Its aim was to identify lessons learned from successful watershed initiatives, and to develop recommendations for governors and other state officials on ways to enhance the use and effectiveness of watershed partnerships. This report is an outgrowth of that conference. Studies on watershed collaborations are beginning to identify what makes them successful and what some of the barriers are to greater success. For example, contrary to the fears of some observers, successful collaborations do not shy away from controversial issues. Drawing on a growing list of best practices and lessons learned from experiences across the country, state officials and local partners can be better assured of successful outcomes in collaborative watershed management initiatives. The stream evaluation was based on inchannel data (e.g., substrate, pieces of large wood, water temperature, pool frequency, and macroinvertebrates) we sampled from 2002 to 2009 (193 watersheds) as part of a repeating sample design. We just completed our first round of sampling, so only current condition was calculated for this data set. When condition scores for the inchannel data were grouped into categories, relatively few fell into the low (10 percent) and very low (1 percent) categories. The majority of inchannel attribute scores fell into the moderate (35 percent) and high (41 percent) condition ranges, with relatively few (12 percent) in the very high category. For low-scoring watersheds, water temperature was often the most influential factor. Aquatic invertebrate scores also appeared influential in producing the low scores. An evaluation of upslope and riparian (watershed-wide) conditions for all 1,379 sixth-field watersheds in the NWFP area with significant federal ownership was based on mapped data, including road metrics from U.S. Forest Service and Bureau of Land Management geographic information system road layers and vegetation metrics derived from satellite imagery. Watershed-wide condition scores were calculated for 1994 and 2008, and the difference between these scores was used to represent trend. Regarding status, the overall condition scores of the 1,379 watersheds mostly fell into the low (21 percent), moderate (27 percent), high (26 percent), and very high (22 percent) categories; relatively few watersheds scored in the very low (4 percent) category. The majority of watersheds (69 percent) had a positive change in condition scores (trend). Of those with larger positive changes, most were driven by both improvements in road (decommissioning) and vegetation (natural growth) scores. The greatest negative score changes were caused by the Biscuit Fire and other fires along the eastern side of the Cascades. Half of the fire-affected watersheds were in congressional reserves, 35 percent in late-successional reserves, and 15 percent in matrix (lands identified for timber production). Additionally, students need experience exploring the scientific and engineering practices that are necessary for a strong STEM background. With this knowledge students can be empowered to tackle this real and local problem using engineering design, a powerful practice gaining momentum and clarity through its prominence in the recent Framework for K-12 Science Education. Twenty classes of suburban sixth-graders participated in a new five-week Watershed Engineering Design Unit taught by their regular science teachers. Students engaged in scientific inquiry to learn about the structure, function, and health of their local watersheds, focusing on the effects of impervious surfaces. In small groups, students used the engineering design process to propose solutions to lessen the impact of runoff from their school campuses. The goal of this evaluation was to determine the effectiveness of the curriculum in terms of student gains in understanding of (1) watershed function, (2) the impact of impervious surfaces, and (3) the engineering design process. To determine the impact of this curriculum on their learning, students took multiple-choice pre- and post-assessments made up of items covering the three categories above. This data was analyzed for statistical significance using a lower-tailed paired sample t-test. All three objectives showed statistically significant learning gains and the results were used to recommend improvements to the curriculum and the assessment instrument for future iterations. We estimated the relative potential of selected ecosystem functions for freshwater wetlands within a watershed using widely available geospatial data. We developed four functions to estimate 1) flood storage, 2) late season flow, 3) sediment retention and 4) temperature control in four pilot watersheds in Oregon (Tualatin, Coquille, Upper Grande Ronde and Sprague). These watersheds are geographically separated from each other representing diverse ecoregion environments. Spatial analysis and geographic information system (GIS) were designed for maximum re-use, based on publicly-available data, commonly-used software, semi-automated techniques and wetland characterizations that attempt to capture fundamental wetland processes. Our data sources include 30-meter digital elevation models, NRCS soil survey extracts, USGS National Land Cover Data, USGS HUC8 boundaries (polygons) and statewide wetland delineations (polygons) processed within ArcGIS 10.2 and Python 2.7.5 software. Model parameters were compiled using multiple proxy values for size, slope, aspect, proximity, flow path distance, hydrologic gradient, shade, and soil characteristics. WPT characterizations emphasize the multi-faceted value of freshwater wetlands, relating potential within a watershed as well as providing model-based characterizations between watersheds. The Stephens Creek Watershed has historically been known to be unstable during high precipitation events (Burns, 1996), and the need to address the response of slope stability to anthropogenically-driven changing groundwater conditions is the focus of this study. Airborne light detection and ranging (LiDAR) and geotechnical data from the City of Portland were employed to create a high resolution (0.84 m2) physics-based probabilistic slope stability model for this watershed, using the map-based probabilistic infinite slope analysis program PISA-m (Haneberg, 2007). Best and worst case models were run using fully dry and fully saturated soil conditions, respectively. Model results indicate that 96.3% of the watershed area had a probability [less than or equal to] 0.25 that the slope factor of safety (FOS) was [less than or equal to] 1 for fully dry conditions, compared to 76.4% for fully saturated conditions. Areas that had a probability [greater than or equal to] 0.25 that the slope factor of safety (FOS) was [less than or equal to] 1 were found to occur mainly along cut/fill slopes as well as within the deeply incised canyons of Stephens Creek and its tributaries. An infiltration avoidance map was derived to define areas that appear to be unsuitable for infiltration. Based on these results, it is recommended that stormwater continues to be directed to existing sewer infrastructure and that the "storm water disconnect" restoration approach not be used by the city. We characterized forested riparian vegetation communities across an urbanizing metropolitan area and examined their relationships with surrounding land cover. We hypothesized that native and hydrophilic species assemblages would correlate with forest cover in the landscape. For each of 30 sites in the Portland–Vancouver metro area, we recorded vegetation at 1-cm intervals along 3 transects using the line-intercept method. Land cover was characterized at 2 scales: within 500 m of each site and across the entire watershed. Multivariate analyses were used to evaluate relationships between species composition and land cover patterns. A classification tree was created to determine landscape predictors of riparian community type. Results indicated a strong relationship between watershed land cover and vegetation diversity and structural complexity. Our hypothesis of native species association with landscape forest cover in urban riparian areas was supported, but we found no clear relationship between land cover and wetland indicator status. Our results suggest that high watershed forest cover (at least 15%) may enable the persistence of functionally diverse, native riparian vegetation communities in urban landscapes. CE-QUAL-W2 Version 3 is a two-dimensional water quality and hydrodynamic model capable of modeling watersheds with interconnected rivers, reservoirs and estuaries. Actions that can be used to avoid or mitigate undesirable changes to aquatic ecosystems near developing urban and rural-residential areas. The benefits and pitfalls of salmonid habitat rehabilitation within established urban or rural-residential areas. Suggested research and monitoring focus areas that will facilitate the recovery of salmonid populations affected by development. The fundamental concepts presented in this report should be applicable to most native salmonid populations across the state. IMST encourages managers and policy-makers with interest in a specific species or geographic region to carefully research local ecological conditions, as well as specific life history characteristics of salmonids in the region. Conserving watershed condition and salmonids in the face of increasing development requires consideration of two distinct sets of processes. First are the human social and economic processes that drive patterns in land use change. Second are the ecological processes, altered by land use, that underlie salmonid habitat changes. Collaborative systems are networks formed by individuals who repeatedly interact over long time horizons to solve problems and achieve goals they could not on their own. Throughout the academic literature, there are many references to and definitions of collaborative systems or networks, as well as various opinions on what factors enable these systems to be successful. However, these are usually context-specific or limited to the perspective of a certain discipline. Furthermore, empirical literature usually hones in on collaborative projects; networks working together within a predetermined timeframe and towards a specific desired outcome. This research had two objectives. The first was to identify the common factors effecting collaborative performance and possible collaboration benefits from the various academic disciplines and use them to develop a construct for collaborative systems. The project then utilized the rich history of Oregon’s watershed councils as a case study and applied this construct to their boards as they represent a diverse set of collaborative groups that have been in operation for over twenty years. This research measured the identified factors effecting collaborative performance and compared them to the benefits received through a combination of survey questions and outside research, resulting in averaged “factor” and “benefit” scores across all responses as well as for four case study watershed councils. The final step was to use regression analysis to understand the relationship between the factors and collaboration benefits This research developed and tested a construct for collaborative systems by identifying commonly cited factors across varied academic disciples. Through application to Oregon’s watershed councils, this research acquired preliminary data in order to identify the positive relationship between factors and benefits. In addition, it identified opportunities for enhancing watershed council collaborative performance by ranking these factor scores. Further research is needed to expand the application of these findings, as well as to test these factors in other collaborative systems. Understanding streamflow response to precipitation events is an important component to evaluating water quality trends and calculating the Total Maximum Daily Load (TMDL) for pollutants of concern. Investigating the streamflow-precipitation relationship on the subwatershed scale can give insight to the hydrologic response of a given watershed. However, developing rating curves for several subwatersheds can be cost and time prohibitive. The objective of this project was to develop a hydrologic model using the Precipitation Runoff Modeling System (PRMS), developed by the United States Geological Survey (USGS) to validate streamflow estimates for subwatersheds lacking a significant period of record. ESRI’s ArcMap, a geographic information system (GIS), was used to characterize the target drainage basins and extract basin-specific parameters for upper watersheds of Johnson Creek. The Johnson Creek Upper Watershed (JCUW) model was calibrated to an existing streamflow gage at Regner Road, in Gresham, Oregon. Calibrated parameters were substituted into a second PRMS model characterizing the Sunshine Creek Subwatershed, which lies within the JCUW. The Sunshine Creek model was used to validate a flow time-series derived from a pressure transducer and a rating curve.
