This seminar presents the results of a two-year project supported by the Portland region's four public housing authorities to design and test tools to help people with housing vouchers find location efficient housing. Designing infrastructure in urban spaces has become increasingly critical for achieving human well-being. This dissertation examines socio-spatial transformation processes related to urbanization, economic development and the marginalization of utilitarian cycling in Cali, Colombia, as a particular expression of the struggle for transportation space occurring in urban areas. The research analyzes (a) the socio-spatial processes that have restricted the use of bicycles as a means of transportation in the city of Cali, Colombia; and (b) the social, health and economic implications for people who use bicycles as their primary means of transportation in this city. Cali is a major city in Latin America and an excellent case to study the complex dynamic of how social and economic forces are evident in resource distribution at the street level. Informed by Harvey's work (1976; 1978; 2012), combined with an environmental justice perspective (Bullard 2007), this research adopts a conceptual framework that examines the transformation of the built environment as part of capitalist led urbanization. It concludes that the implementation of transportation infrastructure was aimed at enabling productivity and profits, with less emphasis on the comprehensive needs of all citizens, ultimately marginalizing transportation options for those of lower socio-economic status. The experience in Cali can be understood as a case of consolidation of inequality at the street level. A historical review of Cali's urbanization process demonstrates that cycling as a mode of transportation has been losing social and physical space. Analysis of the political economy of more recent economic development initiatives suggest that the City, in responding to the demands of globalization, and in conjunction with international financial agencies and national government support has implemented a Bus Rapid Transit system and a set of megaprojects which marginalize bike commuters, particularly those who bike out of economic necessity. Although bike commuters recognize economic and health and time-saving benefits of biking to themselves as individuals they also experience daily travel in Cali as a classed, problematic, stigmatized, and transitory activity. From an environmental justice perspective, the resulting impact on residents, particularly, those of lower socioeconomic stratum, unmasks the uneven distribution of environmental benefits and harms. The marginalization of biking as a means of transportation in urban areas in Latin America may be understood as a social injustice similar to the deprivation of parks, schools, health services, or housing endured by residents of lower socioeconomic status. As this planning and technical support to rural communities occurred, lessons learned were gathered and will support future servicelearning projects focused on transportation planning. The primary products for this project are the: (1) Completion of multimodal transportation planning projects that increase rural community capacity; and (2) a website with resources for communities, faculty and students. Three further outcomes were: (1) Increased capacity for transportation planning in rural communities; (2) Increased capacity in existing transportation planning professionals working in rural communities; and (3) Increased capacity in young planning professional and graduate students. This project was be led by the Community Service Center (CSC) at the UO and engaged two programs of the CSC. Resource Assistance for Rural Environments (RARE), founded in 1994, is a field based service learning program, affiliated with the UO’s Department of Planning, Public Policy and Management (PPPM). Each year RARE places 20 graduate level participants in rural Oregon communities where they live for 11 months while working for local agencies on planning and community development projects. Community Planning Workshop (CPW) is an experiential learning program also affiliated with PPPM. Established in 1977, CPW is campus-based, with teams of graduate students working on projects for public and non-profit organizations. Product One: Three community projects focused on multi-modal transportation planning were selected as RARE host sites. These projects included: a bike/pedestrian trails planning project with the City of Lebanon and Build Lebanon Trails, a local non-profit; a bike/pedestrian trails planning project with the City of Warrenton and Warrenton Trails Committee; and transportation needs assessment for the Rogue Valley Transportation District. These projects were selected from a pool of applicants based on project feasibility, community support, and host agency support of the CSC’s service learning objectives. In October 2007, three RARE participants were placed in these three communities and worked closely with local community supervisors to complete planning projects that specifically address multimodal transportation planning. The deliverables were multi-modal planning and projects, specifically addressing public, bike/pedestrian and recreation-related transportation, in three rural communities. Product Two: Through the creation of a website with lessons learned and example projects, the knowledge gained in developing the plans and projects is being disseminated. These metrics have a long-term impact on system effectiveness through a change in ridership. As part of its bus dispatch system (BDS), the Tri-County Metropolitan Transportation District of Oregon (TriMet) has been archiving automatic vehicle location (AVL) and automatic passenger count (APC) data for all bus trips at the stop level since 1997. In 2014, a new and higher-resolution bus AVL data collection system was fully implemented. This new AVL system provides stop-level data as well as five-second resolution (5-SR) bus position data between stops. Rather than relying on interpolation tools to estimate bus trajectories (including stops and delays) between stops, the higher-resolution data shows more precise bus positions along each trip. Bus travel speeds and intersection signal/queuing delays may be determined using this newer information of several variables on transit travel time. This research project explored potential applications of the new data for assessing transit performance, and for estimating transportation system performance measures for urban streets and arterials. Results suggest that the 5-SR data provides high-resolution time and position information which can be used to determine bus travel speeds between stops, identify speed breakdowns, and estimate intersection signal/queuing delays. Additionally, high-resolution achieved bus data can be used to visualize sources of congestion and delay on urban arterials. A new inter-stop trip time model was developed using the five-second resolution data. This newly developed model resulted in statistically significant and improved results over previous models. The models for overall travel time indicated that dwell time and average speed between stops were the major factors influencing transit travel time. Hence, it was concluded that estimation of average speed between stops is a critical component of the transit trip time models. Using this 5-SR data in the trip time model led to more precise and statistically valid trip time models. The research provides conclusions that can be used by transit agencies to improve operations through improvements such as transit signal priority. More importantly, for transit agencies looking for ways to archive data the research provides recommendations on formatting the data that can be most useful for future analysis. Economic theory suggests, and literature has shown, that people