The Clackamas Basin Atlas, funded by the Environmental Protection Agency and coordinated by Metro, provides a basin-wide perspective on the entire area. Metro followed up this effort with a landscape study focused on Rock and Richardson Creeks. Pacific Rivers Council and the Oregon Department of Fish and Wildlife (ODFW) have done fish surveys and analyzed the health of aquatic life. During the development of this assessment Clackamas County was in the midst of completing a stormwater management plan for the proposed urban areas. This assessment summarizes the findings of these and several other studies, and provides a context for moving forward with creek protection and restoration. Sites surveyed were tidal wetlands falling within Jefferson’s (1975) plant community categories of low silt marsh, low sand marsh, sedge marsh, immature high marsh, and mature high marsh. (Mud flats, algal flats and eelgrass beds were not included.) The goal was to prioritize these tidal wetland sites for protection and restoration activity. The information provided by this study provides a basis for working with interested landowners to develop site-specific action plans. Development of these action plans will require landowner contact, field work, and other steps outlined elsewhere in this report. This analysis was conducted by Siuslaw National Forest personnel with assistance from the Bureau of Land Management - Coos Bay District. The analysis was focused on fisheries and wildlife issues. The existing resource conditions were compared to expected natural conditions to assess trends in resource conditions. From this information, a strategy of restoration opportunities to enhance resource conditions on federal lands was developed. Watershed Analysis is one of the key components of the Aquatic Conservation Strategy (ACS) developed for the Northwest Forest Plan (NFP) (USDA-USDI 1994). The analysis is intended to facilitate watershed planning that: 1) achieves Aquatic Conservation Strategy and Late-Successional Reserve objectives and 2) provides the basis for monitoring and restoration programs.
