In the wake of the Great Depression and as the logging trade declined, the area began to fall into disrepair and development shifted away from the Willamette River. By the 1950s, many of its 2,000+ inhabitants were low-income or elderly and living in small, poorly maintained apartments, shuffling from one to the next as they were forced out of their prior home. The neighborhood was also extremely diverse, housing numerous immigrant families, particularly Italian, Jewish, Chinese, and African American families. In 1955, the newly formed Portland Development Commission targeted a block of land in what was then considered part of South Portland as a test of the new Urban Renewal philosophy making the rounds in planning circles, at the behest of the Mayor’s Advisory Committee. It was decided that a 110 acre portion of the district would be razed in two phases. Interestingly, the district had originally been intended as the home for a new expo center or coliseum, with the remaining redevelopment occurring around it. This center would be just the sort of attraction to lure people to the city center, it was believed; these plans were scrapped, however, after conflicts between interested parties on each side of the Willamette resulted in the centerpiece of the project (later to be Veterans’ Memorial Coliseum) being relocated to the eastern side of the river. Inspired by the design principles of Le Corbusier and the budgets of major firms such as Skidmore, Owings, and Merrill (SOM), renewal pressed onward, with the forthcoming towers and plazas to be punctuated by greenspaces, among them a set of fountains crafted by Lawrence Halprin. Little, if anything, remains of the district as it had existed prior to the removal of the area’s residences, businesses, and the communities who resided there. Many recent studies find that LEED and Energy Star certified commercial buildings gain significant rental and sales price premiums and have higher occupancy rates. However, little research has been conducted to measure the market value of certified multi-family residential buildings, for instance, green condominiums. This study investigates the price effects of LEED certification on condominium real estate assets in a local housing market, in this case Portland, Oregon. The overall dataset is developed by combining information from Metro's Regional Land Information System (RLIS) and LEED certifications by the U.S. Green Building Council (USGBC). A hedonic pricing model is employed to measure the effects of certification levels on sales prices. The model results indicate that, compared to non-certified condominiums in Portland, green certified properties have a 5.8 percent sales price premium on average. Oregon is a largely rural state. This lack of density poses problems for the provision of public transit, whether through fixed route or demand response service. People living in the rural areas and who lack cars and access to public transportation are at a strong disadvantage. With no access to these transit resources, they may be limited to relying on friends, family, or associates for travel. This reliance may severely limit the flexibility of travel and limit those individuals’ independence. When transit is not available, older adults and people with disabilities, in particular, experience more restrictions on their ability to travel and must rely more heavily on informal networks or formal supportive services to meet their needs. Rural public transit also plays a vital role for agricultural workers. The lack of transit options in rural areas, therefore, leaves many rural citizens at a tremendous economic as well as social disadvantage. Improved rural transit service could enhance the quality of life for Oregon’s rural residents and contribute to the state’s economic well-being by facilitating travel to jobs and shops, access to medical services, volunteering, and other forms of participation in the community. In particular, we investigate whether housing obsolescence is a useful addition to a model which explains the decentralization of high status residents in terms of the intensity of competition for central city land. All of our data are official Census figures for 1970. The subjects of our study are Standard Metropolitan Statistical Are.as (SMSA.'s) whose central city had a population of 100,000 or more. From this group we delete the New York and Chicago Consolidated Areas because of their great size and the number of municipalities included within their borders. For each SMSA we compute the percentage of its families and unrelated individuals who had an income of greater than $25,000 and who lived in the central city. We then statistically control for variation across SMSA.'s in the decentralization of population and employment. The decentralization of population is measured by the percentage of the SMSA population which resided within the central city. The decentralization of employment is measured by the percentage of SMSA jobs which were located within the central city. Once we have controlled the decentralization of the well-to-do for the decentralization of population and the decentralization of employment, we regress it on population density, housing obsolescence, and city age. Population density is persons per square mile in the central city. Housing obsolescence is the percentage of the central city housing structures which were twenty years old or older. City age is the number of decades since the central city attained a population of 50,000. In our study we demonstrate that population density exerts a considerably stronger effect on the decentralization