The Portland Metro STEM Partnership (PMSP) is providing leadership and facilitation to a team of educators from Portland State University, Beaverton School District and Hillsboro School District who will work with volunteers from the Oregon Department of Transportation (ODOT) to design, develop, implement and assess the impact of an in-class unit entitled "Investigations in Transportation". This report presents a study of a transportation education partnership and curriculum development project that harnessed the professional expertise, experience and enthusiasm of transportation-sector STEM workers by creating a mechanism and set of protocols by which they engaged with elementary school teachers to develop and implement an instructional unit. This STEM-connected instructional unit and lessons allowed students to explore and investigate issues central to transportation. The unit incorporated and enhanced the content and practice standards outlined by the Common Core State Standards and Next Generation Science Standards, and relied heavily on the instructional and curriculum expertise and experience of classroom teachers to develop an age- and interest-appropriate unit of study. This collaboration resulted in the development of an Investigations in Transportation instructional unit that provided students with rich, engaging learning opportunities set in the context of real-world problems around a school parking lot dilemma focused on safety, sustainability and health concerns. The education project team utilized a coherent and cohesive curriculum development process for unit creation and evaluated the development, implementation and reflection of the unit through teacher and student surveys/assessments of attitudes, identity and conceptual understanding. The report describes the process successes, challenges and replication opportunities. Under this grant, three applications have been developed for three distinctly different user groups. The first, JLA Involve, was developed and deployed for JLA, a Portland, OR.-based public involvement firm, to support their work with the City of Tualatin, OR., in updating their Transportation System Plan (TSP). The second was developed and deployed for the City of Eugene, OR., and allows citizens to submit bike-lane service requests directly to the City’s internal Work Ticket (MMS) system for quickly responding to and resolving requests. The third application, Make It So, was developed and deployed by University of Oregon (UO) transportation researcher Marc Schlossberg, and makes generalized mobile survey instruments available to other transportation researchers around the world through Apple’s App Store.   Citation × Citation Citation Abstract Copy Title: Development of the Idaho Statewide Travel Demand Model Trip Matrices Using Cell Phone OD Data and Origin Destination Matrix Estimation Author: Stabler, Ben Year: 2016 As part of the initial phase of development for the Idaho Statewide Travel Demand Model, Parsons Brinckerhoff developed a base year auto and truck trip matrix using AirSage cell phone OD data, a statewide network in Cube, traffic counts, and origin-destination matrix estimation (ODME) procedures. To begin, the 4000+ statewide zone system was aggregated into a 700 super zone system for collecting the cell phone OD data. Next, the cell phone data was collected for the month of September 2013 for the following market segments: Average weekday resident HBW, HBO, NHB, and visitor NHB trips. The cell phone trips were then disaggregated to zones using each zone’s share of super zone population and employment. These initial trip matrices were assigned to the daily statewide network using free flow travel time for route impedance and iteratively adjusted to minimize the difference between the estimated link volumes and traffic counts by user class. This iterative trip matrix balancing procedure, also known as ODME, converged nicely by user class and facility type and produced reasonable flows. The resulting trip matrix trip length frequencies matched fairly well with the Census Journey to Work trip distances as well as the COMPASS (Boise area) MPO surveyed trip lengths. The goodness-of-fit between the synthesized trip lengths and the observed trip lengths was analyzed across multiple dimensions, including urban versus rural, by zone, and by trip purpose, and some differences were observed. The use of cell phone OD data, in conjunction with ODME, is an innovative and promising solution for developing statewide travel OD data with limited resources. Author: Bartholomew, Keith, Proffitt, David Year: 2017 California’s Sustainable Communities and Climate Protection Act (SB 375) and the Oregon Sustainable Transportation Initiative (SB 1059) have made them the first states in the nation to try and reduce greenhouse gas (GHG) emissions using the transportation-planning process. Evaluating how these pioneering laws have changed local planning processes – as well as plans themselves – in each state provides insight into the laws’ effectiveness at changing development patterns in a way that reduces GHG emissions, without waiting decades to see the effects in the built environment. Both states’ laws require metropolitan planning organizations (MPOs) and the municipalities that comprise them to plan development scenarios that reduce per capita GHG emissions from private automobiles. The emissions-reductions targets for each metro are determined through negotiation with state agencies and are updated periodically. Planning researchers (Burby et al., 1997) categorize laws like these as state planning mandates because they require local-level governments to incorporate state-specified goals into their plans. A host of empirical studies (Berke & French, 1994; Bunnell & Jepson, 2011; Burby & Dalton, 1994; Burby & May, 1998; Burby, 2005; Burby et al., 1993; Dalton & Burby, 1994; Hoch, 2007; May, 1993) suggest that the structure of state planning mandates, particularly the way their “carrots” and “sticks” encourage full adoption of the mandate’s goals and objectives or allow for just minimal compliance, are key to their success in changing development patterns. This is because greater planner commitment tends to result in higher-quality local plans and better plan implementation (Alterman & Hill, 1978; Berke & French, 1994; Berke & Godschalk, 2009; Berke, 1996; Brody & Highfield, 2005; Brody, 2003; Laurian et al., 2004; Talen, 1996), effectively acting as