However, finding a feasible way to evaluate and then improve the quality of a decision making process has proven elusive. Systematically collecting evidence of a link between process and outcome is also challenging. In my dissertation, I developed a synthesis framework for evaluating and improving water governance decision making to address these two challenges. The synthesis framework, which I call the Water Governance Process Assessment (Water GPA), draws upon 22 existing frameworks rooted in resilience, adaptive governance, and good governance. From these frameworks, I identified and provided a way to evaluate four characteristics critical to good water governance decision making processes: 1) accountability, 2) inclusivity, and 3) information, and 4) context. I applied the Water GPA framework to the recent reviews of the Columbia River Treaty by the United States and Canada. I collected data for the case studies through semi-structured interviews and surveys of process participants from the federal agencies, Tribal and First Nations, state/provincial governments, local governments, stakeholder interests, and citizens. I coded and analyzed the interviews using the qualitative analysis software QSR NVivo and the characteristics identified in the Water GPA framework. I used the two case study applications to demonstrate how to use the framework. I identified what aspects of the four process categories served as barriers and building blocks for good water governance in each water governance process. I also gleaned lessons learned and recommendations including some for determining process leadership, ensuring meaningful engagement and inclusivity, addressing sovereignty issues, setting decision criteria, sharing decision authority, allocating resources in future processes in the US and BC portions of the Columbia River Basin and similar basins. In my case studies, I also investigated which characteristics of the water governance decision making process influenced the direct outcomes of those processes (the decisions) as well as other non-target outcomes (such as trust, co-produced science, new coalitions, etc.). All four characteristics outlined in the Water Governance Process Assessment (Water GPA), played some role in the development of the content and/or support of the two case study decision documents (US Regional Recommendation and BC Provincial Decision). Generally, when the characteristic of the process was done well, it improved the legitimacy and acceptance of the decision. At the same time performing poorly in one area did not necessarily torpedo the process or decision. In both case studies, it appears that the interplay between the process characteristics (that is where two or more characteristics converge) had a greater influence over the decision. The first paper focuses on the environmental impacts of land use and their implications for the design on water quality trading policies. The second and third papers address local land use regulations and their impact on land values and land use patterns. The first paper provides a national-scale, watershed-level assessment of land use impacts on water quality and aquatic ecosystems in the United States. The results suggest that the level of conventional water pollution in a watershed is significantly affected by the amount of land allocated to intensive agriculture and urban development, while the level of toxic water pollution is significantly affected by the amount of land allocated to transportation and mining. Implications of the results for the design and implementation of water quality trading policies are discussed. The second paper develops an empirical framework to conduct an exploratory analysis of effects of land use regulations on land values and land use patterns in a GIS-based landscape near Eugene, Oregon. All the land use regulations considered in this study, including exclusive farm use zoning, forest zoning, urban growth boundary designation, residential density zoning, commercial zoning, and industrial zoning, are found to affect land value and use both inside and outside of the designated zones. While there are many issues this framework does not address, preliminary results indicate that regulations (except commercial zoning) tend to increase the value of land outside the designated zones, but reduce the value of land inside the designated zones. The framework is applied to measure the reduction in value due to regulations vs. the value of individual exemptions at the parcel level to illuminate the controversy surrounding Oregon's Measure 37. The reductions in value due to regulations are found to be considerably smaller than the values of individual exemptions for almost all regulations contested in the Measure 37 claims. The third paper evaluates the efficiency of the current system of land use regulation, analyzes the possible changes to the regulatory structure, and studies the role of spatial and temporal interaction among neighboring land uses. This internship involved a series of projects in support of the development of the Amazon Creek Initiative. Accomplishments included surface water sampling, stakeholder research, development of communication tools, creation of an LID cost calculator, site visits and assessments of pesticide retailers, and a review of national efforts to train pesticide retail staff in integrated pest management. This work supports the Amazon Creek Initiative as it moves towards implementation and provided diverse learning opportunities in non-profit and watershed council operations, communicating a scientific message, and low-impact development solutions to stormwater management. This area is proximate to Highway 30, a major access corridor to downtown Portland, and is experiencing a population increase, which is expected to continue and likely accelerate. As a result, there is growing pressure on water resources. Individual and community efforts to utilize groundwater resources have been hampered by generally poor groundwater yields and water quality concerns outside of the Columbia River corridor and a lack of published hydrogeologic information for the region. The intent of this study is to identify the water-bearing units present in Dutch Canyon and to characterize water quality within these units. The physical hydrogeology of Dutch Canyon was assessed mainly through the collation of 196 local well reports that contained lithologic information