Despite several policy initiatives since the 1970s, farms and ranches rank as the primary contributors to impairments of the nation's surface waters [U.S.EPA, 1994b]. Emerging research also points to agricultural chemicals in many cases of groundwater contamination [Barbash and Resek; Mueller, et al.]. After a little reflection, the industry's negative distinction may not be surprising. Covering nearly half the U.S. land base, crop and livestock production inevitably alter natural vegetative cover, apply fertilizers, pesticides and irrigation water, and involve animal wastes. All of these processes can degrade water quality. Without question, cases of water quality improvement as well as degradation occur within agriculture's number one ranking. Stream, lake, and groundwater success stories have come from federal, state, and local efforts. However, the overall weight of the evidence indicates the industry's performance needs to improve rather sharply if the nation's water quality is to advance to a higher plateau in line with broad public preference. This paper's central thesis is that dramatic changes in program approaches are necessary for that advance because of powerful budget, economic, and political forces. Continued reliance on programs subsidizing or regulating best management practices (BMPs) conflicts with those forces in fundamental ways. Moreover, promising technologies and improved water quality science support more flexible, whole farm approaches for targeted priority watersheds. Constructed between 1941 and 1969, these structures function in collaboration to comprise the Willamette River Basin Reservoir System (WRBRS). The motivation for this project derives from a growing awareness of the biophysical impacts that dam structures can have on riparian habitats. This project compares each of the 13 dams being assessed, to prioritize their level of utility within the system. The study takes the metrics from the top three services (flood regulation, hydropower generation and recreation) and disservices (fish mortality, structural risk and water temperature hazards) and creates a rubric that scores the feasibility of each dam within the system. Within a range between 0 to 3 for three dam services and 0 to -4.5 for two disservices, the overall calculated score elucidates for each structure whether its contribution to the WRBRS is positive or negative. Further analysis searches for spatiotemporal trends such as anomalous tributaries or magnified structural risk for structures exceeding a certain age. GIS data from the National Inventory of Dams (NID), U.S. Geologic Survey (USGS) water measurements, raw data from USACE, and peer-reviewed studies comprise the statistics that generate results for this analysis. The computed scores for each dam yield an average overall score of -1.31, and nine of the 13 structures have negative results, indicating that the WRBRS faces challenges going forward. We applied a unique index of biological characteristics and environmental exposures, experienced by each fish individually as it migrated downstream, in order to examine which factors most influence salmonid survival. High outflow volumes led to involuntary spill in 2011 and created an environment of supersaturated dissolved gas concentrations. In this environment, migrating smolt survival was strongly influenced by barometric pressure, fish velocity, and water temperature. The effect of these variables on survival was compounded by multiple dam passages compared to fish passing a single dam. Despite spatial isolation between dams in the Lower Columbia River hydrosystem, migrating smolt appear to experience cumulative effects akin to a press disturbance. In general, Chinook salmon and steelhead respond similarly in terms of survival rates and responses to altered environmental conditions. Management actions that limit dissolved gas concentrations in years of high flow will benefit migrating salmonids at this life stage. Year: 2008 Climate changes brought on by global warming are expected to have a significant affect on the Pacific Northwest hydrology during the 21st Century. Current research anticipates higher mean annual temperatures and an intensification of the hydrological cycle. This is of particular concern for highly urbanized basins, which are considered more vulnerable to changes in climate. Because the majority of previous studies have addressed the influences of either climate or urban land cover changes on runoff, there is a lack of research investigating the combined effect of these factors. The Rock Creek basin (RCB), located in the Portland, OR, metropolitan area, has been experiencing rapid urban growth throughout the last 30 years, making it an ideal study area for assessing the affect of climate and land cover changes on runoff. Methods for this assessment include using a combination of climate change and land cover change scenarios for 2040 with the semi distributed AVSWAT-X (Arc View Soil and Water Assessment Tool) hydrological model to determine changes in mean runoff depths at the monthly, seasonal, and annual scales. Statistically downscaled climate change results from the ECHAM5 general circulation model (GCM) found that the region would experience an increase of 1.2°C in the average annual temperature and a 6% increase in average annual precipitation between 2030 and 2059. The model results revealed an amplification of runoff from either climate or urbanization. Projected climate change plus low-density, sprawled urban development for 2040 produced the greatest change to mean annual runoff depth (+5.5%), while climate change plus higher-density urban development for 2040 resulted in the smallest change (+5.3%), when compared to the climate and land cover of 2001. The results of this study support the hypothesis that the combination of both climate change and urbanization would amplify the runoff from the RCB during the 21st Century. This has significant implications for water resource managers attempting to implement adaptive water resource policies to future changes resulting from climate and urbanization. Integrated Valuation