a multiplier that increases the plan’s influence on the built environment and other development outcomes. Therefore, we believe that evaluating the degree to which state planning mandates in California and Oregon have changed local planning documents and practices is the best available indicator of how the mandates will influence development patterns in the future. Furthermore, tracing how the mandates affect decisions made by local planners informs the suitability of California and Oregon’s planning mandates to serve as a model for policy in other states, or at the national or international scale. This study fits the NITC themes of taking long-term action on transportation emissions and climate change and integrating multimodal transportation and land use. We employ content analysis to evaluate SB 375 and SB 1059’s influence on regional transportation plans (RTPs) produced by MPOs. Conducting content analyses of RTPs approved before and after the planning mandates took effect will produce scores that allow us to compare how much the plans have changed due to the laws. It will also allow us to group MPOs based on their performance and identify characteristics of the metro areas they represent that predict their scores. For instance, some RTPs may shift from a weak focus on emissions reduction to a strong focus, while others may have a strong focus both before and after the planning mandates took effect. Residents may lack the technical knowledge to understand the intricacies of the system, or they may show skepticism toward the planning process in general. “Transportation Leadership Education,” a NITC education project, offers a guide for communities to stimulate the development of a more involved, educated citizenry. The Portland Traffic and Transportation course is taught each year to 30-40 Portland residents who want to learn more about how the local transportation system developed and how it functions. The course is operated by the Portland Bureau of Transportation in conjunction with Portland State University. It helps participants understand local transportation agencies and their decision-making processes, and how to be involved. Over 1,200 Portland residents have taken the course over more than 20 years. This webinar will present findings from a case study about the course derived from interviews with the people involved in launching the course, meetings with course instructors, administrators and teaching assistants, a review of course materials, and a survey of past course participants. The course offers a public involvement tool and model for cities to educate and engage residents as partners in improving the effectiveness of transportation agencies in meeting community needs. Providing residents with the knowledge and skills needed to effectively participate in transportation decision-making processes can help increase public participation while improving civic infrastructure. Educators have long worked to find pedagogical approaches that yield the best educational results. This is particularly true in the planning disciplines where there is an ongoing dialog among academics and practitioners about how to most effectively train aspiring professionals.1 To provide a mix of academic and practical experience, most planning programs include a mixture of theoretical and applied curriculum. The American Planning Association (APA) recognizes this need and as a result, APA accredited planning programs must have a “practicum” as a key program element. The Community Planning Workshop (CPW) is an experiential learning program affiliated with the Department of Planning, Public Policy and Management at the University of Oregon. This project will link the best practices of experiential learning with a pedestrian and bicycle transportation plan for Eugene, Oregon. The primary objectives of this project are to (1) create a City of Eugene Bicycle and Pedestrian Strategic Plan, and (2) prepare a case study describing strategies for incorporating experiential learning in community-based transportation planning projects. The project scope will consist of developing a City of Eugene Bicycle and Pedestrian Strategic Plan by facilitating community workshops, a steering committee process, an internal City of Eugene committee process, and conducting focused research. CPW will apply principles of experiential learning found in the literature and document the experiential learning processes used to develop the City of Eugene Bicycle and Pedestrian Strategic Plan. CPW will then synthesize strategies used to create an effective experiential learning process and prepare a case study describing the benefits of experiential learning in transportation planning and strategies for engaging students in community-based transportation planning projects. This project addresses four major elements outlined in the education project funding criteria. First, students will be involved in all levels of the project under the guidance of CPW and City of Eugene staff. Students will have an opportunity to work with professionals in the transportation field, and to conduct research, facilitate public workshops, and work with an advisory committee. In short, this project will provide students direct, hands on experience in developing a pedestrian and bicycle strategic plan for the City of Eugene. Second, this project is cross-disciplinary, providing opportunities for policy, planning, environmental studies, and landscape architecture students to learn with and from each other. CPW proposes to use an experiential, cross-disciplinary approach as an ongoing opportunity for students interested in transportation related issues at the University of Oregon. Third, the project is a collaborative effort between the University of Oregon Community Planning Workshop and the City of Eugene. Finally, to disseminate the methods used to provide opportunities for students interested in transportation planning, the Experiential Learning in Transportation Planning case study will be submitted for publication and presented at conferences,. The project will result in a completed City of Eugene Bicycle and Pedestrian Strategic Plan, will involve 15-20 students in a rich experiential learning process, will build partnerships between the University of Oregon and the City of Eugene, and will result in a case study describing the methods used to integrate experiential learning into transportation planning processes as well as lessons learned.