from which individual hydrostratigraphic units were identified and characterized. Hydraulic parameters for individual units were estimated using pump rates and drawdowns provided in select well reports. Water quality for the units identified was assessed through the collection of 48 samples of well, spring, and stream water from Dutch Canyon. Measurements of pH, specific conductivity, temperature, dissolved oxygen, reduction potential, and alkalinity were recorded in the field and samples were analyzed for major ions, arsenic, and stable isotopes. The major water-bearing units of Dutch Canyon were separated into five physically distinct hydrostratigrapic units: the lower, middle, and upper units of the sedimentary Lower Miocene Scappoose Formation, and the Wapshilla Ridge and Ortley members of the Lower to Middle Miocene Grande Ronde Basalt. Groundwater flow likely occurs in discrete, relatively thin (~2- to 10-m thick) zones within the Grand Ronde Basalt members. These units only occur along the slopes and ridges of Dutch Canyon west of the Portland Hills Fault, which parallels the eastern margin of the study area. The Scappoose Formation units contain clay- and silt-rich layers and lenses that limit the useable aquifer volume and vertical movement of groundwaters. In general, all hydrostratrigraphic units east of the Portland Hills Fault have low transmissivities and water wells completed in each of them are commonly low- yielding wells, though there are some exceptions. Geochemically, the lower and middle units of the Scappoose Formation were similar to one another with many wells yielding groundwater with high total dissolved solids (TDS) contents (mean TDS = 330 mg L-1; n = 27). Nearly 20% of the wells sampled that were screened in these units (5 of 27) yielded groundwater that exceeded the U.S. Environmental Protection Agency's National Secondary (non-enforceable) Drinking Water Regulation standard of 500 mg L-1 TDS. The upper unit of the Scappoose Formation and the overlying Grande Ronde Basalt members generally yield water with lower TDS contents (mean < 200 mg L-1; maximum = 342 mg L-1; n = 20). Groundwater resources in Dutch Canyon are limited and low well yields are common. The primary water quality concern is saline water, which is generally found in the lower and middle units of the Scappoose Formation near the valley floor. Low recharge rates determined from hydrograph analysis of stream discharge measurements are consistent with the geology and steep terrain of the area and further limit the available groundwater and the degree of flushing of what may be connate waters in the deeper units. State-of-the-art methods for the enumeration of microbial pathogens in drinking water sources have important limitations, including high initial cost, 24-48 hour delays in results, high staffing and facility requirements, and training requirements which all become especially problematic in the developing nation context. A number of alternative approaches to microbial water quality testing have been proposed, with the goal of decreasing the required testing time, decreasing overall costs, leveraging appropriate technology approaches, or improving sensitivity or specificity of the water quality testing method. One approach that may offer solutions to some of these limitations involves the deployment of sensor networks using fluorescent spectroscopy to detect intrinsic protein fluorescence in water samples as a proxy for microbial activity. In recent years, a number of researchers have found significant and meaningful correlations between indicator bacteria species and the protein fluorescence of drinking water samples. Additionally, advances in the semiconductor industry could be used to drive down the cost of such sensors. This technology may also be extensible to other water quality parameters, including dissolved organic matter or the presence of fluorescent pollutants. In this thesis, a literature review describes the fundamentals of fluorescence spectroscopy, historical and recent work regarding the fluorescence of the amino acid tryptophan and associated bacterial fluorescence, possible mechanisms for this association, and potential applications of this technology for drinking water quality monitoring and waste water process control. Extensibility of the technology is also discussed. Next, experimental methodology in reproduction of similar results is described. Samples were taken from seven (7) surface water sources and tested using membrane filtration and an off-the-shelf fluorescence spectrometer to help examine the association between the presence of indicator bacteria and the tryptophan fluorescence of the water sample. The results, showing an association of R2 = 0.560, are compared to the results of recent similar experiments. Finally, two prototypes are described, including their design requirements and data from prototype testing. Annual phyto-plankton primary production, estimate in situ with 14 c, approximated that of a highly oligotrophic arctic lake. The rate of daily production averaged 29 mgC/m/day during June, July and August, 1969. Waldo Lake, located in the Willamette National Forest near the summit of the Cascade Mountain Range, has been relatively inaccessible. Because of recent recreational development in the basin, including a paved highway leading to several lakeside campsites, use of the lake is expected to increase substantially. Consequently, biological productivity and water quality will be affected. The limnological data presented, especially productivity estimates, are intended to be used as reference points for future assessments of eutrophication in Waldo Lake as well as other high quality lakes in the Cascade Range. Accordingly, the assessment method was designed to fulfill obligations for the Oregon Watershed Enhancement Board and the Federal Guide to Watershed Analysis. Issues and key questions, developed by the federal agencies, ARWC, and landowners guide the content of this analysis. Key issues focus the assessment on the principle concerns of the Slate Creek Watershed. This watershed assessment is grouped into three main categories: Cultural and Social environment, Terrestrial environment, and the Aquatic environment. The cultural and social environment examines the historic and current human uses in the watershed. The terrestrial environment focuses on vegetation patterns, wildlife habitat and fire/fuel conditions.
