This housing type is ubiquitous throughout all regions in the nation, is a widespread example of density in suburbia, and is typically located next to commercial uses. The proximity between suburban multifamily housing and commercial uses creates the potential for nodes of concentrated activity, mixed use, and the possibility of substantial non-auto transport in suburbia. While this potential exists, the design of this housing type often follows an enclaved pattern of development, negating any synergy, minimizing the possibility of non-auto transport, and denying any potential for sustainable development. Through case studies of suburban multifamily development in Oregon, Arizona, Florida, and Massachusetts, this report looks at the specific ways in which regulation, typical development practice, and design culture have shaped the current pattern of suburban multifamily development. Each case study includes graphic analysis of physical development patterns, interviews with planners, architects, property managers and developers who worked on the case study projects, regulatory analysis of case study jurisdictions, and surveys of residents. This report focuses on resident demographics, attitudes, and perceptions as they relate to mode choice in 14 suburban multifamily sites in Eugene, Oregon. Through site analysis and resident surveys, our study shows that site design and connectivity is a significant predictor of resident mode choice. Residents of more-connected developments walk and bike to their local commercial area for more than 40% of their trips, nearly twice the rate of residents of less-connected developments. The greater use of active transportation versus auto transport in well-connected developments has potential environmental benefits of reductions in green house gas emissions, vehicle miles traveled, and gas consumption and the health benefits of increases in exercise and calorie burning, and the social benefits of increases in independence of elderly and youth populations. Quantifying the degree to which site design, and specifically connectivity, makes a difference in residents’ mode choice is a first step to increasing the amount of active transportation in these areas. The results of this research provide planners and designers a basis for reevaluating suburban multifamily site design and zoning codes. This report includes a literature review of safety and operational benefits for a variety of access management configurations. Included in this benefits summary is information about perceived and measured economic impacts of access management even though they are not explicitly included in the companion manual. In addition, this report summarizes example data for access management through the use of case studies, and includes (in the appendix) a standalone proposed access management best practices manual. A key way to do so is to embrace, develop and implement new technologies. One of the newest and most promising facets of transportation-related technology is in the field of connected mobility. The vision behind connected mobility is of a transportation system where vehicles, travelers, and infrastructure are all wirelessly connected with one another and able to transmit real-time data about things like weather, location, and vehicle and infrastructure status. Such a degree of connectivity could have substantial benefits for the safety, mobility, and sustainability of the domestic transportation system, including accident prevention and congestion reduction. Monitoring the performance of the transportation system and freight movements is essential to guarantee the economic development of the region, the efficient allocation of resources, and the quality of life of all Oregonians. Freight data is expensive to collect and maintain. Confidentiality issues, the size of the datasets, and the complexity of freight movements are barriers that preclude the easy access and analysis of freight data. Data accessibility and integration is essential to ensure successful freight planning and consistency across regional partner agencies and planning organizations. In relation to Internet-based mapping technology in freight data collection and planning, the main objectives of this project are: (a) address implementation issues associated with data integration, (b) present a system architecture to leverage existing publically-available interfaces and web applications to accelerate product development and reduce costs, (c) describe an existing web-based mapping prototype and its capabilities, (d) state lessons learned and present suggestions to streamline the integration and visualization of freight data, and (e) discuss load-time and display quality issues associated with the visualization of transportation data on internet-based mapping applications. The strategies and methodologies described in this report are equally applicable to the display of areas such as states or counties as well as linear data such linear data such as highways, waterways, and railways. Despite data integration challenges, Internet-based mapping provides a cost effective and appealing tool to store, access, and communicate freight data as well as enhance our understanding of freight issues. Named the Sustainable City Year Program (SCYP), the model links local community priorities (as expressed through local plans and city council goals) with courses from a range of disciplines at a nearby university. The UO program engages 500+ multidisciplinary students annually in providing 60,000+ hours of work to city-identified projects using the existing administrative systems of both universities and local communities. This NITC technology transfer project assisted in the national dissemination of the SCYP model through a specific set of strategies and resources. These tools included turning training content into webinars and videos to communicate content virtually, disseminating training content through targeted on-site events, hosting a national training conference, and creating a searchable catalog platform of transportation projects from all the programs now running a version of SCYP at their universities. This project has catalyzed the creation of three new programs specifically (University of South Florida, University of Colorado Denver, and Western Washington University) and has provide helpful tools that have significantly increased the capacity of universities to access high-quality SCYP training material for their own future program development. The resulting information can then be used to provide guidelines to identify opportunities to improve transportation safety. The safety performance functions (SPFs) included with this content, however, were developed for several states other than Oregon. Because there are differences in crash reporting procedures, driver population, animal populations, and weather conditions (to name a few), the State of Oregon needs to use calibrated SPFs when applying the HSM procedures to local Oregon facilities. Currently, the predictive methods have been developed for three facility types: rural two-lane two-way roads, rural multilane roads, and urban and suburban arterial roads. In this project, the research team calibrated SPFs for all three facility types based on their historic safety performance in Oregon. The report illustrates methods of site selection, the collection of crash and site-specific data, and analysis methods for calibration. Also, the report includes an evaluation of the crash severity distribution methods. With this information, Oregon agencies can use the calibrated HSM predictive methods to assess expected facility safety performance for Oregon conditions and facility alternatives.
