic speed was calculated to correlate to the crash data intervals. Crash types, causes, and severities were reviewed and compared vehicle speeds during the time of day and week. Negative correlating relationships between the crash types and vehicle speeds were determined, as most crashes occurred at speeds lower than the average mean. High traffic volume during peak travel times (3 PM to 6 PM) appears to be the primary contributing factor along the roadway segment. The second highest crash types are angle and turning maneuvers, both having a potential correlation to higher than average traffic speeds, but further review with detailed speed data at intersections would be required. The roadway improvements currently proposed by the City of Portland, Bureau of Transportation aim to reduce the root causes for crashes along the corridor including implementation of a road diet; however, minor modifications to high risk intersections can be made to reduce severe crashes that are not currently identified in the plan.
