The AMS/SBR compiles in one place important information about existing resource conditions, uses, and demands, as well as existing management activities and opportunities to resolve issues and concerns that have been identified to date. It provides the basis for subsequent steps in the planning process such as the design of alternatives and the analysis of environmental consequences that will be displayed in the Resource Management Plan and Environmental Impact Statement (RMP/EIS). This document also provides the data that will be summarized in the Affected Environment chapter of the RMP/EIS. This summary highlights the information contained in the full AMS /SBR document available at the Lakeview Field Office. Today, ponderosa pine forests contain over abundance of fuel, and stand densities have increased from a grange of 49-124 trees per ha (20-50 trees pper acre) to a range of 1235-2470 trees per ha (500 to 100 stems per acre). As a result, long-term stand and landscape health has been compromised and stand and landscape conditions now promote large, uncharacteristic wildfires. Reversing this trend is paramount. Improving the fire-resiliency of ponderosa pine forests requires understanding the connection between fire behavior and severity and the forest structure and fuels. Restoration treatments (thinning, prescribed fire, mowing, and other mechanical treatments) that reduce surface, ladder, and crown fuels can reduce fire severity and the potential for high-intensity crown fires. Understanding the historical role of fire in shaping ponderosa pine ecosystems is important for designing restoration treatments. Without intelligent, ecosystem-based restoration treatments in the near term, forest health and wildfire conditions will continue to deteriorate in the long term and the situation is not likely to rectify itself. The request listed nausea, rashes, headaches, and dizziness as symptoms reported by Foresters who use NIOSH industrial hygienists conducted an exposure assessment for airborne metals, hydrocarbons (including methyl ethyl ketone (MEK) and toluene), and propylene glycol during tree-marking activities in the Deschutes temperature (over 80degF), low relative humidity (<30%) and work-crew sizes of 8-9 per day. Personal exposures to hydrocarbons, metals, and propylene glycol were all very low. MEK and toluene were undetected in personal breathing zone samples. None of the symptoms reported in the HHE request (nausea, dizziness, headaches) were reported by the work crew observed during this HHE, nor did they report experiencing such symptoms in the past while working. It is concluded that using the type of tree-marking paint evaluated in this HHE under these conditions does not present a health hazard to the work crews. To address this need, a multi-scale field and modeling study of the effects of forest canopies on snow accumulation and melt was conducted. Over a three year period, weighing lysimeters and cut-tree experiments were used to measure the process controlling snow interception and its fate at a site in the Umpqua National Forest, OR (elevation 1200 m). Continuous observations of below-canopy snowpack evolution were made over the same period. Over the study period, approximately 60 percent of annual snowfall was intercepted by the canopy (up to a maximum of 40 mm water equivalent). Approximately 72 percent and 28 percent of the intercepted snow was removed as meltwater drip and large snow masses, respectively. Apparent average sublimation rates from the intercepted snow were less than 1 mm per day and totaled approximately 100 mm per winter season.
