It focuses on actions where collaboration and community engagement will have the largest impacts. This is a plan for the next five years. The overarching goals of the plan are to: Ensure the viability of Livable Lents. Livable Lents should remain a transparent, accountable, accessible, and holistic community engagement process that works collaboratively with nonprofits, city agencies, and community members. This plan serves in part as a collaboration strategy which integrates engagement on a wide range of projects that are integral to livability and affordability. Build community capacity for advocacy on key issues. This plan is intended as both the continuation of conversations that have been occurring for years as well as the impetus for community-driven advocacy efforts around the issues most important to Lents residents. Through its 2015 survey, Livable Lents identified a list of community priorities for future attention. Lents Strong expands and diversifies the conversation around these priority areas. Foster effective collaboration. Commitment by those already doing important work in the community is crucial to the successful implementation of the recommendations in this plan. This plan has been written with a wide audience in mind. The material is relevant to homeowners, community activists, urban planners, nonprofit advocates and policymakers among others. The East Portland Pilot Plan is on the one hand a portrait of the Black community in East Portland; a portrait that has been narrated largely by the people themselves, and recorded in this document. These groups contribute immeasurably to the community through the services and educational opportunities they provide and through their role in the social and economic fabric of the neighborhood. Urban renewal has come to the neighborhood in the form of several large projects that are either currently underway or scheduled to begin in the next several years. While these plans present an opportunity for much needed development in Old Town Chinatown, there is concern among nonprofits that redevelopment and private investment will result in increased rents. Because 62% of nonprofit organizations in Old Town Chinatown do not own their facilities and are highly vulnerable to any rent increases, they could be easily forced out of the neighborhood. The goal of this project was to identify feasible, proactive, long-term strategies for retaining the variety of nonprofit organizations in Old Town Chinatown. This document contains an overview of strategies along with examples of successful models. The authors provide this information as a potential starting point for nonprofit organizations as they begin to contemplate long-term viability in a neighborhood on the cusp of transformation. A crucial first step is to build a coalition of nonprofits to strengthen their position within the community. A comprehensive examination of parking in Northwest will include a review of past efforts, an analysis of the parking-supply and demand, and a detailed review of program and policy alternatives that may be applied in Northwest. The research has two primary goals: 1) is to provide objective data that will be acceptable to both the Northwest District Association (NWDA) and Nob Hill Business Association (NHBA) and 2) to provide policy analyses to ground stakeholders in parking theory and parking management techniques. The study is divided into four main sections. Section 1 is the introduction and history section. Section 2 provides a background to the parking issue through a brief historical and cultural analysis of the Northwest neighborhood past and present. It provides an analysis of the parking supply and parking demand using a variety of past studies. The section frames parking in a regional context and includes a presentation of past studies, relevant data and their sources. Section 3 examines policy and program alternatives that may be relevant to Northwest. These "alternatives" are comprised of parking management techniques that have been tried in many municipalities and in other parts Portland. Each year, the workshop members help a local government with a project that it lacks the resources to do by itself. This year, the City of Hillsboro asked that a community plan be developed for the Orenco area in Washington County, Oregon. Because of Orenco's unique character, Hillsboro would like to have the guidance a community plan provides when it deals with the area. Orenco was an incorporated city in the early years of this century. It has long since disincorporated, but the sense of community and identity of the area has remained intact. Today, portions of Orenco lie within Hillsboro's boundaries. The remainder may be annexed at some future time. Orenco is located in rapidly growing Washington County and is facing dramatic changes. This is causing concern among Orenco's citizens. The project provided them with a chance to voice those concerns and discuss what they would like their community to be like in the future. The students involved with the project spent five months collecting data on the area and talking with residents, business owners and local government personnel. They then planned strategies to deal with changes in Orenco. The result of that work is this report. This is primarily due to the inherent difficulty and complexity in computing time-based accessibility metrics. Estimating origin-to-destination travel times that include the “last mile” of travel between the transit network and actual start and endpoints of the trip is technically difficult. Not only do such estimations require multimodal network structures, they also require detailed knowledge of transit schedules and sophisticated algorithms for calculating shortest paths using such inputs. Recently, new standards for sharing transit schedules and geographic data, namely the General Transit Feed Specification (GTFS) have prompted innovations in the analysis of complex transit travel times using the Esri ArcGIS package with the Network Analyst extension. With continued development of the analytical capabilities of network analysis functionality, this project assesses spatiotemporal dynamics in transit supply through an investigation of scheduled travel time variability. This report consists of a collection of three stand-alone research papers. The first defines a new data object, the public transit travel time cube, and demonstrates its use in measuring changes in transit provision over time, changes in accessibility to jobs, and the impacts of bicycling on the last mile problem. The second paper consists of a study of temporal mismatch between observed travel patterns and the spatiotemporal patterns of transit supply in the Wasatch Front. The third paper expands the food desert literature by measuring temporal fluctuations in food accessibility over the course of a typical day, and examining the trends for disparities between socioeconomic subgroups. Our findings indicate that time-based measures of transit accessibility provide more nuanced abilities for us to understand how people are impacted by temporal variability in transit provision. Year: 2015 Blue-Green Infrastructure (BGI) and Sustainable