However, curriculum to prepare students who will be working with these technologies as developers and planners has not developed at the same rate. The goal of this project was to develop a college course focused around sensors and smart transportation to be offered to undergrad and graduate students at the University of Oregon. The class focused on the practical application and the theoretical consequences of these developments. The class was offered in the spring term of 2015 to a group of undergraduate and graduate students from a variety of backgrounds. An overview of the class is offered here, and course documents are included as appendices so that other educators could use them as a starting point for developing such classes. BRT is gaining popularity because of its combination of low capital cost and potential for high levels of benefits. But are BRT systems effective in attracting development? To answer this and many more trending BRT questions, the Metropolitan Research Center (MRC) reviewed multiple studies using data from the United States Census Bureau, Longitudinal Employer-Household Dynamics, and CoStar data in a quasi-experimental, compare-and-contrast research design to compare jobs, population and households, and housing units before and after BRT station construction relative to control stations and the stations’ metropolitan context. Our units of analysis will be 2010 census blocks and their assemblages as data allow within 0.25 mile buffers. The final products of the MRC’s research include case studies of each BRT and meta-assessments of whether and to what extent BRT systems attract development.   Citation × Citation Citation Abstract Copy Title: Improving Vehicle Trip Generation Estimations for Urban Contexts: A Method Using Household Travel Surveys to Adjust ITE Trip Generation Rates Author: Currans, Kristina Marie Year: 2013 The purpose of this research is to develop and test a widely available, ready-to-use method for adjusting the Institute of Transportation Engineers (ITE) Trip Generation Handbook vehicle trip generation estimates for urban context using regional household travel survey data. The ITE Handbook has become the predominant method for estimating vehicle trips generated by different land uses or establishment, providing a method for data collection and vehicle trip estimation based on the size of the development (e.g. gross square footage, number of employees, number of dwelling units). These estimates are used in traffic impact analysis to assess the amount of impact the development will have on nearby transportation facilities and, the corresponding charges for mitigating the development's negative impacts, with roadway expansions, added turning bays, additional parking or traffic signalization, for example. The Handbook is often criticized, however, for its inability to account for variations in travel modes across urban contexts. For more than fifty years, ITE has collected suburban, vehicle-oriented data on trip generation for automobiles only. Despite the provision of warnings against application in urban areas, local governments continue to require the use of the ITE Handbook across all area-types. By over predicting vehicle traffic to developments in urban developments, developments may be overcharged to mitigate these developments locating in urban environments despite the lower automobile mode shares, discouraging infill development or densification. When ITE's Trip Generation Handbook overestimates the vehicle impact of a development, facilities are also overbuilt for the automobile traffic and diminishing the use of alternative modes. When ITE's TGH underestimates this impact, adjacent facilities may become oversaturated with traffic, pushing cars onto smaller facilities nearby. Currently, there is momentum amongst practitioners to improve these estimation techniques in urban contexts to help support smart growth and better plan for multiple modes. This research developed and tested a method to adjust ITE's Handbook vehicle trip generation estimates for changes in transportation mode shares in more urban contexts using information from household travel surveys. Mode share adjustments provide direct reductions to ITE's Handbook vehicle trip estimations. Household travel survey (HTS) data from three regions were collected: Portland, Oregon; Seattle, Washington; and Baltimore, Maryland. These data were used to estimate the automobile mode share rates across urban context using three different adjustment methodologies: (A) a descriptive table of mode shares across activity density ranges, (B) a binary logistic regression that includes a built environment description of urban context with the best predictive power, and (C) a binary logistic regression that includes a built environment description of urban context with high predictive power and land use policy-sensitivity. Each of these three methods for estimating the automobile mode share across urban context were estimated for each of nine land use categories, resulting in nine descriptive tables (Adjustment A) and eighteen regressions (Adjustments B and C). Additionally, a linear regression was estimated to predict vehicle occupancy rates across urban contexts for each of nine land use categories. 195 independently collected establishment-level vehicle trip generation data were collected in accordance with the ITE Handbook to validate and compare the performance of the three adjustment methods and estimations from the Handbook. Six land use categories (out of the nine estimated) were able to be tested. Out of all of the land uses tested and verified, ITE's Trip Generation Handbook appeared to have more accurate estimations for land uses that included residential condominiums/townhouses (LUC 230), supermarkets (LUC 850) and quality (sit-down) restaurants (LUC 931). Moderate or small improvements were observed when applying urban context adjustments to mid-rise apartments (LUC 223), high-turnover (sit-down) restaurants (LUC 932). The most substantial improvements occurred at high-rise apartments (LUC 222) and condominiums/townhouses (LUC 232), shopping centers (LUC 820), or coffee/donut (LUC 936) or bread/donut/bagel shops (LUC 939) without drive-through windows. The three methods proposed to estimate automobile mode share provides improvements to the Handbook rates for most infill developments in urban environments. For the land uses analyzed, it appeared a descriptive table of mode shares across activity density provided results with comparable improvements to the results from the more sophisticated binary logistic model estimations. Additional independently collected establishment-level data collections representing more land uses, time periods and time of days are necessary to determine how ITE's Handbook performs in other circumstances, including assessing the transferability of the vehicle trip end rates or mode share reductions across regions. This paper is a review of the state-of-the-art trip generation methods for land use transportation impact estimation. First, it provides an overview of the more recent available and peer-reviewed estimation methods. Second, the authors offer a discussion of the successes of state-of-the-art approaches using common themes of research to identify corresponding consistency with theories of travel behavior and urban economics. These themes include: (a) the ability to estimate overall amounts of activity; (b) built environment and multimodal estimation; (c) socio-and economic demographics; (d) mixed and/or multiuse methods; and (e) land use (dis)aggregation.   