More people are living in urban areas than any time in history, and the resources need to support cities have had to expand to try and meet the demands of increasing urban populations. However, areas of opportunity exist for urban areas to begin to positively contribute towards the available resources in a region. Because a large portion of urban areas is within private control, gaining a baseline understanding of how residents interact with ecosystem services served as basis of this study. Using a survey of residents in the Portland, OR area, correlations between demographic groups and questions regarding their beliefs, attitudes, and behaviors as they relate to vegetation proved that the knowledge of environmental relationships is an important first step in creating pro-environmental behavior. Those reporting a high level of knowledge for ecological system and processes were more likely to value the benefits of vegetation for other associated reasons, such as for recreational activities, aesthetic purposes, and air or water quality. Additionally, survey responses were mapped to spatial data to gain an understanding of the spatial characteristics of neighborhoods in the survey area and how they have changed over time. Overall, the results in the study display trends that can help outreach organizations and municipalities to determine plans to strategically engage the public in a way that could create a net gain in urban ecosystem services. The TRUE data has enormous advantages over GPS data used in previous research due to its level of geographic detail and the potential to also integrate trip origin and destination, vehicle class, and commodity-type data. This research evaluates the accuracy of the TRUE data and demonstrates its use for significant ODOT ancillary applications. Specifically, ancillary applications that address ODOT freight modeling, performance measures, and planning needs are explored. The use of the data for highly accurate trip-generation rates and mobility performance measures is demonstrated. In addition, it is shown that the TRUE data has strong potential to be used for safety, accessibility and connectivity, system condition and environmental stewardship performance measures. The potential use of the TRUE data for emissions estimates that take into account truck-type details, truck weight and detailed speed profiles is considered. Results indicate that TRUE data, integrated with ODOT weigh-in-motion (WIM) data, will greatly improve the accuracy of emission estimates at the project and regional level. The feedbacks between humans and their environment within an urban context can have profound implications for the growth of and change in cities, yet there is a limited understanding of the interactions between biophysical changes in cities and the implications of these changes on the quality of life for residents. The application of a coupled human and natural systems (CHANS) framework provides a timely and fruitful opportunity to enrich the theory, methods, and understanding of these feedbacks and interconnections. Here, I integrated biophysical and social dimensions relevant to managing urban stormwater by examining a case study of Portland, Oregon, USA. I used empirical data from a pre-post survey (2-yr span) of residents in eight urban neighborhoods to describe feedbacks and interactions between a localized biophysical change in the form of a large-scale decentralized stormwater program and the resulting changes in resident's perceptions in neighborhoods undergoing rapid change. My findings corroborate earlier findings suggesting that people with higher income and education levels are more likely to participate in stewardship actions. The results also suggest an overall and initial negative perception of neighborhoods facilities and services immediately following the construction of decentralized stormwater facilities, but conversely, high levels of anticipation for their construction. By describing these findings through a CHANS framework, I make explicit the importance of integrating scientific understanding, governance efforts, and human behaviors to address acute urban environmental challenges. One way that TPL accomplishes this is through holding property temporarily until the land can be permanently protected by a government agency or a community land trust. In 1990, TPL purchased a 34-acre property located near Bridal Veil Falls in the Columbia River Gorge. The Bridal Veil mill site property has a lengthy history dating back to 1886. The site was first used for a paper mill. Later, a milling operation received rough-cut timbers from a lumber mill high in the surrounding forests and remilled it into a finished product. It was then transported to market by boat or train . Over the next century the site would see different owners and uses, mainly related to mill operations. Since 1990, the land has remained largely unused and under the ownership of TPL. In keeping with its mission, TPL wants to see the Bridal Veil mill site transferred to an owner that would ensure its restoration and preservation. Students enrolled in the 2002 Master of Urban and Regional Planning (MURP) Workshop at Portland State University (PSU) worked with TPL to develop a future vision for the site. This document presents one possible restoration plan that incorporates unique features of the site for the enjoyment of those who live in and visit the area. The restoration plan reviews