of the well-to-do than is exerted by housing obsolescence. We also demonstrate that most of city age's effect on the decentralization of the well-to-do can be explained by city age's effect on population density and housing obsolescence. This analysis finds that upzoning and requiring minimum-densities, when used to regulate suburban residential infill developments, is not effective in producing quality compact development. Instead it is resulting in small-lot single-family developments that can only be accessed by cul-de-sac designs augmented by shared driveways. Incentive based approaches to increase density may be preferable. Services provided to the homeless population have tended to focus on providing support in cases of emergency, and by doing so are unlikely to address the root causes of homelessness. There is a growing recognition nationally that concentrating on provision of emergency services might be both inefficient and unnecessarily expensive. Recognizing these issues locally, Vision Action Network (VAN) and its partners have taken the initiative to both better understand homelessness in Washington County and to encourage progress toward its solution. As one part of that effort VAN commissioned the Northwest Economic Research Center (NERC) to examine certain aspects of spending related to homeless persons in the County. This study’s purpose is to provide community leaders with an idea of how much money is spent on emergency services for homeless persons in Washington County. It explores four major areas of emergency costs (medical services, law enforcement, mental health services and emergency shelter) by examining records from 10 service-providing organizations in the County. These organizations furnish a good cross section of services, but likely do not capture the costs of all services rendered to homeless persons. The businesses that are now being called Kiddie Cabs are private individuals and groups who recognized a need to provide transportation services to young people in their geographic areas and invested their own time and money into purchasing the equipment and manpower to make it happen. The specifics of each Kiddie Cab business may differ from one to another, but the basic premise is to provide another option for young people to get to activities, programs, facilities, or services. This was the third consecutive year of K‐12 growth, a reversal from the 12 consecutive years of enrollment losses between 1997 and 2008. For the three year period since 2008‐09, the District has grown by 1,182 K‐12 students (2.6 percent). This report includes analysis of population, housing and enrollment trends affecting the District in recent years, forecasts of district‐wide enrollment, and Enrollment Forecasts by area of residence (high school clusters, school attendance areas) and by individual school of attendance for the 2012‐13 to 2025‐26 school years. For the district‐wide forecast, three scenarios of population and enrollment changes were developed: a most‐likely, or medium, growth scenario; a scenario for lower growth; and a higher growth scenario. All three of the growth scenarios for the PPS district‐wide Enrollment Forecasts use similar mortality, fertility, and capture rates during the 14 year horizon. The differences between the three scenarios are primarily due to different assumptions about the levels of net migration (the net movement into and out of the District) among families with children. This report includes analysis of population, housing and enrollment trends affecting the District in recent years, forecasts of district‐wide enrollment, and Enrollment Forecasts by area of residence (high school clusters, school attendance areas) and by individual school of attendance for the 2012‐13 to 2025‐26 school years. For the district‐wide forecast, three scenarios of population and enrollment changes were developed: a most‐likely, or medium, growth scenario; a scenario for lower growth; and a higher growth scenario. All three of the growth scenarios for the PPS district‐wide Enrollment Forecasts use similar mortality, fertility, and capture rates during the 14 year horizon. The differences between the three scenarios are primarily due to different assumptions about the levels of net migration (the net movement into and out of the District) among families with children. K-12 enrollment growth averaged about 350 students per year from 1990 to 2000, and about 400 students per year from 2000 to 2007. The enrollment trends align closely with the housing and employment trends described in this report. Housing growth began to slow early in 2007, job losses became evident by the end of 2007, and the migration of families with children into the District tapered off beginning in 2008. In spite of this slowdown, there is still momentum from the District’s recent high population growth and increase in births. All school levels, elementary, middle, and high, remain at or near their all time high enrollments. Kindergarten and 1st grade enrollments, typically the leading indicators of shifting enrollment trends, have not declined. They were each slightly larger in Fall 2009 than in Fall 2007. The primary purpose of this study by the Portland State University Population Research Center (PRC) is to provide school Enrollment Forecasts that will be used by the District, Deschutes County, and the City of Bend for long range planning. These district-wide forecasts by grade level for the BLPSD are consistent with the Deschutes County Coordinated Population Forecast (DCCPF) adopted by the Deschutes County Board of Commissioners in September 2004.
