Year: 2013 Despite decade old calls for a "just sustainability," urban sustainability policy and practice remains oriented toward environmental outcomes and eco-lifestyle projects. Notions of equity, justice, and inclusion continue to be marginalized in favor of technological solutions, such as green buildings, that are visible, easy to implement, and help to promote economic development. By examining a controversy over a bikeway development project in a rapidly gentrifying neighborhood in Northeast Portland, Oregon, this article explores how despite apolitical appeals to broadly shared values or visions of what a sustainable city ought to look like, sustainability projects can be—and perhaps should be—hotly contested. This article illustrates how sustainable development projects become sites of political debate, and provide space for environmental and social justice concerns to enter into the broader discourse on sustainability. Following the work of environmental justice advocates and scholars critiquing urban sustainability, this article contributes to the analysis and practice of efforts to advance a more socially robust, equitable, and political notion of sustainability. Despite its natural hazard characteristics, the Holgate Lake area has not been immune to development pressure. Holgate Lake is an intermittent water body that forms when groundwater levels rise. Historical accounts show that the lake has formed at many different times in the last century. Because the lake fluctuates with the groundwater level, it is not necessarily present from year to year. As the area has developed, more and more people built in the location of the natural lakebed when the water was not present. When the lake level returned in the 1960's flooding of homes in the area became a significant concern. The water remained for up to three months at a time, causing people to leave their homes and belongings behind. A period of dry weather persisted through the 1970's and 1980's, which lowered the level of concern about the lake's potential impacts. Due in part to the lower level 0 concern, development continued to occur in the area. However, the concerns returned in 1996 and 1997 when the lake level rose and inundated the area. These events refocused the City of Portland's attention on this area and its flooding issues. Currently owned by the Oregon Department of Transportation (ODOT), the 38-acre site currently serves as right-of-way for surrounding freeways, namely Interstates 84 and 205. The project team developed a sequential process for completing this report. To gain an understanding of the project site, the initial step consisted of identifying key historical events and land uses that formed the site into what it is today. The team then conducted an in-depth existing conditions analysis, covering a wide range of elements including natural and man-made characteristics, current uses and management. This analysis also identifies the project site’s location within the context of other relevant planning efforts. Based on the existing conditions evaluation, the project team developed a series of potential land use elements. The text identifies specific assumptions regarding each element, including land ownership, access provisions, estimated cost and other key variables. The list of uses was developed under the assumption that several elements could potentially co-exist with one another, and that several land use combinations are possible. It should be noted that this report does not present specific recommendations for the project site; rather it is intended to acquaint readers with the site as it exists today, and to identify the feasibility of various land uses. With a significant population increase pace, the city of Portland, Oregon will need to efficiently address Urban Density. The leadership in Sustainability that the largest city of Oregon is claiming could be jeopardized by the effects of Urban Density. What should Portland’s urban planners and policies makers do to overtake this challenging trend and remain in a leading position in Sustainability? Various solutions exist. Urban Sustainable Development literature shows us that cities embrace Urban Density by applying different set of adaptive tools in order to become or remain sustainable. Using a Hierarchical Decision Model, this paper aims to develop an adapted multi-perspective, multi-criteria model that will fit Portland’s needs for a sustainable overtake of Urban Density. Then, by submitting this model to an experts’ panel, it aims to conclude with a ranked proposal of solution alternatives to keep the city of Portland a Sustainability leader. To meet these new steep reduction targets, actions will be needed at every level of society. While neighborhoods have historically received little attention as a means of addressing climate change, they are ideally suited to bring people together to bridge the gap between individual actions and higher level government policies. To help neighborhoods develop strategies and actions to address climate change, C-Change Consultants worked with the Southeast Uplift Neighborhood Coalition to create a Neighborhood Climate Action Planning Handbook. Through the course of developing the Handbook, C-Change consultants found that southeast neighborhoods see taking collective action on climate change as a way to build stronger communities, save money, and increase neighborhood involvement. The Neighborhood Climate Action Planning Handbook features three main sections: a process section that includes various strategies for how neighborhoods can address climate change; an actions section that includes examples of successful projects that neighborhoods can use to reduce their carbon footprint; and an appendix that includes useful tools and resources neighborhoods can use as they move throughout the neighborhood climate action planning process.
