In addition, CCSD#1 requested that forecasts also be developed to include the entire city of Damascus to account for possible future annexation into its district; and the city of Milwaukie, as CCSD#1 leases services to Milwaukie. The forecast horizon extends 30 years from 2010 to 2040, and projections are produced in 5-year intervals. For the 2010-2015 interval, forecast numbers for single years are included. Forecasts for three growth scenarios – high, medium, and low scenarios – are developed to account for different probabilities of demographic events. We consider the medium growth forecast to be the most-likely scenario. We also include in this report an analysis of recent demographic trends that have bearing on our assumptions for future growth in study areas. The study includes analysis of population, housing and enrollment trends affecting the District in recent years, estimates of the impacts of housing development on TTSD enrollment, and forecasts of district‐wide and individual school enrollments for the 2013‐14 to 2022‐23 school years. The Tigard‐Tualatin School District (TTSD) enrolled 12,341 students in Fall 2012, a decrease of 25 students (0.2 percent) from Fall 2011. This is the fourth consecutive year of K‐12 enrollment loss, but the declines of the most recent two years have been small compared with the loss of 128 students in 2009‐10 and 74 students in 2010‐11. District elementary schools experienced a net loss of 36 students (0.6 percent) in 2012‐13, and 238 students (4.1 percent) for the four year period since their enrollment peak in 2008‐09. Middle grades (6th‐8th) in District schools gained enrollment in 2012‐13, and are just 59 students (2.0 percent) below their 2009‐10 peak. District‐wide enrollment in high school grades 9‐12 has been virtually unchanged since 2010‐11 and remains near its peak. In contrast to the K‐5th grade enrollment decline, Fall 2012 kindergarten enrollment of 939 in TTSD schools was the largest ever, 62 students larger than in Fall 2011. However, the kindergarten growth is not likely to be sustained, as births to District residents peaked in 2006‐07, the birth cohort that entered kindergarten in Fall 2012. Communities are stronger when residents are actively involved. The Old Town project's effort utilized a community based collaborative approach that included Old Town residents, absentee land owners, the City of Fairview planners and the Portland State University project team. The specific steps included: a demographic profile, a land use analysis, a survey of current housing conditions, a community survey of residents' perceptions of their housing and neighborhood, a review of relevant literature regarding the risk of housing price increase and a review of policies that can influence housing price stability. The demographic profile was used to illustrate the characteristics of the people the project was intended to serve and how they compare to the rest of Fairview and the Portland/ Vancouver metropolitan region. A land use analysis was conducted to find the current proportions of different land uses, the distribution of housing types, current zoning designations and how well they fit together. The housing conditions survey revealed the overall housing characteristics of Old Town and the common problems found among individual houses, as well as gave an accurate count of total housing units. The housing conditions survey also included an overview of prominent architectural styles to assess the neighborhood's appeal to certain types of potential buyers. The community survey was conducted as a means to understand the residents' desires and visions for Old Town. The literature review informed a risk assessment of housing price increases that can result from the neighborhood's location, demographics and potential revitalization. The policy review was conducted to find policies that may aid the City of Fairview in maintaining housing price stability in Old Town. This project was conducted under the supervision of Deborah Howe, Steven Reed Johnson, and Connie Ozawa. How affordable is our housing when compared to our income and how is the value of our house changing? All of these issues shape how we live our lives. Similarly, housing and households influence the character of neighborhoods and communities. The share of households with children and seniors, the share of households that rent or own, the size of households, and the cost and supply of housing can affect community resources, demographics and livability. Every ten years, we get a snapshot of the nation’s households from the decennial census. In between census years, we get an update of that picture plus additional information from the American Community Survey. This article explores changes in the size, structure and financial condition of Oregon’s households, from 2000 to 2010, using data from the U.S. Census Bureau’s 2000 and 2010 decennial censuses and the 2005-2009 American Community Survey. Households are occupied housing units. The type of people who occupy them is changing slowly over time. Population Research Center Year: 2015 This document is to accompany the coordinated population forecasts and their corresponding reports prepared by the Population Research Center (PRC). Developing long-term coordinated population forecasts for a county and its sub-areas (UGBs and areas outside UGBs are referred to sub-areas in this document), requires these main stages: 1) compiling and evaluating historical and recent data to ascertain demographic characteristics and trends in the study area and to obtain a population base from which the forecasts may be launched; 2) making assumptions about the future and adjusting the data or rates in the forecasting models (calibrating the models) to incorporate predicted rates or trends; and 3) reconciling, or adjusting the forecasts so the sum of the sub-area forecasts is consistent with the forecast for the county total. We first develop population projections and then we make adjustments to these projections in order to produce population forecasts. Population projections are developed by extending historical and current demographic and housing trends into the future. Forecasting population requires that assumptions be made about future population change, and adjusting the projection models to account for circumstances that perhaps skewed past trends or may affect future change. Such circumstances in the past could be a building moratorium or the opening of a new group quarters facility. Developing long-term coordinated population forecasts for a county and its sub-areas (UGBs and areas outside UGBs are referred to sub-areas in this document), requires these main stages: 1) compiling and evaluating historical and recent data to ascertain demographic characteristics and trends in the study area and to obtain a population base from which the forecasts may be launched; 2) making assumptions about the future and adjusting the data or rates in the forecasting models (calibrating the models) to incorporate predicted rates or trends; and 3) reconciling, or adjusting the forecasts so the sum of the sub-area forecasts is consistent with the forecast for the county total. We first develop population projections and then we make adjustments to these projections in order to produce population forecasts. Population projections are developed by extending historical and current demographic and housing trends into the future. Forecasting population requires that assumptions be made about future population change, and adjusting the projection models to account for circumstances that perhaps skewed past trends or may affect future change. Such circumstances in the past could be a building moratorium or the opening of a new group quarters facility.
