Year: 1990 The objective of this study was twofold: (1) to identify nontraditional sources of data that can be used to monitor economic activity in rural areas, and (2) to test the relationship between such data and trends in traditional measures, such as income and employment. The need for alternative sources of data arises primarily out of the inconsistent quality and availability of traditional economic data at the subs tate level. New sources of data can help reduce this metro-rural data gap and provide a fuller picture of the diverse experience and structure of subs tate economies. Two sources of nontraditional data were explored: state government administrative records, and data from local private and quasi-private companies, such as utilities and banks. In particular, banking data from the Federal Reserve Bank of Chicago, phone connection data from Northwest Bell (U.S. West), and food stamp program data were used. The data series consisted of county-level data for Iowa, Minnesota, and Wisconsin. These data were statistically compared to employment growth levels in each county. Banking data (reflecting bank Willingness and ability to lend), phone data (reflecting new household and business formations), and food stamp participation correlated significantly (though weakly) with growth. The weak correlations are expected because the nontraditional data series are generally more volatile, or erratic, than employment data series. Composite indexes were constructed from the data and correlated with the employment data series. The results showed improved correlations and suggest that such indexes may be useful as leading indicators of economic activity. Overall, the results show that there is considerable potential in the development of economic indicators from nontraditional data. Transit investments improve communities’ mobility and access, and may improve health with reduced driving. However, there is also the potential for transit-oriented development (TOD) to spur gentrification and displacement if affordable housing is lost. Understanding transit corridor conditions and change with new infrastructure is important for learning how to mitigate negative effects and support inclusive communities with access to transit for lower-income households. The planning of a new bus rapid transit line along the Powell-Division corridor in Portland-Gresham provides an opportunity to understand neighborhood impacts of transit investment and evaluate programs designed to preserve and create affordable housing; include residents in economic development on the corridor; and build livable communities in an underserved area of the region. This proposal is for a research partnership between Toulan School of Urban Studies and Planning faculty and the Portland Bureau of Planning and Sustainability to evaluate current conditions and potential for impacts of TOD, and to build a long-term program of assessment of neighborhood change and program evaluation as the city pilots new approaches to equitable TOD. The first phase will document the potential costs to communities if an integrated approach to livable communities were not taken, by assessing the risk of housing loss and displacement. DOT priorities are developing, evaluating and disseminating a coordinated approach to livable communities that includes housing and transportation. This work will speak to the scholarly debates about gentrification and public infrastructure investment, and will be presented to practitioner audiences through venues such as New Partners for Smart Growth, the PolicyLink think tank, and other learning opportunities for professionals. In the Portland region, foreclosure activity is comparable to many areas of the United States, with significant segments of the population struggling to make their mortgage payments. The foreclosure crisis continues to unfold in the United States. In 2009, RealtyTrac reported 3.9 million foreclosure filings on 2.8 million properties in the U.S., up 21 percent from the previous year. Foreclosure filings include default notices, scheduled foreclosure auctions and bank reversions. About two percent of all U.S. housing units received at least one foreclosure notice in 2009. California, Florida, Arizona and Illinois accounted for more than 50 percent of the 2009 foreclosure filings. In 2009, Oregon had the 11th highest rate of foreclosures, with one foreclosure filing for every 47 housing units. Between 2008 and 2009, Oregon filings increased 89 percent. Compared with 2007, foreclosure filings in 2009 increased by 303 percent. While still high, monthly counts of pre-foreclosure notices in the Portland Metropolitan Statistical Area (MSA) have been steadily declining since late 2008. However, according to RealtyTrac data, counts of bank reversions in the Portland MSA continue to climb and reached near peak levels in October 2009 as default grace periods elapsed. However, policy questions regarding the identification of smart growth indicators and their connection to walking remain unanswered, because most studies of the built environment determinants of pedestrian travel: (a) represent the built environment with isolated metrics instead of as a multidimensional construct and (b) model this transportation-land use relationship outside of a multidirectional analytic framework. Using structural equation modeling, this Portland, Oregon study identifies a second-order latent construct of the built environment indicated by land use mix, density, and urban design and transportation system features. Recent critiques, however, warn of its contribution to gentrification and displacement. The use/exchange value binary no longer as useful an analytic as it once was, geographers need to better understand UA’s contradictory relations to capital, particularly in the neoliberal Sustainable City. To this end, I bring together feminist theorizations of social reproduction, Bourdieu’s “species of capital”, and critical geographies of race to help demystify UA’s entanglement in processes of eco-gentrification. In this primarily theoretical contribution, I argue that concrete labor embedded in household-scale UA—a socially reproductive practice—becomes cultural capital that a Sustainable City’s growth coalition in turn valorizes as symbolic sustainability capital used to extract rent and burnish the city’s brand at larger scales. The valorization of UA occurs, by necessity, in a variegated manner; spatial agglomerations of UA and the eco-habitus required for its misrecognition as sustainability capital arise as a function of the interplay between rent gaps and racialized othering. I assert that eco-gentrification is not only a contradiction emerging from an urban sustainability fix, but is central to how racial capitalism functions through green urbanization. Like its contribution to eco-gentrification, I conclude, UA’s emancipatory potential is also spatially variegated. While the existing literature has focused on the relationship between TOD and housing and TOD and greenhouse gas emission reduction as separate issues, it has seldom touched on the possibility that TOD could address both goals jointly. We provide evidence to show that focusing on either housing affordability or greenhouse gas emission reduction in isolation can lead to strategies that achieve one goal to the detriment of the other. Using the case of Los Angeles, we develop a scenario planning model that allows simultaneous consideration of housing and transportation goals, and illustrates the tradeoffs of different policy approaches. Exploring these questions may provide insight on the potential for P2P carsharing to meet public policy objectives of reducing the impacts of personal vehicle ownership and use and providing mobility options for underserved populations. The analysis is based on 465 study participants who enrolled in a P2P carsharing service in Portland, Oregon during its first two years of operation (February 2012 to June 2014). The data, which come from a series of online surveys, are part of an on-going, multi-year research project and, as such, should be considered early findings. The people who joined P2P carsharing and this study tend to be younger and well-educated, consistent with research on traditional carsharing. Given two trends in vehicle ownership – the longstanding positive correlation with income and the emerging trend of younger Americans eschewing vehicle ownership in greater numbers than before - we created a typology of potential P2P renters to explore reasons for joining and the potential influence of P2P carsharing on vehicle ownership and mobility. The typology consists of: (1) Student Millennials,(2) Non-student Millennials, (3) Lower Income Non-millennials, and (4) Higher Income Non-millennials. Study participants were highly motivated to join simply because they like the idea of P2P carsharing. Not surprisingly, the Higher Income Non-millennials were less motivated by economic reasons. By June 2014, just over half (52%) of the study participants had rented a vehicle through the service. Actual use of the service is negatively correlated with car ownership.
