Transit investments improve communities’ mobility and access, and may improve health with reduced driving. However, there is also the potential for transit-oriented development (TOD) to spur gentrification and displacement if affordable housing is lost. Understanding transit corridor conditions and change with new infrastructure is important for learning how to mitigate negative effects and support inclusive communities with access to transit for lower-income households. The planning of a new bus rapid transit line along the Powell-Division corridor in Portland-Gresham provides an opportunity to understand neighborhood impacts of transit investment and evaluate programs designed to preserve and create affordable housing; include residents in economic development on the corridor; and build livable communities in an underserved area of the region. This proposal is for a research partnership between Toulan School of Urban Studies and Planning faculty and the Portland Bureau of Planning and Sustainability to evaluate current conditions and potential for impacts of TOD, and to build a long-term program of assessment of neighborhood change and program evaluation as the city pilots new approaches to equitable TOD. The first phase will document the potential costs to communities if an integrated approach to livable communities were not taken, by assessing the risk of housing loss and displacement. DOT priorities are developing, evaluating and disseminating a coordinated approach to livable communities that includes housing and transportation. This work will speak to the scholarly debates about gentrification and public infrastructure investment, and will be presented to practitioner audiences through venues such as New Partners for Smart Growth, the PolicyLink think tank, and other learning opportunities for professionals. It has been stated in the past that it is not possible to manage our transportation system tomorrow unless we understand how it is performing today. In this spirit, Portland State University has been working with regional and statewide partners to develop new capabilities to measure, monitor and track the performance of the transportation system in real time and using archived data sources. We believe that it is possible to leverage these disparate data sources toward providing better transportation system performance information for planners, engineers, citizens, researchers and decision-makers. Using this information, we can collaboratively develop policies and programs that can help make our transportation system more efficient, equitable and effective. With this in mind, we are pleased to present the 2012 Portland Metropolitan Region Transportation System Performance Report. We have attempted to make this report comprehensive and multimodal in spirit. We truly view this as a starting point, a work in progress, and we intend to continue to improve the content and format of this report in years to come. Of the new charts that were added for this years’ report, several relate to environmental health or sustainability (air quality, drive-alone commuters, etc.). We are also in the process of developing other “green” performance measures such as motor vehicle emissions, fuel consumption, and person-miles traveled. These new performance measures will appear in future versions of this report. As the city begins to re-evaluate its transportation systems to encourage more travel by buses, trains, and bikes, we want to explore what is the current parking situation by the city of Portland. To understand better about the parking situation in Portland, and how this might affect the parking policies in the future in Portland. The scope of this project is limited to East Portland. The group was assigned to the Far-Southeast (Far-SE) area. The Far-SE TSP is bounded by East Burnside Street on the north, the I-205 freeway on the west, and the city limits on the east and south. The TriMet MAX Blue line runs east-west along the northern boundary and the MAX Green line runs north-south on the west. Major topographic features include Powell and Kelly Buttes as well as Johnson Creek. The predominant land use is low-density, single-family residential on relatively large lots, although there has been a significant amount of infill development through subdivision of large lots. Commercial development stretches along the five main arterials running through the district (Division Street, Powell Boulevard, Foster Road, Stark Street, and 122nd Avenue) and is generally low density. Government agencies at all levels are pursuing methods to monitor structural health, so that they can prioritize repairs. In Oregon, the Cascadia Subduction Zone megathrust earthquake looms as a significant natural hazard for which our transportation network is ill-prepared. The Oregon Department of Transportation (ODOT) estimates that it will take around $2.6 billion over seven years to repair or replace many of the existing bridges in the state’s network to maintain lifeline routes after a Cascadia event. Funding for the scenarios envisioned by ODOT is not forthcoming, and the project described in this webinar is aimed at creating a tool to support visual inspection of bridges for determining the extent of damage. The work presented in this webinar has evolved out of NITC-funded research and into a feasibility study of relatively simple but effective field methods for transportation structure dynamic evaluation. The primary driver for the methods under investigation is the advent of robust mobile apps that can process data from on-board accelerometers in real time. The goal of this work is to identify an easily deployed system to evaluate the dynamic response of a structure (commonly referred to as modal testing). Assuming such a system can be developed and deployed to record baseline data prior to the Cascadia event, the same system could be used after the event, or any significant event for that matter, to assist in determining if a structure has sustained damage that would limit its safe return to service. This webinar will describe the development and use of various tools for conducting modal testing in the field. Transit-oriented development (TOD) can provide an opportunity to make incremental progress on both fronts, by building affordable housing near transit and by providing alternative transport modes such that households reduce driving. While the existing literature has focused on the relationship between TOD and housing and TOD and greenhouse gas emission reduction as separate issues, it has seldom touched on the possibility that TOD could address both goals jointly. We provide evidence to show that focusing on either housing affordability or greenhouse gas emission reduction in isolation can lead to strategies that achieve one goal to the detriment of the other. Using the case of Los Angeles, we develop a scenario planning model that allows simultaneous consideration of housing and transportation goals, and illustrates the tradeoffs of different policy approaches. The results show that larger increases in residential densities combined with a small inclusionary housing requirement yields greater benefits, in terms of both reduced driving and more affordable housing, than would a higher inclusionary percentage with smaller increases in density. Residents may lack the technical knowledge to understand the intricacies of the system, or they may show skepticism toward the planning process in general. “Transportation Leadership Education,” a NITC education project, offers a guide for communities to stimulate the development of a more involved, educated citizenry. The Portland Traffic and Transportation course is taught each year to 30-40 Portland residents who want to learn more about how the local transportation system developed and how it functions. The course is operated by the Portland Bureau of Transportation in conjunction with Portland State University. It helps participants understand local transportation agencies and their decision-making processes, and how to be involved. Over 1,200 Portland residents have taken the course over more than 20 years. This webinar will present findings from a case study about the course derived from interviews with the people involved in launching the course, meetings with course instructors, administrators and teaching assistants, a review of course materials, and a survey of past course participants. The course offers a public involvement tool and model for cities to educate and engage residents as partners in improving the effectiveness of transportation agencies in meeting community needs. Providing residents with the knowledge and skills needed to effectively participate in transportation decision-making processes can help increase public participation while improving civic infrastructure. Complex software is required to assign vehicles and transit users to transportation networks to determine viable options available to travelers, costs associated with those options, and sets of routes by which travelers might navigate their trips. Metro's current static assignment model has traditionally sufficed for use with Metro's four-step travel demand model. However, static assignments have well-documented limitations that preclude the ability of the analyst to answer complex policy questions, especially those related to greenhouse gas emissions, congestion, and transportation network reliability. In addition, static assignments cannot fulfill a need for small-duration travel time increments required by the next generation activity-based models. The shortcomings of the static assignment necessitates Metro’s development and application of regional dynamic traffic assignment (DTA) models. The resolution of these models allows for continuous modeling of traffic over an analysis period, which allows the analyst to capture temporally-based traffic events such as the building and dissipation of queues, measurement of the duration of congestion, and high fidelity speed profiles for use in emissions analysis. The objectives of this study were to provide insight into the nature of DTA models, to inform the program selection process, and to develop realistic expectations for potential DTA work plans. The overarching goal of this report is to describe the process followed and experiences of the study team in developing and testing DTA network models.