Citation × Citation Citation Abstract Copy Title: Dynamic Evaluation of Transportation Structures with iPod-Based Data Acquisition Author: Riley, Charles Year: 2017 This grant supported coursework and laboratory development and expanded research capacity, promoting (a) innovative learning activities that expose students to cutting-edge methods of bridge structural health and behavior monitoring and (b) research by our growing group of graduate students using developing technologies (specifically, shake tables and iPods with on-board accelerometers). As transportation infrastructure reaches and exceeds its design life, engineering efforts are turning to evaluation, rehabilitation and repair. Accurately assessing structures to determine their future performance and remaining life is becoming a primary job function for many civil engineers. As part of this project, graduate students worked with the PI to develop course modules that employed iPods in the laboratory and classroom to introduce concepts of vibrations, dynamic evaluation methods, structural health monitoring, and damage detection. Learning gains as a result of the module were assessed with both direct and indirect methods. While learning gains appeared stronger for students who participated in the hands-on component of the laboratory, due to the small class size there were no statistically significant differences between using iPods in a hands-on laboratory versus a purely computational laboratory. However, students indicated that iPods and hands-on laboratories were their preferred experience. The team also investigated laboratory and field applications, as well as effectiveness, of iPods to study structural dynamics and structural health monitoring methods, specifically for area bridges and other transportation structures. Sensor networks and mobile device-based accelerometers are beginning to be recognized as a valid means for conducting structural evaluations. The equipment purchased with this grant allowed for a new laboratory to be developed at Oregon Tech to support multiple undergraduate and graduate elective courses including Bridge Rating, Bridge Design, Transportation Structures, and Structural Dynamics. The study had adopted federally developed software tools called Risk for Earthquake Damage to Roadway Systems (REDARS2) and HAZUS-MH. The model was the first time REDARS2 has been adopted and used in research outside of the original development team, presenting a number of unique challenges. The development of the model was a complex, intensive process that required a significant research effort, manipulation and adjustment of data. Furthermore, limitations of the software tools themselves had been identified that prevented the inclusion of important aspects such as liquefaction induced damage and refinement of the transportation network. The main objective of this research were to refine the data from a first generation of the model to more realistically represent the bridge inventory, to address the seismicity of the Pacific Northwest, conduct sensitivity analyses of soil data on the analyses results and develop a seismic network model of Oregon bridges for purposes of assessing the seismic vulnerability of roadway segments. The first generation model relied on default settings within the program to determine the economic loss due to repair and replacement of damaged bridges. The assumptions used in the analyses have been reviewed and Oregon specific data was incorporated for the model. The largest earthquake now considered to be at a highest level of probability in the Pacific Northwest is a subduction zone earthquake. The major shortcoming of REDARS2 is its inability to incorporate the subduction zone attenuation relationship into the analysis. To incorporate that capability into the model, shakemaps were developed by USGS for Cascadia subduction zone scenario events and incorporated as the demand on the refined model. Analyses of the transportation network incorporating bridge routes and post processing of the data with input from Oregon DOT bridge engineers resulted in recommendations toward bridge route priority strategies. The majority of the bridges that indicated the possibility of damage were types associated with multi-column bents, simply-supported concrete superstructures and simply-supported steel superstructures. Of the major highway routes that were considered, I-405, section of I-5 (from Multnomah to Clackamas Counties), I-84, I-205 and US-101 were the top five on the preliminary priority for seismic retrofit. These routes need to be analyzed more and advanced cost-benefit investigations should be done before retrofit decisions are made. In urban areas, intersections represent locations where different modes converge, and are often viewed as deterrents to walking. This is due to the unwarranted and often unnecessary delays imposed by signal timing policies for pedestrians and increased potential for conflicts. Traditional signal timing design prioritizes vehicles over pedestrians leading to undesirable consequences such as large delays and risky pedestrian behaviors. Pedestrians are accommodated in a manner that is designed to cause least interruption to the flow of motor vehicles. This lack of pedestrian accommodation at signalized intersections is the focus of this dissertation. Understanding pedestrian attitudes and perceptions is important because it offers insights into actual crossing behavior at signalized intersections. An intercept survey of 367 crossing pedestrians was undertaken at four signalized intersections in Portland, Oregon, and binary logistic regression models were constructed to quantify the impacts of demographics, trip characteristics and type of infrastructure on pedestrian perceptions and attitudes regarding delay, crossing time and motivators for crossing decisions. Safety was found to have a larger effect than compliance on the decision to cross the street. Pedestrians at recall intersections expressed higher satisfaction with delay than at actuated intersections. Novel methods to measure pedestrian delay using 2070 signal controllers and Voyage software were developed. These methods have been adopted by the City of Portland to record actuation trends and delays at various intersections. In the absence of demand data, pedestrian push button actuations can be considered as a proxy for crossing demand. The micro-simulation software VISSIM was used to analyze delays resulting from varying pedestrian and vehicle volumes on a network of three intersections in Portland, Oregon. From a pedestrian perspective, free operation was found to be always beneficial due to lower pedestrian delays. However, from a system wide perspective, free operation was found to be beneficial only under low-medium traffic conditions from an overall delay reduction viewpoint, while coordinated operation showed benefits under heavy traffic conditions, irrespective of the volume of pedestrians. Control strategies were developed to identify the best mode of signal controller operation that produced the lowest overall average delay per user. A procedure to identify the optimal control strategy based on user inputs (major street volume to capacity ratios and rate of pedestrian phase serviced for the minor street) was developed. The procedure was applied to a network of three intersections in east Portland, OR and the findings were verified. This research offers significant contributions in the field of pedestrian research. The findings related to attitudes and perceptions of crossing pedestrians offer greater insights into pedestrian crossing behavior and add to the body of existing literature.
