These fish require cool water temperatures (Tw) to survive. In recent years, high summer Tw in the Columbia River has caused increased mortality of salmon. Different possible explanations for increased Tw include climate change, deforestation, and decreased summertime streamflow (Q) due to dams. In this study, robust linear regression models of Tw based on air temperature (Ta) and Q were developed to examine the change in Tw over time. The data was separated into an historical period (1938-1956) and a modern period (1977-2003). Seasonal regression models were used for May through October (summer) and November through April (winter) for each period. Comparison of these models showed that Tw has become less sensitive to recent atmospheric heating and cooling. By contrast, analysis suggested that Tw has become more sensitive to variations in Q. Of the 1.5ºC increase in maximum summertime Tw, approximately 1.3ºC was due to dams and reservoir management based on changes in regression coefficients and average Q. A smaller, 0.2ºC change was estimated to be caused by increasing Ta since the mid-20th century. While average maximum Tw has increased, both the statistical model and data suggest that the variability in Tw from its climatological average has decreased, probably due to reservoir management. Levees and tide gates used to convert estuarine wetlands into farmland have reduced available habitat by more than half of historical levels. Recent efforts to restore estuarine habitats include tide gate replacement, though this method has been poorly studied. As a key indicator of salmon habitat suitability, temperature was used to evaluate the effects of tide gate replacement in a tidally influenced freshwater slough in the Lower Columbia River estuary. Three tide gates in the largest slough on Tenasillahe Island were replaced in 2007 with side-hinged aluminum gates. As managed during the data collection periods, the new tide gates did not allow tidal inflow into the slough. The study employed a Before-After, Control-Impact (BACI) approach, collecting data seasonally two years before and after replacement at the impact site and at the control site, a relatively unaltered slough on nearby Welch Island. Randomized Intervention Analysis and Monte Carlo tests revealed no significant difference in slough water temperatures after tide gate replacement, although minimum temperatures dropped up and downstream of the tide gates. Although the new tide gates did not have a significant effect on water temperature, the lower minimum temperatures may have been caused by a slight increase in tidal circulation. This result suggests that slough temperatures would decrease if the tide gates were managed to increase tidal inflow, and thus improve the quality of salmon rearing habitat. This project is a scientifically designed salmon fishery restoration project funded by the Bonneville Power Administration in compliance with the .fishery policies established by the Northwest Power Planning Council under the authority of the Northwest Power Planning Act. This project breaks new ground in the field of fishery management. It is the first full scale application of supplementation technology directed toward maintaining and rebuilding native fish stocks and sub stocks with hatchery rearing methods. The work of the organization is an inherently more complex production function than traditional fish hatchery operations. This is in part because the project requires a high level of continuing quality control. It is also due in part because the fisheries management takes place over an extended geographical space of the watershed. The pre-design work for this project has been underway since 1987 by an ad hoc planning group composed of representative of the Yakima Indian Nation, the Washington Department of Fisheries and the Washington Department of Wildlife, and private consultants under funding of the Bonneville Power Administration. The project experimental design has been developed by the Experimental Design Work Group. The Bonneville Power Administration is contracting for design and construction of the fish rearing facilities. The research challenge was to design an organization to .implement the adaptive management concept of biological systems management. The management of complex biological systems such as salmon fish runs is character:ized by a high degree of uncertainty. Management for uncertain outcomes requires an organizational process that will induce a continuing learning atmosphere. Over time, most bureaucratic organizations suffer from inertia and are not conducive to a learning environment. Research methods involved the review of literature and related administrative experience, an interview process, a modified Delphi questionnaire, a series of group dynamic exercises, and observation of the work teams during the last six months of the planing process. The results of our research suggest that a new non-profit corporation be formed to implement the program under the direction of the three primary fish management basin agencies. The corporation should have flexibility and the organization will be phased in during the five year planning and construction cycle. A primary result of our research is the conclusion that the team management concept be the dominant organizational unit for both management of field operations and for management of scientific design and evaluation. The outflow and water level of Siltcoos Lake is regulated by a dam on the Siltcoos River 4 km upstream from the Pacific. Several permanent streams feed the lake from its 176 square kilometer watershed including Fiddle Creek, Maple Creek, and Woahink Creek, the outflow from Woahink Lake. Much of the watershed is forested and used for timber harvest, residential development, and limited agricultural production. The lake is popular for recreational activities, particularly fishing for wild coastal Coho salmon, rainbow trout, cutthroat trout, largemouth bass, bluegill, crappie, and yellow perch (Buckman 2004). The lake is also the domestic drinking water source for approximately 125 of the 1330 residents of Dunes City and numerous residents outside the city limits within Lane and Douglas Counties (LCOG 2002). During the fall of 2007 a dense bloom of the potentially toxigenic blue-green algal species Anabaena planktonica prompted Dunes City, the South Coast Water District, the Lane County Health Department, and the Oregon Department of Human Services to issue an advisory against usage of Siltcoos Lake water for drinking and other domestic use (DHS 2007). Residents dependent upon Siltcoos Lake were forced to find alternate domestic water sources for a total of 52 days. This incident was part of a long history of water quality problems including dense algal growth and excessive growth of the non-native aquatic macrophytes Brazilian elodea (Egeria densa), parrotsfeather (Myriophyllum aquaticum), and two-leaf water milfoil (Myriophyllum heterophyllum) (Pfauth and Sytsma 2005; Johnson et al. 1985; McHugh 1979). Because of the water quality problems, the Oregon Department of Environmental Quality (DEQ) placed the lake the 303(d) list of impaired water bodies; specifically due to violations of the “aquatic weeds and algae” water quality criterion (DEQ 1998; DEQ 2006). Dunes City has acted on water quality concerns for both Siltcoos and Woahink Lakes by issuing a temporary building moratorium (Dunes City 2006a), a septic tank maintenance ordinance (Dunes City 2006b), and an ordinance limiting phosphorus use (Dunes City 2007). Preliminary assessments (Johnson, et al. 1985, LCOG 2002) indicate multiple sources of water quality problems including excess nutrient and/or sediment loading from residential development, poorly functioning on-site septic systems, private forestry and agricultural practices and introductions of non-native aquatic plant species. This report summarizes data collected by Portland State University and project partners between June 2008 and May 2009 to better define water quality conditions within the lake as well as potential nutrient sources. Physical, chemical, and biological data were collected at lake and tributary sites over the one year period. Data were evaluated across sites, depth and the season. The information collected will contribute to total maximum daily load (TMDL) development for the Midcoast Lakes and can be used to identify and prioritize restoration activities in the Siltcoos Lake watershed.
