Year: 2004 This report describes the data processing and model calibration performed for a hydrodynamic and water quality model of the Green River, located in King County, Washington. Figure 1 shows the location of the river, and the limits of the section of river that was modeled. The Green River flows from its headwaters in the Cascade Mountain foothills through the King County, Washington communities of Auburn, Kent, and Tukwila before discharging into the Duwamish River. Two sections of the river were modeled in this project. The Middle Green River begins in the Cascade Mountain foothills east of Tacoma, and continues downstream to the city of Auburn, WA. The Lower Green River continues from Auburn to the confluence with the Duwamish River, in the town of Tukwila. The Green/Duwamish River system is unique in that it flows through a heavily urbanized and industrialized environment yet supports a large salmon population (Green/Duwamish Ecosystem Restoration Study, 2003). To protect the river and its prime salmon habitat, King County and the US Army Corps of Engineers have joined together on a study to identify and implement strategies for restoring and protecting the Green/Duwamish River System and its tributaries (Green/Duwamish Ecosystem Restoration Study, 2003). As part of the Green-Duwamish Watershed Water Quality Assessment Program, King County contracted with Portland State University to develop a hydrodynamic and water quality model for the Lower and Middle Green River. This model will be used in Total Maximum Daily Load (TMDL) development, in assessing current water quality conditions in the river, and as a planning tool for evaluating the impacts of future development in the basin. Global climate change is expected to exaggerate the severity of floods and droughts and increase the frequency of extreme streamflow events in the Midwestern United States. Managing these projected impacts poses a major challenge for water resources, conservation, and land use management. Wetlands have been considered as a conservation strategy and work to increase the capacity of watersheds by storing runoff upstream. The implementation of wetlands, especially in tile-drained agricultural watersheds, can reduce peak flows and help mitigate the anticipated impacts of climate change. The goal of this study was to evaluate the long-term performance of wetlands to reduce peak flows in future climate scenarios in the Eagle Creek Watershed in Indiana, as well as to establish a methodology to incorporate climate change into hydrological models to conduct better long-term land management studies and decisions. The Soil and Water Assessment Tool (SWAT) model was forced with bias corrected climate projections from the North American Regional Climate Change Assessment Program (NARCCAP) to evaluate the impacts of climate change on watershed hydrology and the ability of wetlands to reduce peak flows. Long-term monthly streamflow results predicted a slight increase in streamflow in the winter and a slight decrease in the summer from the past (1971-2000) to future (2041-2070) time periods. About half of the climate realizations produced an increase in the Q05 (5% exceedance flow) value and half a decrease, but all predictions agreed that high flow events will increase in frequency in the winter and decrease in the spring and summer. No-flow events, although found to be over-predicted by the hydrological model, showed an increase from the past to the future for all climate realizations. Results from the wetland analysis showed that if all potential wetlands identified in a previous study are installed in the watershed, maximum peak flow reductions of around 20-50 m³/s for the past and future, as well as decreased frequency of extreme events, can be seen. Wetlands proved to be a robust solution for peak flow reduction, producing consistent reductions across all climate projections for both the past and future time periods. The Catchment Modeling Framework (CMF) is a catchment-scale fate/transport modeling tool. It was developed to help scientists and land managers assess the effects of possible land-use decisions on water quality. This study performed a sensitivity analysis on the CMF using Extended Fourier Amplitude Sensitivity Testing (FAST) methods. The hydrology model and the pesticide model were analysed separately. Additionally, results of a local sensitivity analysis are compared to a global analysis. Finally, the model is used to assess the effectiveness of two possible land-use strategies. The sensitivity analysis showed that initial soil moisture and porosity were the dominant first-order parameters for the hydrology model. Combined, they yielded greater than 50% of the total first-order sensitivity. Results from the local sensitivity analysis compared less than favorably with the global analysis. The sensitivity analysis of the pesticide model showed that initial soil moisture, porosity and saturated hydraulic conductivity are the dominant first-order parameters, again combining to yield greater than 50% of the total first order sensitivity. The model was then used to assess the relative benefit of reducing the cultivated area of an agricultural catchment (field size) vs. reducing the amount of pesticides that land directly on the soil. Results show that reduction in field size yields little benefit when compared to reducing the amount of pesticides landing on the soil. Management implications of this finding are explored. Using four different sand types and the two screen sizes, particle capture rates were determined for the CDS unit. Internal velocities were measured at seventy-two measuring positions within the main chamber of the CDS unit. At 270 GPM capture rates based on particle size ranged from 12% to 100% with the 2400 m screen, and 22% to 100% with the 1200 m screen. Reliable forecast of hydrologic variables, in general, is a preliminary requirement for appropriate planning of water resources and developing effective allocation policies. This study aims at developing new techniques with specific probabilistic features to improve the reliability of hydrologic forecasts, particularly the drought forecasts. The drought status in the future is determined by certain hydrologic variables that are basically estimated by the hydrologic models with rather simple to complex structures. Since the predictions of hydrologic models are prone to different sources of uncertainties, there have been several techniques examined during past several years which generally attempt to combine the predictions of single (multiple) hydrologic models to generate an ensemble of hydrologic forecasts addressing the inherent uncertainties. However, the imperfect structure of hydrologic models usually lead to systematic bias of hydrologic predictions that further appears in the forecast ensembles. This study proposes a post-processing method that is applied to the raw forecast of hydrologic variables and can develop the entire distribution of forecast around the initial single-value prediction. To establish the probability density function (PDF) of the forecast, a group of multivariate distribution functions, the so-called copula functions, are incorporated in the post-processing procedure. The performance of the new post-processing technique is tested on 2500 hypothetical case studies and the streamflow forecast of Sprague River Basin in southern Oregon. Verified by some deterministic and probabilistic verification measures, the method of Quantile Mapping as a traditional post-processing technique cannot generate the qualified forecasts as comparing with the copula-based method. The post-processing technique is then expanded to exclusively study the drought forecasts across the different spatial and temporal scales. In the proposed drought forecasting model, the drought status in the future is evaluated based on the drought status of the past seasons while the correlations between the drought variables of consecutive seasons are preserved by copula functions. The main benefit of the new forecast model is its probabilistic features in analyzing future droughts. It develops conditional probability of drought status in the forecast season and generates the PDF and cumulative distribution function (CDF) of future droughts given the past status. The conditional PDF can return the highest probable drought in the future along with an assessment of the uncertainty around that value. Using the conditional CDF for forecast season, the model can generate the maps of drought status across the basin with particular chance of occurrence in the future. In a different analysis of the conditional CDF developed for the forecast season, the chance of a particular drought in the forecast period can be approximated given the drought status of earlier seasons. The forecast methodology developed in this study shows promising results in hydrologic forecasts and its particular probabilistic features are inspiring for future studies.
