We offer critical theory (Gramsci, Foucault) and critical political economy (Marx) as a guide for critical understanding of value creation in ICT through quotidian processes and practices of social reproduction. In this regard, the concept of the "prosumer" is extended beyond notions of voluntary participation in Web 2.0 to the political economy of energy use. Within this broad framework we investigate national and local level "smart grid" campaigns and projects. The "smartening" of the energy grid, we find, is both an ideological construct and a technological rationalization for facilitating capital accumulation through data collection, analysis, segmentation of consumers, and variable electricity pricing schemes to standardize social practices within and outside the home. We look at BC Hydro as one illustration of where such practices are being instituted. This seminar reports the results from a research project aiming to fill the gap in the type of applications and policy areas covered by existing measures. Modeled after the popular Consumer Price Index, the project refines and develops a transportation cost index (TCI) measure for transportation and land use systems by tracking the time and monetary costs of transportation for households as they travel to satisfy their daily needs. The TCI can be used in applications ranging from monitoring historical and projected trends (benchmarking), to evaluating and comparing scenarios outcomes (scenario evaluation), and it is capable of representing policy areas not sufficiently covered by existing similar measures. The seminar will review similar performance measures, describe the rationale, design and implementation of TCI, and present results of its applications in Portland and Corvallis, Oregon, as well as nation-wide in the US. While recent research using comprehensive measures of neighborhood socioeconomic status (SES) supports a potentially causal link between transit development and gentrification, research into the effects of transit on property values alone tends to dominate the discourse. This study therefore seeks to build on previous research to develop an index measure of neighborhood SES and SES change based on measures of education, occupation, and income, using census data from 1980-2010. This multifaceted measure of neighborhood SES is analyzed in relation to LRT access using correlation, OLS regression, and GIS hot spot and choropleth mapping. Findings: Throughout the study period, low SES neighborhoods largely disappeared from the City of Portland, while low-income households were gradually priced out. Simultaneously, the easternmost suburb of Gresham became more highly concentrated in low SES neighborhoods. No definitive relationship between LRT and SES is found along the Eastside Blue or Westside Blue Lines, but strong evidence is found supporting a positive effect of Yellow Line MAX development on the rapid gentrification of North Portland from 2000-2010. Regressions run on neighborhoods along the Yellow Line indicate that SES change was greatest for those that began the decade with large Black populations, low rents, and close proximity to stations. Findings are discussed through the theoretical framework of the urban growth machine, which suggests the differential relationship between LRT and neighborhood SES relates to the distinct values of different parts of the region for the pursuit of general growth goals. Transit investments improve communities’ mobility and access, and may improve health with reduced driving. However, there is also the potential for transit-oriented development (TOD) to spur gentrification and displacement if affordable housing is lost. Understanding transit corridor conditions and change with new infrastructure is important for learning how to mitigate negative effects and support inclusive communities with access to transit for lower-income households. The planning of a new bus rapid transit line along the Powell-Division corridor in Portland-Gresham provides an opportunity to understand neighborhood impacts of transit investment and evaluate programs designed to preserve and create affordable housing; include residents in economic development on the corridor; and build livable communities in an underserved area of the region. This proposal is for a research partnership between Toulan School of Urban Studies and Planning faculty and the Portland Bureau of Planning and Sustainability to evaluate current conditions and potential for impacts of TOD, and to build a long-term program of assessment of neighborhood change and program evaluation as the city pilots new approaches to equitable TOD. The first phase will document the potential costs to communities if an integrated approach to livable communities were not taken, by assessing the risk of housing loss and displacement. DOT priorities are developing, evaluating and disseminating a coordinated approach to livable communities that includes housing and transportation. This work will speak to the scholarly debates about gentrification and public infrastructure investment, and will be presented to practitioner audiences through venues such as New Partners for Smart Growth, the PolicyLink think tank, and other learning opportunities for professionals. However, policy questions regarding the identification of smart growth indicators and their connection to walking remain unanswered, because most studies of the built environment determinants of pedestrian travel: (a) represent the built environment with isolated metrics instead of as a multidimensional construct and (b) model this transportation-land use relationship outside of a multidirectional analytic framework. Using structural equation modeling, this Portland, Oregon study identifies a second-order latent construct of the built environment indicated by land use mix, density, and urban design and transportation system features. Audits proceed with assessment of physical characteristics, subsequently processed with a computational model and transformed into a report, sometimes customized by the auditor. While the design of an energy audit reflects program and policy points of view – balancing program cost with expected program savings, educating people about the value of energy efficiency, etc. – it is crucial to consider the criteria for a good home energy audit and recommendations from homeowners’ points of view. How well do home energy audits currently meet these criteria? How well do asset-based assessments match what homeowners seem to want? We consider these questions based on a study of 286 homeowners who participated in a Seattle City Light home energy audit program. Findings suggest that there is substantial opportunity to reorient audit programs to better fit the realities of why homeowners undertake energy audits and retrofits. In the Seattle City Light program, participating homeowners found certain elements of the audit they received – interaction with professional auditors, blower door testing, and customized, specific upgrade recommendations – to be more compelling than the standardized and quantitative elements. Rather than being engaged with increasing energy efficiency, as invited by an asset perspective and asset-based efficiency scores, homeowners wanted to build better understanding of their home’s energy use and to learn how to solve specific problems, especially reflecting their household’s actual energy use practices. The Initiative sought to gather information about older persons currently residing in Home Forward’s public housing properties, from persons age 55 and older on the waitlist for housing, and from older adults in the Portland area. While local data were unavailable at the time of this report, we know that nationally, more than one-third (37 percent) of the approximately 5 million households receiving housing assistance from HUD are headed by persons age 62 and older. With this in mind, Home Forward must make decisions now about how to respond to the aging of both current residents and the local community. The population of older persons has and will continue to increase in Multnomah County, and Oregon. While many older persons enjoy relative economic stability, a sizeable number are very poor and face housing instability and declining health. According to the 2010 U.S. Census, the poverty rate among county residents age 65 and older is 10.9%, higher than the national average of 9%. A recent study of Multnomah County adults with incomes at or below 200% of poverty level found that 44% of those who had moved in the prior five years had done so to reduce housing costs. Previous studies described urban heat islands as isolated, static, monolithic areas of cities. We challenged this contention by hypothesizing that diurnal temperature cycles and diverse landscape features create variation in places that amplify heat (2). A temporal description of urban heat islands would identify populations that are susceptible to heat stress, particularly at night, when most people are asleep and unable to regulate internal body temperatures. If public health agencies are to prevent illness and death caused by heat, they will need to know which populations are most vulnerable to heat stress, particularly at night; such information can guide timely interventions (3). Researchers lack high-resolution tools for identifying neighborhoods and households where extreme weather events might have profound and fatal effects on human health.
