One way that TPL accomplishes this is through holding property temporarily until the land can be permanently protected by a government agency or a community land trust. In 1990, TPL purchased a 34-acre property located near Bridal Veil Falls in the Columbia River Gorge. The Bridal Veil mill site property has a lengthy history dating back to 1886. The site was first used for a paper mill. Later, a milling operation received rough-cut timbers from a lumber mill high in the surrounding forests and remilled it into a finished product. It was then transported to market by boat or train . Over the next century the site would see different owners and uses, mainly related to mill operations. Since 1990, the land has remained largely unused and under the ownership of TPL. In keeping with its mission, TPL wants to see the Bridal Veil mill site transferred to an owner that would ensure its restoration and preservation. Students enrolled in the 2002 Master of Urban and Regional Planning (MURP) Workshop at Portland State University (PSU) worked with TPL to develop a future vision for the site. This document presents one possible restoration plan that incorporates unique features of the site for the enjoyment of those who live in and visit the area. The restoration plan reviews the existing conditions, examines opportunities and constraints, considers the regulatory guidelines, and offers specific strategies for the site's restoration. The plan incorporates natural, scenic, recreational, and historic elements. It is hoped that those who ultimately own the property and who are entrusted with its welfare will look at this document, use the research that has been compiled, and consider the proposed restoration plan that has resulted from this effort. However, appropriations for hazardous fuels reduction still lag behind wildfire suppression spending. Offsetting fuels treatment costs through biomass utilization or by using innovative administrative mechanisms such as stewardship contracting are two approaches to stretching appropriated dollars further across the landscape. We use fuels treatment data (n = 8,451 locations) to ask how wood- processing infrastructure influences where and how much hazardous fuels treatments, biomass utilization, and stewardship contracting occur on national forests in Oregon and Washington. We found that national forest ranger districts that are relatively close in proximity to sawmills or biomass facilities treated more overall ha and more wildland-urban interface ha and used stewardship contracting on more ha than ranger districts further away and that there was a threshold distance for these effects (40 minutes). We also found that proximity to sawmills and biomass facilities influenced the location and extent of hazardous fuels treatments that incorporated biomass utilization or were administered through a stewardship contract. Our analysis suggests that to be effective at offsetting some of the costs of hazardous fuels reduction and treat a greater extent of the landscape, policy strategies may need to focus on supporting a network of wood-processing facilities that is distributed across forest-based communities. Brownfields are vacant or abandoned properties with real or perceived contamination. Successfully restoring these properties requires strong stakeholder collaboration, including the local community. The purpose of this study was to explore the complexities of creating a community garden on a residential brownfield site located in a low-income, high-minority neighborhood and to gain a better understanding of how a community based project develops and impacts individuals from the community. Specifically, the study investigated who chose to participate in the project, what motivated individuals to become involved and remain committed, and how individual's understanding of the project's risks and plans changed throughout his/her involvement. The case study followed 17 participants through the first year of the Emerson Street Garden, a brownfield restoration project in the King Neighborhood of northeast Portland, Oregon. Findings showed that individuals were attracted to different styles of outreach materials based on their own personality and preferences. The desire to improve the community was an important motivation for all the participants but personal motivation was not connected to knowledge retention. While the Emerson Working Group was successful at distributing knowledge to all its members, individual's flexibility to new ideas was critical for continued involvement in the working group. In conclusion, the study found that a "one-size-fits-all" method for engaging community members in urban restoration and renewal projects does not exist; however, there are best practices that can be applied to most situations. Implications for practice and further research are discussed.