are willing to pay higher housing costs to lower their costs of transportation to areas of economic activity. Does high-quality BRT service reliably provide such access and, thereby, increase residential property values? The hypothesis is that property values are higher closer to BRT stations, reflecting a premium for the access provided by the BRT service to various goods, services, employment, education, and recreation. There has been some work on this topic outside of the U.S.; however, due to various cultural, social, and institutional differences, those experiences may not be applicable to U.S. property values. The literature includes, to date, very little work on U.S. BRT systems’ impacts on property values using robust econometric techniques and/or spatial modeling. Further, because every BRT system is different, it is necessary to analyze additional case studies to provide a more robust understanding of how modern U.S. experiences with BRT services may affect surrounding property values. This research contributes to the relatively small body of literature on property value impacts of BRT in the U.S. by conducting a case study on Lane Transit District’s EmX BRT service (Eugene, Oregon) using econometric modeling techniques to estimate changes in property values associated with the BRT. The analysis is based on hedonic price regression analysis, where sale prices are modeled using several property characteristics that contribute to the market or sale price. The findings of this research indicate that the EmX BRT system does positively impact surrounding single-family home sale prices. Results are statistically significant yet, as expected, relatively small in magnitude. An interesting finding is that the impact of the EmX stations on property values increased in each of the three periods examined in this study. For 2005 single-family home sales, the price increased $823 on average for every 100 meters closer to a station. In 2010, the marginal impact increased to an average of $1,056 for every 100 meters closer to a station. In 2016, every 100 meters closer to a station adds an average of $1,128 to a home’s sale price. These results provide further insight into how BRT services can enhance the livability and economic development in a community, and provide policymakers and the transit industry throughout the U.S. with the best information possible to make informed transit investment decisions in their communities. The other is the closeness and accessibility of city and nature. The challenge is how to nurture and maintain both - to have our cake and eat it too. The evidence is clear that most American cities have not been able to achieve this. Only the future can tell how Portland will fare. The authors are all professional geographers or work in closely related fields. All have been involved with the Portland scene for a number of years and are uniquely qualified to write about these topics. While each approaches problems from his or her own perspective, the net result is a summing up, a taking stock of where we have been and where we are going. This project is intended produce a course curriculum and implementation handbook to provide transportation education and leadership skills to community residents, activists and leaders. It will first document the effectiveness of the existing course by conducting a case study of the course over time and use that information to provide a blueprint for other communities to replicate the course for their local citizenry. The study will examine the underlying motivations for the course, content, delivery methods and outcomes, including knowledge and skills gained and used by past participants. The project also will identify and assess the current gaps in citizen knowledge and skills that could be incorporated into future courses. A secondary objective of this project is to identify other populations, especially for those typically under-represented in traditional transportation planning processes, who could benefit from such a course and to make recommendations for course content and delivery method. This project will be an updated model course curriculum and handbook for implementation that can be used in cities across the country, with special attention to traditionally underserved populations. With various modes competing for scarce resources, planners and transportation agencies often struggle with how to justify infrastructure investments for non-motorized modes, particularly when driving is still the predominant mode of transportation in most cities. In this project we assess property value impacts of Portland’s “Green Loop” signature bike infrastructure concept, illustrating the importance of considering both accessibility and extensiveness of bike facility networks. The Green Loop is a proposed 6-mile linear open space running through the heart of Portland, connecting existing and new open spaces, parks, gathering areas, and walking and biking pathways. As envisioned, the Green Loop concept requires significant infrastructure investments, and would result in both short-term and long-term impacts on transportation (for all travel modes), economic development and the environment. In collaboration with the Portland Bureau of Planning and Sustainability (BPS), the Portland State University Institute for Sustainable Solutions (ISS), and in partnership with PeopleForBikes and the Summit Foundation, the goal of this research is to characterize, quantify and analyze these costs, benefits and impacts, particularly focusing on case studies of similar infrastructure investments in active transportation. In this webinar, we will further focus on the residential property value impacts associated with advanced bike facilities. We find that proximity to advanced bike facilities has significant and positive effects on all property values, highlighting household preferences for high quality bike infrastructure. The lessons and research gaps identified in this work led to the development of two ongoing NITC-funded studies: "Understanding Economic and Business Impacts of Street Improvements for Bicycle and Pedestrian Mobility - A Multi-City Multi-Approach Exploration" and "Understanding the economic impacts of urban greenway infrastructure." We will share some updates on these ongoing projects as well. Significant resources are being directed to the use of social media in communication, yet little effort exists that measures the impacts of these popular vehicles of communication. Rarely studied is the role of social media in achieving the overarching goals of advancing the mission of transit agencies through increasing recruitment and retention of transit riders; increasing resources and customer satisfaction; addressing system issues, performance efficiency and effectiveness; and improving employee productivity and morale. There is a need to measure the impacts of social media and account for the cost effectiveness of its wide use as a means of communication in public transit agencies. This research intends to extend understanding about whether investments in social media tools effectively achieve their intended purposes. The goal of this project is to identify social media-related measures for public transit agencies that can comprehensively capture the impacts of social media use on agency performance. This project will rely on a review of the research and practice literature to document findings in other fields on performance measures used to assess the impacts of social media. Best practices will be identified. A survey of a random sample of public transit agencies nationwide will target identifying performance measures currently used to document impacts. Gaps will be identified. Investigators will compare and contrast measures used in transit agencies and other fields and identify a list of performance measures that are most effective for transit agencies.
