A qualitative research approach composed of three strategies was employed to systematically examine the politics of natural resource collaboration. First, using the Oregon Plan for Salmon and Watersheds as a case study, the behavioral assumptions of natural resource policy instruments enabling collaboration were uncovered and analyzed. Three key assumptions emerge: 1) stakeholders are internally motivated by strong social values to work with others to save salmon and restore their watersheds; 2) stakeholders are willing to take action in their watershed but lack the capacity to do so, such as financial, technical, and information resources; 3) stakeholders are capable of learning about, testing, and processing feedback from alternative restoration approaches. Second, theoretical perspectives focusing on the social influence of place were integrated with Elinor Ostrom's behavioral theory of collective action. The resulting theoretical framework proposes that place is a variable that influences choice of behavioral strategies in natural resource collaboration by: 1) providing a means for stakeholders to identify and, therefore, understand how to relate to one another; and 2) influencing the probabilities that stakeholders can expect to interact with one another in the future. Third, a qualitative, comparative case study of two watershed councils in western Oregon applied the framework and identified three key dimensions of group identification related to place: 1) group identities related to stakeholders' interest and values in the watershed; 2) group identities related to stakeholders' ways of knowing the watershed; and 3) group identities related to social ties within the watershed. The qualitative research approach sheds light on the diverse behaviors stakeholders exhibit in natural resource collaboration. It challenges the notion that stakeholders are strictly motivated to maximize material self-interest in natural resource politics. Stakeholders vary in their interactions depending on the geographic scale of the landscape in question. The study also provides compelling evidence that stakeholders' collective identification to a shared place generates a higher likelihood of sustaining collaborative relationships and trust in one another. Outreach is a key element in natural resource public participation processes in order to create an engaging, thoughtful, and productive environment for citizen involved decision-making. This project examined the utility of a needs assessment as an initial outreach tool within the context of the National Oceanic and Atmospheric Administration Fisheries (NOAA Fisheries) recovery planning for the Threatened Oregon Coast coho salmon (Oncorhynchus kisutch). I conducted an informational needs assessment of the Oregon watershed councils which reside within the area of the listed coho salmon evolutionarily significant unit. Through the use of the needs assessment, I was able to ascertain the informational needs of the watershed council coordinators regarding coho salmon topics, identify the resources coordinators use for this information, understand their usage of web sites, and learn their preferred mechanism of communication for recovery planning information. From collecting this information, I provide recommendations to NOAA Fisheries for increasing the efficiency and effectiveness of their recovery planning outreach strategies and discuss the utility of the needs assessment as a tool for outreach personnel. With the support and collaboration of the Walla Walla Basin Watershed Council, this work embraces four research topics. The first topic includes the feasibility study of artificial aquifer recharge in the Walla Walla Basin. Through development and application of a regional hydrological model, a methodology for evaluating locations of artificial aquifer recharge is presented with a test case. The second research topic evaluates the recharge rates observed from pilot test studies of artificial aquifer recharge. Scale dependence of recharge rates should be considered when excessive induced groundwater mounding forms beneath the infiltrating basins. The third topic utilizes groundwater tracers and simulation models to evaluate the hydraulic connection of springs to infiltrating basins of artificial aquifer recharge. Finally, the fourth topic as a proof of a technique, utilizes distributed temperature sensing technology with a pair of black and white coated fiber optic cables to estimate the effective exposure to solar radiation over the Walla Walla River. This suggests that modelers and experts could utilize (I) multiple-criteria decision-making (MCDM) approaches to assist stakeholder groups in integrating and synthesizing relevant data and information to address ecological and socio-economic concerns and (2) uncertainty approaches to quantify the risks related to the impact of decision alternatives. Since decisions made under uncertainty and MCDM methods have been studied almost independently, most of the MCDM approaches do not address the uncertainties of real world decision situations. This dissertation presents the use of a MCDM methodology and its related decision-making tool, RESTORE. RESTORE is an integrative geographical information system-based decision-making tool that was developed to help watershed councils prioritize and evaluate restoration activities at the watershed level. RESTORE's deterministic performance evaluation module is developed from experts' knowledge and experiences. However, to filly address the complexity of the various landscape processes and human subjectivity, RESTORE should involve uncertainties inherent to experts' knowledge. No single method is able to model all types of uncertainty, therefore the examination of various uncertainty theories is critical before selecting one best suited to a specific decision context. This work explores three uncertainty theories: certainty factor model, Dempster-Shafer theory, and fuzzy set theory. To evaluate these methods in a MCDM watershed restoration context, we (1) identified criteria to assess the suitability of a method for a specific MCDM context, (2) characterized each theory in terms of the identified criteria using RESTORE, and (3) applied each theory using RESTORE. Special emphasis was given to the development of a comprehensive fuzzy MCDM methodology. Uncertainty-based MCDM approaches provide a valuable tool in analyzing complex watershed management issues. When used properly, the proposed MCDM methodology allows decision-makers (DMs) to explore a broader range of drivers and consequences. The inclusion of uncertainty analysis provides DMs with meaningful information on the quality of the evidence supporting the impact of a decision alternative, allowing them to make more informed decisions.
