Portland, Oregon has attracted international attention for its growth policies, which are among the most stringent in the United States. Metro, the area's regional government in charge of long-range planning, has designated certain locations as regional centers where increased density and development are to occur. A logical question is whether or not these centers are developing as intended; do Metro's plans match reality on the ground? This study of Washington County, Oregon analyzes land value, building volume, road intersection density, and public transportation availability using ArcGIS to locate potential regional centers in the county to answer that question. Subjective criteria are used during field visits to these locations to determine whether potential centers identified in the ArcGIS analysis are truly regional centers. Change over time is analyzed from 2000 to 2010 to see if the variables mentioned above contribute to regional center development. This study's results show Metro's designated regional centers are, in fact, regional centers or emerging regional centers using the above criteria, meaning this aspect of Metro's plans do match reality on the ground. Commercial land value tends to be the strongest indicator of regional centeredness. This study's findings aid in the understanding of urban areas. They help urban planners in their efforts to create viable plans that accommodate population growth and future development. The investigation assumes that a shift is occurring in the way that Filipinos identify with their country, moving from a national to a more international focus. Examined here are Metro Manila's premier global city site, Bonifacio Global City (BGC), public symbols of a Filipino nationalism, and the significant impact of the Philippine business process outsourcing (BPO) industry within the country's present economic context. The project references a research phase during the summer of 2012, including informant data and general observations of the city. The main arguments, however, shall be centred around discussions occurring in the present literature; results should be considered preliminary. Ultimately this limited study hopes to forward the discussion on the effect of globalisation on local populations, culturally and economically, and also contribute to discussions on postnationalism. Since RLIS was developed in the late 1980s, it has played a critical role in the development of every significant plan, the evaluation of every key policy, and the formulation of every major development model. RLIS created conditions that enabled a sophisticated and now muchstudied approach to metropolitan growth management to emerge. In this paper, we discuss the development, use, and maintenance of RLIS, illustrating its importance for both the practice of regional planning and the advancement of planning research. Mr. Don Morissette commissioned Portland State University's Center for Urban Studies to assess whether the techniques used in theses two studies were appropriate and to assess the impact of the UGB on housing markets in the Portland metropolitan area generally. The focus will be be on the impact of the UGB and other land use regulations on the availability of land for development, the achievable density, as well as land and housing prices. As such, much of this report is a review and techniques used by Metro rather than primary data collection. However, some review of public data on housing construction, zoning, and prices was done as part of this study. This process became a critical issue in the political election due to inadequate regulations as well as the exponential growth of the possible plans with the problem size. Moreover, there are many redistricting standards involved in the process which must be met. These factors make the problem complicated to formulate essential contiguity requirement in a mixed integer programming. The purpose of this paper is to propose an optimization model using operation research approach in order to generate equal population and contiguity for each district, and compare the outcomes of this framework with the proposal made by Oregon Metro Council for 2013. Our model reasonably formulates contiguity requirement and trying to maintain population equilibrium at minimal deviation among districts of Portland Metro Council.
