The effort involved establishing recycling systems in 200 multi-family buildings. The program used a multi-materials approach that included separating newspaper, clear, green, and brown glass, tin, aluminum, and cardboard. The pilot program was undertaken to further the City's and Metro's solid waste reduction goals, in accordance with DEQ's Solid Waste Plan. These goals call for increasing recycling in the city to 50% by the year 2000. In addition, the program attempted to field test strategies for establishing both outdoor and indoor recycling systems; to identify problems encountered by apartment managers and tenants unique to multi-family sites; and to identify problems encountered by local garbage haulers when servicing the recycling systems. An efficient linkage between transportation and land use planning through transit oriented development has been identified as an important tool for managing growth-related problems. Implementation of this linkage is difficult to achieve. A transit oriented development (TOD) is a compact, mixed-use community within short walking distance of a transit stop. Significant investment has been made in local TODs, particularly within the Westside corridor station areas of the Portland Metro Area Express (MAX) light rail line. While some of these developments have been criticized for not meeting expectations, others have been deemed exemplary of proper station area planning practices. Two Westside MAX TODs were studied in order to develop suggestions for how local jurisdictions might maximize their potential for encouraging and enabling TOD implementation. Interviews were conducted to supplement research of TOD planning materials and related literature. This document describes the perspectives of various stakeholders involved in the planning and development processes for each TOD, and offers explanations for the discrepancies between what was built and what was originally planned. Recommendations for future TOD implementation are provided based on this analysis. Claims of 'carbon neutral', and strategies for calculating and mitigating green house gas emissions (GHGs) have become common place from Beaverton to Bali. The discourse on climate change, however, remains largely an environmental one, with increasingly precise definitions of parts per million, downscaling climate models, and regional assessments for reducing carbon dioxide (CO2) emissions. These discussions are essential for understanding connections between local sources of GHGs and global consequences of our actions. But health and equity are equally critical dimensions of climate change, although these dimensions have had only limited investigation. Regional studies by Climate Impacts Group at the University of Washington state that compared to the historical record, Seattle and Portland will witness considerably more challenges associated to extreme climate events. Specifically, in terms of human health, under medium warming scenarios, more people are projected to die because of heat waves... and poorer air quality in the summers will also contribute to more deaths by mid -century. What can past heat-related events teach us about adapting to future consequences of climate change? Which populations are disproportionately affected by urban heat? We explore these questions here by examining the relationship between urban heat and demographics in the Portland metro region. This research project reveals that large-scale TOD projects have the potential of leading to neighborhood revitalization and equitable outcomes in low-income Latino communities. But these positive outcomes depend on both the process and context of these particular neighborhoods, and how transportation planners incorporate the various forms of political, financial and cultural capital that exist in these communities into the planning and implementation process of TOD projects. This comparative case study analyzed the Fruitvale Transit Village in Oakland and the MacArthur Park METRO TOD in Los Angeles. We uncovered how TOD projects in Latino neighborhoods have the potential to improve access to regional transportation systems, increasing the number of affordable housing units, supporting local and diverse Latino retail businesses, and building upon existing social services. We conclude that TODs can help serve as catalysts for revitalization in low-income neighborhoods by paying attention to and building upon endogenous forms of cultural, political, financial and built capital that exist in these neighborhoods, and encouraging more bottom-up participatory forms of decision-making and activism in neighborhoods. They may be hidden away in their separate apartments, but they are suffering the effects of crisis all the same. Forty percent of the 900,000 households in the Portland Metro area are tenants, and half are paying more than 30 percent of their income on rent. A quarter pay more than 50 percent, and the percentages go higher as the households get poorer. Besides forcing them to impoverish themselves to pay for housing, the crisis is narrowing their choices, blighting their lives with frequent moves and compromising their ability to survive. Although we usually dedicate the interview to prominent officials and civic leaders, we decided, this time, to talk with two of Portland's low-income tenants, both active in the tenant movement, and get their take on the crisis and how these problems might be solved. Year: 2014 Access to a comprehensive historical archive of real-time, multi-modal multi-agency transportation system data has provided a unique opportunity to demonstrate how “big data” can be used for policy analysis, and to offer new insights for planning scholarship and practice. We illustrate with a case study of a new rail transit line. We use transit, freeway, and arterial data of high spatial and temporal resolution to examine transportation system performance impacts of the Exposition (Expo) light rail line (Phase 1) in Los Angeles. Using a quasi-experimental research design, we explore whether the Expo Line has had a significant impact on transit ridership, freeway traffic, and arterial traffic within the corridor it serves. Our results suggest a net increase in transit ridership, but few effects on traffic system performance. Given the latent travel demand in this heavily congested corridor, results are consistent with expectations. The benefits of rail transit investments are in increasing transit accessibility and person throughput within high-demand corridors; effects on roadway traffic are small and localized. Planners, engineers, and others seek improved tools to estimate pedestrian demand that are sensitive to environmental and demographic factors at the appropriate scale in order to aid policy-relevant issues like air quality, public health, and smart allocation of infrastructure and other resources. Further, in the travel demand forecasting realm, tools of this kind are difficult to implement due to the use of spatial scales of analysis that are oriented towards motorized modes, vast data requirements, and computer processing limitations.To address these issues, a two-phase project between Portland State University and Oregon Metro is underway to develop a robust pedestrian planning method for use in regional travel demand models. The first phase, completed in 2013, utilizes a tool that predicts the number of walking trips generated with spatial acuity, based on a new measure of the pedestrian environment and a micro-level unit of analysis. Currently, phase two is building upon this tool to predict the distribution of walking trips, connecting the origins predicted in phase one to destinations. This presentation will focus on phase two, which is one of the first studies to focus on destination choices among pedestrians separately from other modes. The approach can be extended to identify the spatial extent of potential pedestrian paths to these destinations. Ultimately, the products developed from the research can estimate various aspects of pedestrian demand – trip generation, trip distribution, and areas of potential pedestrian activity. Year: 2017 This study is a spatial analysis of Polycyclic Aromatic Hydrocarbons (PAH) across the Portland Metro area using data collected from samples of moss tissue (Orthotrichum spp.), and an exploration of the relationship between PAH deposition and urban tree canopy in Portland Oregon. PAH are a class of common environmental pollutants created by the incomplete combustion of organic materials; largely via anthropocentric activity. Species of lichens and mosses have been shown to be suitable bioindicators of air pollutants (including PAH contamination) in other studies. Urban tree canopy is known to mitigate other environmental pollutants, as well as provide numerous environmental services to urban populations. In this study ArcGIS was used to create a raster of PAH across Portland. A raster of tree canopy volume across Portland was used with the PAH raster in a zonal analysis to calculate mean levels of PAH concentrations and tree canopy volume in each census block laying within the extent of the PAH raster. Two maps were created of the Portland census blocks within the extent of the PAH/moss study, and Excel was used to create scatter plots and a regression analysis of the correlation between tree canopy volume and PAH concentration. A statistically relevant correlation was found between greater urban tree canopy and lower PAH, but the data is variable and the relationship is demonstrated to be complex. More research is needed to determine if the correlation has to do with land use and industry or a physiological function of the tree canopy.
