It is intended for people who are new to the field of conflict management as well as for experienced practitioners. The field of natural resource conflict management is comparatively new, so the insight, procedures, techniques and theory have been gathered from many disciplines and areas where dispute resolution has been more highly developed. This includes international peacemaking experience, organizational development processes and skills, labor-management relations, community dispute settlement procedures and academic research in social psychology. Although the literature in the field is limited, the experience and practice of natural resource conflict management have been extensive. The objective of these recommendations is to avoid, minimize, or mitigate for impacts on sage-grouse habitats from energy development, its associated infrastructure or other industrial/commercial developments. The rapid increase in energy development across the West in recent years has initiated a landscape approach to wildlife conservation, referred to as core areas (Doherty et al. 2011). The landscape approach prioritizes habitats based on measures that assess sage-grouse population and habitat relative abundance, and provides protection for a minimum of 75% of the population. The remaining 25% of the population area would be available for development with some level of stipulations and regulations, but likely at a reduced level. The strength of this approach is that it uses biological information to identify core areas with the objective of protecting the most important breeding areas. It also enables managers, at the landscape scale, to map and analyze the risks and necessary conservation measures for each core area. The limitation of this approach is that it focuses on breeding abundances. For sage-grouse the relative abundance data is drawn from spring lek counts of males. Thus, habitat conservation measures may be biased towards breeding and nesting only. Lek data have limitations as well including: variable sampling effort both spatially and temporally and detection probabilities have not been estimated for ground or aerial counts. Notwithstanding, these are the best data available for mapping sage-grouse distributions. Because the method outlined by Doherty et al. (2011) focuses on breeding habitats and ODFWs lek data is prone to variable sampling, an additional and complementary method was used to approximate seasonal use ranges, referred to as connectivity corridors. Using a home range estimator local and seasonal connectivity corridors were estimated. Thus, it is important to clarify some definitions about the mapping approach in Oregon. This document refers to Doherty's "core areas" (i.e., 25, 50, 75, 100%) as lek density strata. Lek density 25-75% polygons and the intersection of 100% strata and local connectivity polygons collectively define a "core area." This Watershed Assessment addresses the Phillips Creek Watershed located near Elgin, Oregon. Phillips Creek is a relatively small watershed (4th order HUC – Hydrologic Unit Classification) containing about 33 square miles or slightly over 24,000 acres. Phillips Creek empties into the Grande Ronde River in Elgin. It is an intermittent stream in some reaches, but water flows year around in other reaches. In this Assessment the main emphasis is on the nonfederal lands. The USDA Forest Service – Umatilla National Forest recently completed a watershed assessment on the National Forest area that includes Phillips, Cabin, Gordon and Dry Creeks. For more complete information on watershed condition on federal lands, please refer to the Umatilla National Forest’s Phillips-Gordon Ecosystem Analysis (PGEA). This assessment will describe the Phillips Creek watershed and help to identify the stream processes and features that are working well, and those that are not. Information that is already available from state and federal agencies as well as from private sources (including people that live in the area) will be used. Several public meetings were held to obtain information and insights from people that live in the area. The assessment will identify human’s positive and negative influences to the immediate stream environment. The assessment should provide enough information to develop project plans and monitoring plans that will help to protect and improve water quality and fish habitat in Phillips Creek and its tributaries. Hatchery practices have in many cases served to advance our knowledge of both hatchery and natural production spring Chinook populations, although improvements could be made with respect to data collection, management and analysis. Nevertheless, UWR hatcheries have either been directly involved with or provided support to numerous research efforts that have generated data on adult spring Chinook run sizes, spatial distributions, stock structures, straying rates, production, survivorship, juvenile outmigration, ocean distribution and harvest. We have summarized these data in this report. Our review has also identified numerous critical uncertainties and information gaps related to UWR spring Chinook hatchery programs. We have identified these points through the review of existing data, and developed an exercise to relate these data to previously identified information needs (Chapter 4). Based on our analyses and identification of critical uncertainties, we developed recommendations (Chapter 5) intended to improve the focus and management of UWR spring Chinook hatcheries through research, management and evaluation (RM&E) efforts. Information Reports Number 2010-03 Abstract -- Fishery managers are commonly tasked with the basic question "Will the contemporary habitat above a barrier support the fish populations that historically resided in the watershed?" Managers in central Oregon were confronted with that question in an effort to reestablish fish populations in 375 kilometers of stream above the Round Butte-Pelton Dam complex (Rkm 161) on the Deschutes River. Stream surveys had been conducted in most of the available stream habitat, but had not been synthesized in a form that allowed managers to view the quality and complexity of stream habitat in an easily-understandable fashion. In response, we developed a limiting factors model (HabRate) that assessed the potential quality of stream habitat using stream survey data for each juvenile life stage of salmon and steelhead. The model was developed for a specific application to the middle Deschutes River basin in Oregon, but was intended for general application to Pacific Northwest basins. To paramatize the model, we summarized available literature on salmonid habitat requirements. Habitat criteria were developed for discrete life history stages (i.e. spawning, egg survival, emergence, summer rearing, and winter rearing) and used to rate the quality of stream reaches as poor, fair, or good, based on attributes relating to stream substrate, habitat unit type, cover, gradient, temperature, and flow. Reach level summaries of stream habitat data were entered into MS Excel, and interpreted by a series of algorithms to provide a limiting factor assessment of potential egg-to-fry and fry-to-parr survival for each reach. Model output lists habitat quality by species and life stage for each reach of stream. The model is a decision making tool that is intended to provide a qualitative assessment of the habitat potential of stream reaches within a basin context. Design criteria for the model were simplicity, flexibility, and transparency. While HabRate was based on our interpretations of the published literature, specific criteria for habitat quality were structured to be easily adjusted where interpretations differ from ours. Information not common to standard stream survey designs, such as seasonal flow or temperature extremes can be included as input from professional judgment. The results were integrated into a GIS coverage coupled with the stream network and habitat data to provide a comprehensive map-based perspective of habitat quality in a watershed.