of Ecosystem Services and Tradeoffs (InVEST). Using the Intergovernmental Panel on Climate Change?s AR4 climate change simulation results, we found that there is a slight relative increase in annual water yield, sediment yield, and dissolved phosphorus, but storm peak management does not change substantially by the 2050s. Spatial analysis shows that the locations of hot and cold spots remain relatively stable. It is also shown that there are high spatial and temporal uncertainties associated with climate change projections due to variations in precipitation projections toward the middle of the 21st century. Predicting and characterizing source, transport processes, and microbial survival rates is extremely challenging, due to the dynamic nature of each of these components. This research built upon current analytical methods that are used as exploratory tools to predict pathogen indicator counts across regional scales. Using a series of non-parametric methodologies, with spatially explicit predictors, 6657 samples from non-estuarine lotic streams were analyzed to make generalized predictions of regional water quality. 532 frequently sampled sites in the Oregon Coast Range Ecoregion, were parsed down to 93 pathogen sampling sites in effect to control for spatial and temporal biases. This generalized model was able to provide credible results in assessing regional water quality, using spatial techniques, and applying them to infrequently or unmonitored catchments. This model's 56.5% explanation of variation, was comparable to other researchers' regional assessments. This research confirmed linkages to land uses related to anthropogenic activities such as animal operations and agriculture, and general riparian conditions. We used ensemble climate change scenarios, a hydrologic model, a stream channel survey, a hydraulic model, and a travel forecast model to develop an integrated impact assessment method. High-resolution climate change scenarios are based on the combinations of two emission scenarios and eight general circulation models. The Precipitation-Runoff Modeling System was calibrated and validated for the historical period of 1988 and 2006 and simulated for determining the probability of floods for 2020 through 2049. We surveyed stream cross-sections at five road crossings for stream channel geometry and determined flood water surface elevations using the Hydrologic Engineering Centers River Analysis System (HEC-RAS) model. Four of the surveyed bridges and roadways were lower in elevation than the current 100-year flood water surface elevation, leading to relatively frequent nuisance flooding. These roadway flooding events will become more frequent under some climate change scenarios in the future, but climate change impacts will depend on local geomorphic conditions. Whereas vehicle miles traveled was not significantly affected by road closure, vehicle hours delay demonstrated a greater impact from road closures, increasing by 10 percent in the Fanno Creek area. Our research demonstrated the usefulness of the integration of top-down and bottom-up approaches in climate change impact assessment and the need for spatially explicit modeling and participatory planning in flood management and transportation planning under increasing climate uncertainty. Rapid development and over appropriated surface water resources in this area have led to an increased dependence upon groundwater resources. A primary concern of resource managers is the potential impact of expanding groundwater use on stream flows and spring discharge. Two sets of springs (McKinney Butte Springs and Camp Polk Springs) discharge to Whychus Creek along the east flank of McKinney Butte, and during low-flow conditions supply a substantial component of the total flow in the creek. Despite their contribution to Whychus Creek, the springs along McKinney Butte are small-scale features and have received less attention than larger volume (> 2 m³/s) springs that occur in the basin (i.e., Metolius Spring and Lower Opal Springs). This study used discharge measurements in Whychus Creek upstream and downstream of the springs, and mixing models using measurements of electrical conductivity and temperature in the springs and Whychus Creek to determine the contribution of the springs to the creek. Isotopic, thermal, and geochemical signatures for the McKinney Butte and Camp Polk Springs, and local streams (Whychus Creek and Indian Ford Creek) and springs (Metolius Spring, Paulina Spring, Alder Springs, and Lower Opal Spring) were assessed to determine the source(s) of the McKinney Butte and Camp Polk Springs. The discharge and hydrochemical data along with hydraulic head data from local wells were used in the development of a conceptual model of groundwater flow for the McKinney Butte area. Discharge from the McKinney Butte Springs supplies the majority of water to Whychus Creek on the east flank of McKinney Butte (~0.20 m³/s), provides up to 46% of the flow in the creek, and is relatively stable throughout the year. Discharge from the Camp Polk Springs is less than 0.05 m³/s. Isotopic, thermal, and geochemical signatures indicate distinct sources for the McKinney Butte and Camp Polk Springs. Groundwater discharged at the McKinney Butte Springs is depleted in heavy stable isotopes (δD and δ¹⁸O) relative to the Camp Polk Springs. Recharge elevations inferred from stable isotope concentrations are 1800-1900 m for the McKinney Butte Springs and 950-1300 m for the Camp Polk Springs. Elevated water temperature in the McKinney Butte Springs relative to the average air temperature at the inferred recharge elevation indicates the presence of geothermal heat and implies deep circulation in the flow system. The temperature in the Camp Polk Springs is not elevated. The Camp Polk Springs, though not the McKinney Butte Springs, contain elevated concentrations of ions Cl, SO₄, and NO₃ that are indicative of contamination. The study results indicate the source of the Camp Polk Springs is shallow groundwater whereas the McKinney Butte Springs discharge water that has circulated deep in the groundwater flow system.