the existing conditions, examines opportunities and constraints, considers the regulatory guidelines, and offers specific strategies for the site's restoration. The plan incorporates natural, scenic, recreational, and historic elements. It is hoped that those who ultimately own the property and who are entrusted with its welfare will look at this document, use the research that has been compiled, and consider the proposed restoration plan that has resulted from this effort. A great deal of research has been done to provide tools for determining optimal stop spacing, but tools are still needed to help service planners determine the optimal stops to remove. Stop-level bus performance data provide the information needed to develop a method for assessing the total benefits and costs to riders of removing individual stops. This tool compares the benefit to through-riders in terms of travel time savings with the additional access cost to riders using the stop. The tool was applied to a bus route in Portland, Oregon, using stop-level ridership data from TriMet, the regional transit agency. The case study identifies three stops with very high benefit-cost ratios and discusses the effects of removing those stops. A sensitivity analysis is performed to show the effect of changing the value of time factor or the assumed time savings from each stop removal. Further research needs are identified and tradeoffs are discussed regarding the use of this tool.   Citation × Citation Citation Abstract Copy Title: Residential Mobility and Revitalization in Portland Between 1970 and 1980: A Study of the Urban Structural Impacts on Neighborhood Revitalization Author: Kamara, Sheka Gassimou Year: 1992 Evidence of physical decline due in part to the rapid encroachment of commercial and industrial activity into some of Portland's residential areas in the mid-1960s and efforts to combat the forces of time and change through neighborhood revitalization provide the basis for this study. Additionally, some of the characteristics often employed in explaining the phenomenon in cities are manifested in the city of Portland. For example, Portland is endowed with a distinctive and well established downtown area that provides opportunities for the establishment of businesses as well as white-collar job opportunities. By the standards of the U.S. Bureau of the Census, Portland has a relatively large population and several older neighborhoods. The city provides its residents the feel for inner-city living, such as its beautiful waterfront scenery, its high-rise and park block apartments, its cultural facilities and unique transit mall. These criteria underscore the selection of Portland as the geographical area of this research. The purpose of this research itself is to assess the urban structural changes that occurred in Portland between 1970 and 1980. The research used a sample of inner-city neighborhoods from the city to explain these structural changes over time. Additionally, two samples of neighborhoods (Northeast and Southeast) within the city were selected as the basis for comparing the structural changes. The data developed from the 1970 and 1980 census of population and housing characteristics comprised the change in the median household income ratio, the change in the home value ratio, and the change in the median rent ratio designated as dependent variables. Nine independent variables representing the pre-existing conditions in the city at the start of the decade were selected from locational, demographic, and housing factors. The research hypotheses were tested by regresslng the three dependent variables against the nine independent variables resulting in three regression models for each sample. The a priori expectations as reflected by the signs of the coefficients show mixed support for the hypotheses in each sample in predicted direction, and in level of significance. In the city sample the neighborhood housing quality factor was observed to have a strong positive causal relationship with neighborhood revitalization. The outcome confirmed the contention that a significant and systematic reverse revival trend occurred in Portland at the start of the 1970 decade. This finding contradicts the conventional invasion-succession theory associated with Burgess (1925). Similar reverse revival trends were observed in the Northeast and Southeast samples. But unlike the city sample the race factor had a strong positive causal relationship with revitalization. The outcome may be a reflection of the rental squeeze in terms of housing affordability faced by black renters in both subareas because their incomes could not keep pace with housing costs. Consequently their demand for rental housing may have grown faster than the supply of the rental housing stock in a segregated rental market. The chow tests show significant structural differences between the two submodels, but the impact of the race factor as reflected by the measures of relative variability was greater in Northeast Portland than in Southeast Portland. Title: Residential Mobility and Revitalization in Portland Between 1970 and 1980: A Study of the Urban Structural Impacts on Neighborhood Revitalization Author: Kamara, Sheka Gassimou Year: 1992 Evidence of physical decline due in part to the rapid encroachment of commercial and industrial activity into some of Portland's residential areas in the mid-1960s and efforts to combat the forces of time and change