  Citation × Citation Citation Abstract Copy Title: Neacoxie Watershed Abstract -- Previously, little information was known about the ecology or the condition of native habitats in the Neacoxie sub-watershed that drains from the city of Warrenton into the north section of the Necanicum Estuary in the city of Seaside. In 2002, the Necanicum Watershed Council completed an assessment for the Necanicum River watershed, but with major knowledge gaps for the Neacoxie watershed, which includes the Neacoxie Creek corridor and the Clatsop Plains. In order for the North Coast Land Conservancy (NCLC) and other land managers to develop stewardship priorities and to make informed decisions about land management actions in this region, additional information was required. Together with the Necanicum Watershed Council and the North Coast Watershed Association, NCLC secured funding to conduct habitat inventories of the Neacoxie watershed. The Neacoxie Watershed Assessment summarizes the results of terrestrial plant transects and aquatic plant surveys completed in the summer of 2011 on ten properties owned by the North Coast Land Conservancy (NCLC) in the Neacoxie Creek watershed (please refer to Appendices A & B). Habitat types include stabilized sand dunes dominated by coastal prairie habitat, interdunal wetland swales and lakes, upland Sitka spruce forest, and forested wetlands. Percent composition of each plant community type observed was calculated. Invasive non-native plant species were recorded. Surveys were also conducted for both native and non-native plants in four water bodies owned by NCLC or adjacent to land trust properties. The plant community data that were collected will be used to evaluate baseline ecological conditions in the Neacoxie watershed. Plant communities can be used as indicators of long-term tidal and hydrologic conditions as well as the ecological health of the landscape. Repeated measurements can be used to assess community changes over time and to assess how plant community composition compares to that described for natural conditions. This information will assist the land trust in making science-based stewardship decisions on its properties, and can be used by other landowners to better understand changes occurring in plant communities in similar habitats on their properties as a result of human disturbance (e.g., land development, farming, grazing) and invasion by non-native plants. However, the remaining elements need significant improvement to reach desired levels of high canopy coverage in forested sites, dense juniper woodlands, moderate road densities, lack of LWD, moderate to high stream temperatures, moderate to high spawning gravel fines, and culvert barriers. The less than desired conditions of these elements inhibit the Upper Chewaucan River Watershed from functioning appropriately as a redband trout reserve. As a result, this assessment element is functioning appropriately but-at-risk.   Citation × Citation Citation Abstract Copy Title: Information Report 2018-03: Genetic influence from hatchery stocks on upper Willamette River steelhead Oncorhynchus mykiss Abstract -- In this study we used microsatellite markers to genetically characterize 1,012 unmarked (presumed to be naturally produced), juvenile Oncorhynchus mykiss, collected at Willamette Falls in 2009, 2010 and 2011, and from multiple locations throughout the upper Willamette River basin in 2014. From the genetic data, we estimated the proportion of each year’s sample that could be assigned as native resident rainbow trout, native winter steelhead, hatchery summer steelhead, the likely descendants of a discontinued hatchery winter steelhead program, or hybrids of these groups. We also attempted to assign individuals to pure or hybrid classes (e.g. F1, F2, backcrosses) and evaluated the predicted accuracy of these class assignments. Although the majority of fish analyzed in each year were assigned as native winter steelhead, we found evidence of natural production by introduced stocks of steelhead. Genetic influence from a discontinued winter steelhead hatchery program was most evident in the Tualatin, Yamhill, Molalla, and below-dam reaches of the North and South Santiam rivers. Pure and hybrid signals from introduced summer steelhead were almost entirely restricted to below-dam reaches of major eastern tributaries and the Molalla River. Evidence of non-native steelhead was nearly absent from above-dam reaches of major tributaries and the Calapooia River. Despite continued hatchery releases of summer steelhead in the Willamette River, we found no compelling evidence for the presence of first-generation hybrid offspring (F1s) that might result from hatchery summer and native winter steelhead matings. However, simulation analyses revealed low statistical power to confidently identify such individuals from our data. We recommend that areas containing native steelhead populations with high genetic integrity receive protection through directed conservation efforts, and continued genetic monitoring should be conducted to inform these efforts and future status reviews. The Bridge Creek watershed drains a total of 269 square miles and contains 69 miles of summer steelhead (Oncorhynchus mykiss) spawning habitat. Wheeler Soil and Water Conservation District (SWCD) staff surveyed 23.6 miles of the mainstem of Bridge Creek during the summer of 2013. The data from this survey was entered into a spatially referenced geodatabase of the stream channel. The purpose of this reach evaluation is to identify the severity of the limiting factors on a reach by reach basis and create an interactive GIS framework with the purpose of improving the effectiveness of restoration work conducted within the Bridge Creek watershed. Resource Specialists Inc. was commissioned to analyze the data and examine trends within the watershed. The results of the analysis are contained within this report. Steelhead are currently listed as a threatened species. The overall health of the steelhead population in the middle Columbia River along with limiting factors and guidelines for recovery were detailed in "Conservation and Recovery Plan for Oregon Steelhead Populations in the Middle Columbia River Steelhead Distinct Population Segment," henceforth referred to as the "Mid-C Recovery Plan." The Clackamas Basin Atlas, funded by the Environmental Protection Agency and coordinated by Metro, provides a basin-wide perspective on the entire area. Metro followed up this effort with a landscape study focused on Rock and Richardson Creeks. Pacific Rivers Council and the Oregon Department of Fish and Wildlife (ODFW) have done fish surveys and analyzed the health of aquatic life. During the development of this assessment Clackamas County was in the midst of completing a stormwater management plan for the proposed urban areas. This assessment summarizes the findings of these and several other studies, and provides a context for moving forward with creek protection and restoration.