Drainage Systems (SuDS) are increasingly recognised as vital components of urban flood risk management. However, uncertainty regarding their hydrologic performance and lack of confidence concerning their public acceptability create concerns and challenges that limit their widespread adoption. This paper investigates barriers to implementation of BGI in Portland, Oregon, using the Relevant Dominant Uncertainty (RDU) approach. Two types of RDU are identified: scientific RDUs related to physical processes that affect infrastructure performance and service provision, and socio-political RDUs that reflect a lack of confidence in socio-political structures and public preferences for BGI. We find that socio-political RDUs currently exert the strongest negative influences on BGI decision making in Portland.We conclude that identification and management of both biophysical and socio-political uncertainties are essential to broadening the implementation of BGI and sustainable urban flood risk management solutions that are practical, scientifically sound, and supported by local stakeholders. This PSU report of collected working papers was produced wider the contract between the Portland Police Bureau and Portland State University. This report presents the work of the PSU research team in taking the lead, during Phase 2 of the project, in identifying methods of performance measurement. We are now in the later part of Phase 2 of the project and approaching Phase 3, the phase involving actual implementation of measurement methods. The lead now shifts to the other two agencies involved, the University of Oregon and the Police Bureau. The PSU team has done its best to start the NIJ project off well, and we now look forward to seeing the University of Oregon and· the Police Bureau build upon our work. Year: 2016 Climate change is expected to have significant impacts on the Pacific Northwest’s communities, economy, and natural systems. These impacts – which include reductions in summer water supply, the potential for more winter flooding and forest fires, threats to public health, and damage to coastal infrastructure due to sea level rise – will require changes in how communities evaluate, manage, and mitigate environmental risks. Despite these challenges, some have suggested that the region may be relatively well off compared to other areas of the U.S. and the world. This has led to growing speculation by the media, bloggers, and the public that “global warming could unleash a deluge of newcomers” (or “climate refugees”) to the Pacific Northwest in coming years.2The question is also gaining the attention of public sector professionals in the region. Planners and managers who engage in long-term planning for transportation, public health, utilities, and other public services want to understand whether population forecasts—an important analytical tool guiding many areas of regional planning—should reflect the possible impacts of climate change on migration flows, and if so, how? The connection between climate change and migration is the subject of a complex and emerging body of social science research. To help stimulate and inform research, and to provide guidance to decision makers on this issue, researchers at Portland State University and the University of Washington Climate Impacts Group convened experts in climate science, population dynamics, and public sector management to begin addressing the following central question: Do we need to be planning for more growth in Washington and Oregon because of climate change, and if so, what would a systematic framework for developing and updating migration scenarios for use in regional and state population growth and planning forecasts look like? The symposium—the first of its kind in the region and possibly the first of its kind in the United States—was held on June 24, 2016 at Portland State University. Title: Winds of Change? Exploring Climate Change-Driven Migration and Related Impacts in the Pacific Northwest Author: Binder, Lara Whitely, Jurjevich, Jason R. Year: 2016 Climate change is expected to have significant impacts on the Pacific Northwest’s communities, economy, and natural systems. These impacts – which include reductions in summer water supply, the potential for more winter flooding and forest fires, threats to public health, and damage to coastal infrastructure due to sea level rise – will require changes in how communities evaluate, manage, and mitigate environmental risks. Despite these challenges, some have suggested that the region may be relatively well off compared to other areas of the U.S. and the world. This has led to growing speculation by the media, bloggers, and the public that “global warming could unleash a deluge of newcomers” (or “climate refugees”) to the Pacific Northwest in coming years.2The question is also gaining the attention of public sector professionals in the region. Planners and managers who engage in long-term planning for transportation, public health, utilities, and other public services want to understand whether population forecasts—an important analytical tool guiding many areas of regional planning—should reflect the possible impacts of climate change on migration flows, and if so, how? The connection between climate change and migration is the subject of a complex and emerging body of social science research. To help stimulate and inform research, and to provide guidance to decision makers on this issue, researchers at Portland State University and the University of Washington Climate Impacts Group convened experts in climate science, population dynamics, and public sector management to begin addressing the following central question: Do we need to be planning for more growth in Washington and Oregon because of climate change, and if so, what would a systematic framework for developing and updating migration scenarios for use in regional and state population growth and planning forecasts look like? Bicycling is not an inherently a dangerous activity; automobile drivers pose the most risk of harm in crashes with bicyclists. Despite that, drivers' attitudes and behaviors toward bicyclists have not enjoyed much systematic study, particularly in the United States. This research explored the dimensions of drivers' attitudes toward bicyclists, including implicit bias and social attitudes, and examined the relationships between these attitudes and drivers' self-reported behaviors. The online survey included a cognitive test of respondents' implicit preference between drivers and bicyclists. The research questions are detailed in the introduction (Chapter 1), followed by a review of selected literature (Chapter 2) and detailed methodology (Chapter 3). The first set of results (Chapter 4) explores the potential usefulness of the implicit method and the attitude measures developed for this research, and presents an analysis of drivers' attitudes and what predicts more positive attitudes toward bicyclists. The second set of results (Chapter 5) extends the analysis to drivers' self-report behaviors, and how demographics, individual travel behavior, attitudes, and the built environment predict drivers' behaviors related to bicyclist safety.