through neighborhood revitalization provide the basis for this study. Additionally, some of the characteristics often employed in explaining the phenomenon in cities are manifested in the city of Portland. For example, Portland is endowed with a distinctive and well established downtown area that provides opportunities for the establishment of businesses as well as white-collar job opportunities. By the standards of the U.S. Bureau of the Census, Portland has a relatively large population and several older neighborhoods. The city provides its residents the feel for inner-city living, such as its beautiful waterfront scenery, its high-rise and park block apartments, its cultural facilities and unique transit mall. These criteria underscore the selection of Portland as the geographical area of this research. The purpose of this research itself is to assess the urban structural changes that occurred in Portland between 1970 and 1980. The research used a sample of inner-city neighborhoods from the city to explain these structural changes over time. Additionally, two samples of neighborhoods (Northeast and Southeast) within the city were selected as the basis for comparing the structural changes. The data developed from the 1970 and 1980 census of population and housing characteristics comprised the change in the median household income ratio, the change in the home value ratio, and the change in the median rent ratio designated as dependent variables. Nine independent variables representing the pre-existing conditions in the city at the start of the decade were selected from locational, demographic, and housing factors. The research hypotheses were tested by regresslng the three dependent variables against the nine independent variables resulting in three regression models for each sample. The a priori expectations as reflected by the signs of the coefficients show mixed support for the hypotheses in each sample in predicted direction, and in level of significance. In the city sample the neighborhood housing quality factor was observed to have a strong positive causal relationship with neighborhood revitalization. The outcome confirmed the contention that a significant and systematic reverse revival trend occurred in Portland at the start of the 1970 decade. This finding contradicts the conventional invasion-succession theory associated with Burgess (1925). Similar reverse revival trends were observed in the Northeast and Southeast samples. But unlike the city sample the race factor had a strong positive causal relationship with revitalization. The outcome may be a reflection of the rental squeeze in terms of housing affordability faced by black renters in both subareas because their incomes could not keep pace with housing costs. Consequently their demand for rental housing may have grown faster than the supply of the rental housing stock in a segregated rental market. The chow tests show significant structural differences between the two submodels, but the impact of the race factor as reflected by the measures of relative variability was greater in Northeast Portland than in Southeast Portland. State economic development agencies, blue-ribbon panels, futures task forces, and special economic planning committees in a variety of versions have all aimed to consider what their various cities should do next. In some cases, the result may be the abandonment of economic strategies that sufficed for a century or more. Civic leaders across the country chase high-tech industry. Manufacturing cities seek positions in the transactional economy. Other communities try to devise new roles as international retail cities, travel destinations, amateur sports centers, or health care centers. Debates about the future of American cities draw heavily on academic expertise in economics, planning, regional science, and related fields. Book catalogs in these applied fields are filled with city and regional case studies whose titles or subtitles proclaim their interest in "deindustrialization," "reindustrialization," "economic prospects," "structural change," and "prospects for change." However, few studies are available to allow comparison of current economic planning concerns with past experiences. As a contribution toward a historically informed discussion of decision-making in economic restructuring, I have begun to explore the case of Washington, D.C., a city that has never found it easy to achieve a "natural" economic role. It has experienced an ambiguous regional orientation, uncertain opportunities, and entrenched preconceptions about appropriate activities. In particular, the generation of Washington leaders following the upheavals of Civil War and Reconstruction faced a need for economic redirection with parallels to the deindustrializing factory towns of the 1970s and 1980s. The focus of this examination is the evolving character of ideas on Washington's potentials as an economic entity. Washingtonians have engaged in an ongoing "conversation" or discussion about the possibilities of economic development. My interest lies in the articulation and evolution of public ideas, not in the separate questions of the implementation process or the equitable division of the benefits of growth. Ideas about economic development may have their final test as they affect the production and distribution of wealth, but they also have careers as intellectual constructs that express a social context of power and values.
