The Initiative sought to gather information about older persons currently residing in Home Forward’s public housing properties, from persons age 55 and older on the waitlist for housing, and from older adults in the Portland area. While local data were unavailable at the time of this report, we know that nationally, more than one-third (37 percent) of the approximately 5 million households receiving housing assistance from HUD are headed by persons age 62 and older. With this in mind, Home Forward must make decisions now about how to respond to the aging of both current residents and the local community. The population of older persons has and will continue to increase in Multnomah County, and Oregon. While many older persons enjoy relative economic stability, a sizeable number are very poor and face housing instability and declining health. According to the 2010 U.S. Census, the poverty rate among county residents age 65 and older is 10.9%, higher than the national average of 9%. A recent study of Multnomah County adults with incomes at or below 200% of poverty level found that 44% of those who had moved in the prior five years had done so to reduce housing costs. In particular, we investigate whether housing obsolescence is a useful addition to a model which explains the decentralization of high status residents in terms of the intensity of competition for central city land. All of our data are official Census figures for 1970. The subjects of our study are Standard Metropolitan Statistical Are.as (SMSA.'s) whose central city had a population of 100,000 or more. From this group we delete the New York and Chicago Consolidated Areas because of their great size and the number of municipalities included within their borders. For each SMSA we compute the percentage of its families and unrelated individuals who had an income of greater than $25,000 and who lived in the central city. We then statistically control for variation across SMSA.'s in the decentralization of population and employment. The decentralization of population is measured by the percentage of the SMSA population which resided within the central city. The decentralization of employment is measured by the percentage of SMSA jobs which were located within the central city. Once we have controlled the decentralization of the well-to-do for the decentralization of population and the decentralization of employment, we regress it on population density, housing obsolescence, and city age. Population density is persons per square mile in the central city. Housing obsolescence is the percentage of the central city housing structures which were twenty years old or older. City age is the number of decades since the central city attained a population of 50,000. In our study we demonstrate that population density exerts a considerably stronger effect on the decentralization of the well-to-do than is exerted by housing obsolescence. We also demonstrate that most of city age's effect on the decentralization of the well-to-do can be explained by city age's effect on population density and housing obsolescence. This alarming statistic in no way-shape-or-form represents the demographic makeup of Multnomah County’s homeless population, with a 2015 point-in-time count finding males over the age of 24 comprising just 52% of Multnomah’s homeless. Among these individuals the average age of death was just 43.3 years old; for comparison, the standard life expectancy for a man born in Multnomah County is 76.6 years old. This pattern of vulnerability among homeless men may in fact be part of a larger trend, if so, it is one largely unrecognized by standard scales of vulnerability. The lack of common cause among threats to homeless male adults stresses a need for safe, managed environments where conditions related to physical health, mental health, and chronic homelessness can be addressed. Fortunately, such places exist. Transitional housing, part of the “housing first” model, originated with a series of landmark studies in the 1990s by Randall Kuhn and Dennis P. Culhane. Since then over 300 American cities, including the city of Portland, have adopted housing first plans to end transitional and chronic homelessness. It would seem the successes of transitional housing organizations within Portland would preclude the fatality numbers referenced above. The question therefore is raised: What barriers exist that are preventing homeless male adults in Portland from accessing transitional housing programs and how can these issues be addressed? Yet the social networks of transition-age foster youth are likely influenced over time by child welfare involvement, which can weaken or disrupt natural support relationships, while introducing service-oriented relationships that are not intended to last into adulthood. To better understand the social support context of youth aging out of care, we can apply social network theory and methods to systematically identify their networks of supportive relationships and explore support provision as a network-based indicator. This paper presents a methodological approach to measure foster youth support networks, and describes these networks in terms of their capacity to provide support as a function of size, composition, and density, and in terms of actual support provision through identified relationships. Such a measurement approach should be systematic and reliable over time, and capture social support constructs relevant to practice with this population; preliminary inter-item and test-retest consistency findings are promising, and the method demonstrates construct and predictive validity in comparison with a measure of perceived availability of social support. Year: 1988 Adolescent shoplifting has provoked limited and somewhat controversial perspectives within the sociological and psychological literature. These controversies center around the empirical variables used for analysis. A companion argument focuses on the subjective and objective measurement of these variables. This research explicated variables from the sociological literature to test their relationship, using multiple linear regression, to adolescent shoplifting behavior. These variables and situational stimuli were operationalized in a simultaneous model to demonstrate a proximate occurrence of the attitude-situation-behavior reciprocal. This reciprocal is a learning theory which suggests that direct and vicarious experiences accompanied by rewards and punishment, in one's environment, lead to the acquisition of specific beliefs, attitudes and behavior toward a situation. This research contends that beliefs and attitudes toward the situation, rather than the bonding, peer association and other factors, shape adolescent shoplifting behavior. The situational stimuli variables were perceived empirically as being the major reciprocal element that maximized and/or minimized the adolescent's attitude toward shoplifting. The reciprocals are expressed as: SF = f(B, PA, PA, PR, N, N, ATT, S, Age, Race). An anonymous self-report questionnaire was administered to N = 312 Portland adolescents ranging in ages between 13 and 17. These youths were sampled at various neighborhood youths service centers, mall stores and Fred Meyer. The S-R elicited the youths' perceptions and attitudes to the explicated dimensions of the variables. The research results confirmed the situational stimuli correlate for adolescent 'snitch' shoplifting. Specifically, it explored the relationship between personality, as defined by the Five-Factor Model, occupation, and student ratings of teaching effectiveness. Results indicate that personality is correlated to an instructor's classroom behavior and education goals, which in turn are related to teaching effectiveness. In addition, instructors with occupations in social services and education had significantly higher mean teaching effectiveness scores than those from other occupations. Finally, there was an inverse relationship between age and teaching effectiveness in this study, and a positive relationship between teaching experience and teaching effectiveness. Although instructors may not be able to change their personality, they can modify their behavior and teaching practices to increase their effectiveness as educators. Year: 1999 Why is independence a central theme for proponents of assisted living facilities? How do assisted living providers respond to this theme? These questions are pursued in an ethnographic study centered on Oregon's assisted living program. Assisted living facilities (ALF), defined and monitored by Oregon's Senior and Disabled Services Division (SDSD), are a type of housing for disabled, primarily elderly, persons. Oregon Administrative Rules (OAR-411-56) define independence, requiring ALF providers to support resident independence. Using social worlds theory as a sensitizing concept, assisted living is treated as a distinct social world. The activities of key groups, including SDSD staff, an ALF professional group, and assisted living managers, are described. These members commit to a “social model” approach to long-term care for which independence is the unifying construct. This approach offers a value-practice “package” that explains how to implement the value of independence (Fujimura, 1997). Three arenas where this package is apparent are described: marketing, manager training, and daily operations. Content analysis of marketing brochures from 63 assisted living facilities shows that independence is a dominant theme, promoted like any other product. These materials indicate that assisted living operators promote resident independence by providing a barrier-free environment, helping residents with daily tasks, and allowing residents control over their decisions. Manager training programs are another arena where the policy value of independence is evident. Here, new managers learn “who we are” and “what we do” in this social world. They learn a new vocabulary and are introduced to tools for daily practice. They learn the boundaries of this social world, and above all, how to behave differently from nursing facilities that they associate with the “medical model.” In daily practice, managers use institutional conventions, including the “negotiated service agreement” and "managed risk agreement." These tools are designed to respond to the tension between supporting independence and providing care to chronically ill, disabled individuals.
