The goal of this tool development was to create an instrument that could be widely distributed to communities across the country to develop a spatially based assessment of the micro-scaled elements of their local active transportation environment such that public officials and community members could focus energy in making appropriate improvements. The development of this tool emerged out of previous work with such tools built on a GIS platform and a workshop-based format to engage residents in data collection of their walking and biking environments. While this past work proved successful in both data collection tool use and in facilitating community conversations, the technological infrastructure had significant limitations in terms of being able to widely distribute the effort. In a GIS-based approach, GIS technicians must be present and when combined with community training and data processing, the cost of development, collection, and distribution is a significant limit to which communities could adopt such assessment tools for their own use. The Fix This Tool is designed to overcome these distribution and cost barriers by developing a tool that can be easily downloaded by community members using technology they already own. The report that follows outlines the philosophical positioning of a community-based data collection process, describes the tool itself, and provides some reflections between this smart phone based model and the previous GIS-based model of community-engaged active transportation assessment tools. Under this grant, three applications have been developed for three distinctly different user groups. The first, JLA Involve, was developed and deployed for JLA, a Portland, OR.-based public involvement firm, to support their work with the City of Tualatin, OR., in updating their Transportation System Plan (TSP). The second was developed and deployed for the City of Eugene, OR., and allows citizens to submit bike-lane service requests directly to the City’s internal Work Ticket (MMS) system for quickly responding to and resolving requests. The third application, Make It So, was developed and deployed by University of Oregon (UO) transportation researcher Marc Schlossberg, and makes generalized mobile survey instruments available to other transportation researchers around the world through Apple’s App Store. All are utilizing Esri’s API for iOS or Android to maximize the potential for recipients of mobilegenerated data to incorporate it directly into their existing spatial data management/GIS systems and workflows. This study examines the programs and policies in the Salt Lake City and Denver regions to examine regional vision influence on local planning and the opportunities and constraints facing centers. The research team analyzed local plans over the past several decades, interviewed planners, and examined demographic, land use and transportation characteristics in select centers across the region. We found that the regional vision had a moderate influence on local planning, due to vague definitions and criteria. However, light rail investment and market forces have had a more substantial influence—resulting in cities developing supportive transit oriented development policies. While over 100 centers have been designated, many face significant challenges to support regional goals, particularly because many light rail lines were located along rail and freeway alignments. A limited number of “tipping point centers” already contain the necessary elements to be successful with city and private investment. Many “greenfield centers” offer significant future opportunity for development, but their suburban location and infrastructure needs present significant costs and challenges. Many other “redevelopment centers” are dominated by industrial, commercial or office development, and the land use and transportation patterns within these centers present substantial hurdles that may limit their potential to achieve regional goals. Existing travel behavior studies in the context of TOD, however, are limited in terms of small sample size, inconsistent TOD classification methods, and failure to control for residential self-selection. Thus, this study has three research questions. First, how can we distinguish between Transit-oriented development (TOD) and Transit-adjacent development (TAD)? Second, how do travel behaviors vary between TODs and TADs? Third, how does transportation affordability vary between TODs and TADs? This study utilizes cluster analysis to classify station area types and propensity score matching to control residential self-selection. From cluster analysis with built-environment factors—density, diversity, and walkability—in a half-mile buffer, this study classifies existing station areas as TOD, TAD or Hybrid types. After controlling for residential self-selection, it shows that a TOD motivates its residents to walk more and take transit more while using personal vehicles less. The significant difference between TOD and TAD in both VMT and the number of auto trips demonstrates that TODs make the personal vehicle trips shorter and fewer. Travel behavior in the Hybrid type demonstrates the possibility of gradual and practical change. Finally, the percentage of household income spent on transportation is lower in TOD households than TAD households. This shows that a TOD household is likely to save enough money on vehicle ownership and use that, while it likely spends more on transit, the final result is a significantly lower financial burden from transportation. The first study compared the MacArthur Park TOD in Los Angeles to the Fruitvale Village TOD in Oakland. The findings from this new study further validate the key findings from the first study. This new comparative case study analyzed the extension of Los Angeles’ Gold Line into Boyle Heights and the revitalization linked to Boyle Heights due to two TODs built in that neighborhood. I conclude from all four cases that TODs can help serve as catalysts for neighborhood revitalization in low-income communities by paying attention and building upon endogenous forms of cultural, political, financial and built capital that exist in these neighborhoods. Residents and neighborhood activists should play a meaningful role in the development process in order to make the new investments in these communities beneficial to these barrios. The new transportation infrastructure investments will increase pressures of gentrification and, hence, I offer specific strategies and tools that urban planners and transportation policymakers can implement to help create more equitable outcomes in these barrios while mitigating for gentrification risks. Strategies learned from these case studies include building affordable housing, supporting Latino culturally relevant public spaces (Latino/barrio placemaking), investing in community-based public arts, and collaborating with activists in the neighborhoods to make these TODs more community oriented. While recent research using comprehensive measures of neighborhood socioeconomic status (SES) supports a potentially causal link between transit development and gentrification, research into the effects of transit on property values alone tends to dominate the discourse. This study therefore seeks to build on previous research to develop an index measure of neighborhood SES and SES change based on measures of education, occupation, and income, using census data from 1980-2010. This multifaceted measure of neighborhood SES is analyzed in relation to LRT access using correlation, OLS regression, and GIS hot spot and choropleth mapping. Findings: Throughout the study period, low SES neighborhoods largely disappeared from the City of Portland, while low-income households were gradually priced out. Simultaneously, the easternmost suburb of Gresham became more highly concentrated in low SES neighborhoods. No definitive relationship between LRT and SES is found along the Eastside Blue or Westside Blue Lines, but strong evidence is found supporting a positive effect of Yellow Line MAX development on the rapid gentrification of North Portland from 2000-2010. Regressions run on neighborhoods along the Yellow Line indicate that SES change was greatest for those that began the decade with large Black populations, low rents, and close proximity to stations. Findings are discussed through the theoretical framework of the urban growth machine, which suggests the differential relationship between LRT and neighborhood SES relates to the distinct values of different parts of the region for the pursuit of general growth goals.
