Design Principles guide the proposed Concept Plan. Improving multi-modal transit corridors will result in a more seamless transition between neighborhoods. Key objectives of the study include: Completing the fabric: Connect adjacent neighborhoods through meaningful design Erasing edges: Overcome barriers created by large-scale infrastructure Connections, continuity and accessibility: Create a connected community for all users Extending the urban core: Redesign areas for a more urban, vital experience Global knowledge exchange: Use the universities as a catalyst for innovation This project was conducted under the supervision of Donald J. This project follows two previous years of PSU workshops that investigated the urban design potential of Portland-Milwaukie Light Rail stations within the Hosford-Abernethy and Brooklyn neighborhoods in southeast Portland. While previous efforts were broad in scope, our project specifically addresses two oversized blocks immediately adjacent to the Clinton Street Station, refered to as the Powell Triangle. The blocks are bordered by 12th Ave. on the west side, 17th Ave. on the east side, Powell Blvd. on the south side, and Gideon St. on the north side and is bisected by 13th St. The Clinton Street Station is located on Gideon St. and will be bordered on the west side by 12th Ave., on the north side by the Union Pacific Railroad Tracks, on the south side by Gideon St., and on the east side by 13th St., providing some challenging access issues. Currently the land is zoned light industrial and is held by relatively few owners. Occupying uses are a lumberyard, a maintenance garage owned by the City of Portland and light warehousing and production. The tallest feature on the site is an abandoned fire tower that was once used for training purposes. This project was conducted under the supervision of Donald J. Stastny and Edward Starkie. Public projects, for the welfare of the citizens fall under this purview. Engineering Economics, as a subject and research area, teaches us to evaluate and analyze large scale public projects. The Pacific Northwest region in the US is characterized by the culture of holistic development: the monetary element is only one component in the decision making process to decide the viability of a project, and hence we see wind turbines, green recycling, electric cars and excellent public transport in this region. One such project is the Portland-Milwaukie Light Rail construction project which is currently under construction and will be operational in a couple of years. This paper intends to explore the viability of this project from multiple perspectives, using Engineering Economy theory it analyzes the outcome on the basis of Benefits and Costs. We intend to learn and explore the theoretical aspect of project feasibility from the engineering economic theory point of view.
