It evolved from work that began in the 1980s on watershed health and salmon conservation and was propelled into high gear by proposed and eventual listings of native salmonids in Oregon under the federal Endangered Species Act during the mid-1990s. The Plan has expanded in scope and activities since then, and now encompasses all native salmonids and all watersheds in the state. It has spawned new commitments and investments from private landowners and generated significant improvements in state agency coordination related to salmonids and watershed health. The accomplishments of the Oregon Plan create an unparalleled foundation for state-led species conservation.   Citation × Citation Citation Abstract Copy Title: Urban and rural-residential area land uses in Oregon: a synthesis of an IMST technical workshop on watershed functions and salmonid recovery Author: Independent Multidisciplinary Science Team On June 21-22, 2011, the Independent Multidisciplinary Science Team (IMST) hosted a technical workshop for local and regional natural resource managers and practitioners in urban and rural-residential land uses. The purpose of the workshop was to discuss management and rehabilitation actions in developed areas that could improve watershed functions, aquatic habitats, and salmonid populations. This workshop was designed to follow up and expand on key findings from IMST’s 2010 report titled Urban and Rural-residential Land Uses: Their role in Watershed Health and the Rehabilitation of Oregon’s Wild Salmonids Workshop invitees, representing municipal, county, and state agencies, non-governmental organizations, and universities, were selected to reflect experience in managing, monitoring,and/or rehabilitating salmonid and aquatic habitats in urban and rural-residential areas. Invitees were also chosen to represent the varied geographic areas in Oregon.The findings from the workshop are intended to help the State of Oregon and local governments better understand the technical issues regarding, and impediments to implementing, plans for minimizing development impacts on water quality, watershed hydrology, and aquatic ecosystems. An indirect fluorescent antibody test (IFAT) was developed for detection of the rickettsia that was causing epizootics among salmonids cultured in seawater net-pens in southern Chile. Antiserum against the rickettsial agent was produced in New Zealand white rabbits with a preparation grown in antibiotic-free chinook salmon embryo (CHSE-214) cell cultures and partially purified by a combination of filtration and centrifugation steps. The IFAT was effectively used on blood films, tissue sections, and smears. Two gram-negative and two gram-positive bacterial pathogens of salmonids did not react in this test. Detection of the rickettsial agent has previously been restricted to examination by light microscopy or isolation in salmonid cells. The IFAT provides a simple, rapid, sensitive method for detection of the agent and diagnosis of the disease. The rickettsia is thought to be a member of the tribe Ehrlichieae and was tested by IFAT with sera from animals infected with other rickettsial agents. Principal goals of this study were to provide the State Water Resources Board with information concerning the status and importance of the resources to the state and to develop minimum stream flow requirements for maintenance and enhancement so that full consideration could be given these values in the beneficial water use programs formulated by the Board. This report is the second to be prepared based on these studies. A similar report concerning the South Coast Basin was completed in December 1962. Study was concurrent in both basins beginning in the fall of 1961 and extending for a full year.
