This document is a snapshot, of sorts, but it’s also tied to an ongoing process of community-based land use planning; the information contained will need to be updated as our needs and objectives evolve. The assessment includes the topics of a Watershed Overview, Historical Conditions, Channel Habitat Types, Vegetation, Riparian and Wetland Conditions, Channel Modifications, Sediments, Hydrology and Water Use, Water Quality, Fish Habitat and barriers, Restoration and Enhancement Projects, and a Watershed Conditions Summary. A section explaining Action Plan goals and activities follows. For many people, the most important part of the document will be the tables included in this second section. These tables outline specific activities that the Council, in collaboration with watershed residents and others, have already implemented or will undertake to improve the condition of the watershed. It is here that you will find the who, what, where, and when of actions. If you are interested in finding out more about conditions in the Lower Middle Fork of the Willamette watershed, a detailed assessment of the area is available from the Council. The focus of iteration 1.0 was the serpentine portion of the watershed on Forest Service lands. The purpose of the current document and analysis is to expand on this earlier analysis by adding the lower elevation BLM land areas. It identifies the various ecosystem components in the lower elevation areas of the West Fork Illinois River fifth field watershed and their interactions at a landscape scale. The analysis looks at historical ecological components, current ecological components and trends. It makes recommendations for future management actions that could be implemented to reach recommended ecological conditions. Accordingly, the assessment method was designed to fulfill obligations for the Oregon Watershed Enhancement Board and the Federal Guide to Watershed Analysis. Issues and key questions, developed by the federal agencies, ARWC, and landowners guide the content of this analysis. Key issues focus the assessment on the principle concerns of the Slate Creek Watershed. This watershed assessment is grouped into three main categories: Cultural and Social environment, Terrestrial environment, and the Aquatic environment. The cultural and social environment examines the historic and current human uses in the watershed. The terrestrial environment focuses on vegetation patterns, wildlife habitat and fire/fuel conditions. Fish habitat conditions, water quality and riparian zone function are discussed in the aquatic environment.
