From virtually no systems a generation ago, there are now 19 lines operating with at least seven under construction and more than 20 in the planning stages. BRT is gaining popularity because of its combination of low capital cost and potential for high levels of benefits. But are BRT systems effective in attracting development? To answer this and many more trending BRT questions, the Metropolitan Research Center (MRC) reviewed multiple studies using data from the United States Census Bureau, Longitudinal Employer-Household Dynamics, and CoStar data in a quasi-experimental, compare-and-contrast research design to compare jobs, population and households, and housing units before and after BRT station construction relative to control stations and the stations’ metropolitan context. Our units of analysis will be 2010 census blocks and their assemblages as data allow within 0.25 mile buffers. The final products of the MRC’s research include case studies of each BRT and meta-assessments of whether and to what extent BRT systems attract development. Some of the studies answer the following questions: What are the effects of BRT on sectoral employment change in the United States? How does BRT affect housing location affordability? What is the relationship between BRT and its surrounding area’s wagerelated job change? These answers can provide MPOs with information to aid in the decision-making process in terms of economic development and transportation planning options. This research tested several efficiency-focused pedestrian treatments – coordination, actuated-coordination, free operation, short cycle lengths – and safety-focused treatment including leading pedestrian intervals and Barnes Dance. Using a software-in-the-loop simulation, the operational impacts of these treatments on all users (vehicles, heavy vehicles, bicyclists and pedestrians) at an intersection were evaluated. Results showed that among the efficiency-based treatments, free operation was most beneficial for reducing minor-street pedestrian delays. Both safety treatments increased major-street vehicle delays. A new pedestrian priority algorithm is proposed and developed, which is designed to prioritize pedestrian service under certain traffic conditions. The algorithm is designed to analyze field data and change the user-defined operational strategy to match the conditions in the field. The developed algorithm was deployed at three separate locations, two of which used a Raspberry Pi device and one used the onboard logic processor of the ASC/3 controller. Before-and-after data analysis showed that the algorithm was successful in reducing pedestrian delay. While this research provides field-implementable solutions for reducing pedestrian delays, there is no one "right solution". Ultimately, choice of a control strategy may rest on operational objectives and geometric characteristics of an intersection. The findings from this research may benefit cities that are looking to create safe, sustainable streets capable of accommodating multiple modes. The US Department of Transportation has responded to this dramatic decrease by funding the Safe Routes to School program for $612 million in SAFETEA-LU. The program’s funding emphasize infrastructure improvements such as completing sidewalks and adding crosswalks by requiring between 70% and 90% of funding be allocated toward infrastructure. However, recent research shows that 2 of 3 children who currently are driven to school, but live close enough to walk, do so because it is more convenient for parents. Currently, policymakers and planners have few tools to estimate the effectiveness of SRTS interventions. This research project fills the research gap by developing a stated preference survey to better understand how SRTS interventions affect rates of walking. The stated preference survey identifies how parental attitudes and time constraints affect intervention effectiveness. A unique aspect of this study is the comparison of the results of the stated preference experiments with on-the-ground evaluations of Portland’s SRTS program which were collected concurrently for a separate project. The second component of the project was a series of focus groups with parents of grade levels at selected schools participating in the SRTS program. Results from the focus groups provide more in-depth information about parental attitudes and time constraints as they affect their decisions about their child’s transportation to school. In addition, it will enhance the program evaluation and provide valuable data to help program better target their program efforts toward parents. To support this analysis, weigh-in-motion data from each of the twenty-two stations in Oregon were assembled, processed, and uploaded in the WIM data archive is housed under the Portland Transportation Archive Listing (PORTAL) umbrella at Portland State University’s Intelligent Transportation Systems Lab. Nearly 42,000,000 truck records were successful uploaded to the archive dating back to July 2005. Two separate algorithms necessary for this research were scripted, tested, and validated. The closest stations are 38.3 miles apart; the greatest are 258 miles apart. The first algorithm matched transponders between of all vehicles in a time window between the upstream and downstream stations. The second algorithm filtered these matches for through trucks. The filter was validated by comparing estimated travel times during a winter weather-induced delay. The analysis showed that corridor-level travel times for trucks for 2007 and 2008 could be generated from the archived data. To explore the feasibility using these same data for real-time traveler information, ground truth probe vehicle data were collected. Travel time estimates from the WIM data and the probes were used to establish a simple linear relationship between passenger car and truck performance. It was concluded that the long distances between stations was a primary challenge to directly adapting the WIM data to real-time use. Recommendations were given on increased sensor spacing and filter improvement. Finally, potential performance metrics for station level, matched trucks, and filtered matched truck data were shown. The primary aim of this project was to conduct a qualitative interview study that generated rich, narrative data regarding obstacles to routine or utilitarian cycling for women and minorities who already see biking as a viable form of transit, but who make relatively few bike trips. A secondary aim of the project was to develop a set of specific interventions that have the potential to increase cycling trips within these demographic groups. Findings suggest that barriers for marginalized cyclists range from concerns about infrastructure limitations to overt racial and gender discrimination experienced while riding. Data also shed light on the unique social position of mothers, who often face challenges transporting children. These findings suggest that cycling mobilities are critically linked to intersecting and overlapping identities, and that efforts to increase diversity in bike ridership must acknowledge the unique challenges experienced by marginalized groups. Consumers join the service to rent vehicles on a short-term basis from locations dispersed throughout a certain area. Both services may allow households to reduce their private car ownership. However, P2P carsharing differs substantially from other models in that there are two distinct sets of consumers: those who rent the vehicles (renters) and those who put their vehicles up for rent (owners). The members of the service are providing the supply as well as the demand. Not only does the car owner provide the vehicle and determine where it is parked, they determine what hours it is available for rent and at what price (though with some influence from the facilitating company). This report presents findings from a multiyear study of P2P carsharing that began in early 2012 and targeted members of Getaround, which launched in February 2012 in Portland, OR. The goal of this study, which collected information from both owners and renters, is to evaluate the impact of peer-to-peer carsharing relative to other models of car use, including ownership, rental, and conventional (corporate) carsharing. The two primary research questions are whether P2P carsharing can reduce overall and peak- period vehicle miles traveled (VMT) by marginalizing the cost of driving, and whether P2P carsharing increases access to jobs and other activities for those without cars. Compared with conventional carsharing, P2P carsharing has the potential to influence VMT for both the renter and the owner. P2P owners may reduce their driving so that the vehicle is available for rent. Renters, as with other forms of carsharing, may decide to forgo or reduce vehicle ownership and drive less because the marginal costs of driving are more apparent.
