Also, many modern policies predicate transit funding on the potential for transit-oriented development (TOD) near proposed infrastructure investments. However, little research has examined how TOD considerations have informed transit planning. This presentation discusses the results of recent dissertation research that fills this gap. Through multiple transit project case studies and interviews with nearly 100 transit planning professionals, this research categorized how transit projects across 19 U.S. regions were designed to foster TOD and how transit planning professionals identified TOD opportunities as projects were planned. During interviews, many professionals lamented the amount of real estate development that had occurred around the transit projects they helped plan. Analysis revealed that the ways in which professionals identified TOD opportunities helped to explain disconnects between their expectations and actual outcomes. The findings raise concerns about the effectiveness and efficiency of transit planning practice in the age of transit-oriented development and point to potential policy and practice changes that could address the issues. This talk will use Portland as a case study to explore some of the internal contradictions inherent in E-TOD goals, the systemic challenges that must be considered, and glimmers of hope for delivering E-TOD. Perhaps more importantly, we are seeing how these data have directly impacted investments in future trail, bicycle, and pedestrian projects. This seminar will cover the history of the program, details of how it's conducted and why it's conducted that way, how data are used (including an inside look at future iterations of Metro's interactive trail count map), and why creating local extrapolation factors for adjusting to annual traffic is so important. Capturing this location value to help fund transit is often sensible, but challenging. This presentation will define location value capture, and synthesize lessons learned from six European and North American transit agencies that have experience with location value capture funding. The opportunities for and barriers to implementing location value capture fall into three categories: (1) agency institutional authority, (2) agency organizational mission, and (3) public support for transit. When any of these factors is incompatible with a location value capture strategy, implementation becomes difficult. In four of the cases studied, dramatic institutional change was critical for success. In five cases, acute crisis was a catalyst for institutional change, value capture implementation, or both. Using value capture strategies to fund transit requires practitioners to both understand agency organizational constraints, and to view transit agencies as institutions that can transform in response to changing situations.
