The goal of this tool development was to create an instrument that could be widely distributed to communities across the country to develop a spatially based assessment of the micro-scaled elements of their local active transportation environment such that public officials and community members could focus energy in making appropriate improvements. The development of this tool emerged out of previous work with such tools built on a GIS platform and a workshop-based format to engage residents in data collection of their walking and biking environments. While this past work proved successful in both data collection tool use and in facilitating community conversations, the technological infrastructure had significant limitations in terms of being able to widely distribute the effort. In a GIS-based approach, GIS technicians must be present and when combined with community training and data processing, the cost of development, collection, and distribution is a significant limit to which communities could adopt such assessment tools for their own use. The Fix This Tool is designed to overcome these distribution and cost barriers by developing a tool that can be easily downloaded by community members using technology they already own. The report that follows outlines the philosophical positioning of a community-based data collection process, describes the tool itself, and provides some reflections between this smart phone based model and the previous GIS-based model of community-engaged active transportation assessment tools. Transit investments improve communities’ mobility and access, and may improve health with reduced driving. However, there is also the potential for transit-oriented development (TOD) to spur gentrification and displacement if affordable housing is lost. Understanding transit corridor conditions and change with new infrastructure is important for learning how to mitigate negative effects and support inclusive communities with access to transit for lower-income households. The planning of a new bus rapid transit line along the Powell-Division corridor in Portland-Gresham provides an opportunity to understand neighborhood impacts of transit investment and evaluate programs designed to preserve and create affordable housing; include residents in economic development on the corridor; and build livable communities in an underserved area of the region. This proposal is for a research partnership between Toulan School of Urban Studies and Planning faculty and the Portland Bureau of Planning and Sustainability to evaluate current conditions and potential for impacts of TOD, and to build a long-term program of assessment of neighborhood change and program evaluation as the city pilots new approaches to equitable TOD. The first phase will document the potential costs to communities if an integrated approach to livable communities were not taken, by assessing the risk of housing loss and displacement. DOT priorities are developing, evaluating and disseminating a coordinated approach to livable communities that includes housing and transportation. This work will speak to the scholarly debates about gentrification and public infrastructure investment, and will be presented to practitioner audiences through venues such as New Partners for Smart Growth, the PolicyLink think tank, and other learning opportunities for professionals. In this spirit, Portland State University has been working with regional and statewide partners to develop new capabilities to measure, monitor and track the performance of the transportation system in real time and using archived data sources. We believe that it is possible to leverage these disparate data sources toward providing better transportation system performance information for planners, engineers, citizens, researchers and decision-makers. Using this information, we can collaboratively develop policies and programs that can help make our transportation system more efficient, equitable and effective. With this in mind, we are pleased to present the 2012 Portland Metropolitan Region Transportation System Performance Report. We have attempted to make this report comprehensive and multimodal in spirit. We truly view this as a starting point, a work in progress, and we intend to continue to improve the content and format of this report in years to come. Of the new charts that were added for this years’ report, several relate to environmental health or sustainability (air quality, drive-alone commuters, etc.). We are also in the process of developing other “green” performance measures such as motor vehicle emissions, fuel consumption, and person-miles traveled. These new performance measures will appear in future versions of this report. These are some of the question pursued in this volume. This book contains thirteen chapters discussing various facets of Portland's environmental, economy, and character. It is an up-to-date and comprehensive analysis of dynamics and change in the landscape. An overview is provided of Portland as a city and place to live, as well as its functional significance on a national and international basis. Two threads are woven through the tapestry of these essays. One is that Portland is a big city but with many attributes of a small town. The other is the closeness and accessibility of city and nature. The challenge is how to nurture and maintain both - to have our cake and eat it too. The evidence is clear that most American cities have not been able to achieve this. Only the future can tell how Portland will fare. The authors are all professional geographers or work in closely related fields. All have been involved with the Portland scene for a number of years and are uniquely qualified to write about these topics. While each approaches problems from his or her own perspective, the net result is a summing up, a taking stock of where we have been and where we are going. When considered as a whole the book should provide a better view than we have had of the nature and character of this special place. On one hand, it is designed to develop citizens who are informed about the transportation system, including how it got where it is today, what agencies and actors play a role in its operation and development, and how they, as citizens, play a role in its future. In this sense, there is a goal of broadening and deepening the existing knowledge about the system among the general population. On the other hand, there is an implicit goal of encouraging participation in the system with the understanding that doing so is in some way good for advancing a transportation system that works for citizens of the city. People may not consider themselves advocates, but if they are concerned about a certain issue, know how decisions get made around that issue and how to be involved in the decision-making process, they are more likely to be effective in advocating for the change they wish to see. This project is intended produce a course curriculum and implementation handbook to provide transportation education and leadership skills to community residents, activists and leaders. It will first document the effectiveness of the existing course by conducting a case study of the course over time and use that information to provide a blueprint for other communities to replicate the course for their local citizenry. The study will examine the underlying motivations for the course, content, delivery methods and outcomes, including knowledge and skills gained and used by past participants. The project also will identify and assess the current gaps in citizen knowledge and skills that could be incorporated into future courses. A secondary objective of this project is to identify other populations, especially for those typically under-represented in traditional transportation planning processes, who could benefit from such a course and to make recommendations for course content and delivery method. This project will be an updated model course curriculum and handbook for implementation that can be used in cities across the country, with special attention to traditionally underserved populations. The intended outcome is to provide a way to impart knowledge and skills to local residents and activists so they may become more informed and active leaders in their local transportation planning efforts. David Year: 2011 The purpose of this study was to gain a better understanding of how equipment replacement decisions are supported with data collection and quantitative models at state DOTs, and to determine if models found in the research literature offer any better decision support when applied to realistic fleet usage and cost data. This study also addressed the current state of equipment replacement at state DOTs with respect to using measurable “green” criteria in replacement decisions, and the development of new quantitative replacement models utilizing such criteria. The responses from 25 state DOTs indicates that there is little consistency in the criteria used by state DOTs to support replacement decisions and the way that these criteria are used. There are also no measurable “green” criteria utilized. However, most state DOTs maintain an information system where cost and usage data is recorded, stored, and utilized as part of the replacement process. To investigate if a particular modeling approach offers better performance than the variety of approaches used in practice, a simulation study was conducted. Simulation models were used to evaluate the effectiveness of replacement models for prioritizing equipment replacement. The models evaluated come from the research literature and were compared to a simple replacement model that is similar to those used by state DOTs. Results indicate that the simple models used in practice provide similar results to the best model from the research literature.
