This model will replace Metro’s current truck model with a hybrid freight model that both represents multi-modal freight flows through elements of national and regional supply chains and simulates the movement of individual trucks and shipments on local networks. Model estimation and calibration will also require collection of behavioral data from shippers and receivers representing a wide range of industries, common and contract freight carriers, business that operate non-freight commercial vehicles, warehouse managers, and logistics agents. Key project objectives: Develop tools to enable a more comprehensive analysis of infrastructure needs and policy choices pertaining to the movements of goods. Develop more detailed network assignments by truck type, which support regional environmental analysis, as well as local traffic operations and engineering analysis. Develop freight forecasts that are responsive to changes in economic forecasts, changing growth rates among industrial sectors, and changing rates of economic exchange and commodity flows between sectors. Replace trip-based truck model with more realistic tour-based model. Unlike previous studies, this work used several distinct data sources to analyze the effects of congestion on I-5 in the Portland, Oregon, metropolitan area: Global Positioning System data from commercial trucks, Oregon Department of Transportation corridor travel time loop data, and incident data. A new methodology and algorithms combine these data sources and estimate the impact of recurrent and nonrecurrent congestion on reliability and delays, costs, and emissions of freight movements. The results suggest that traditional traffic sensor data tend to underestimate the impact of congestion on travel times and variability of commercial vehicles. Congestion is detrimental not only for carriers' and shippers' costs but also for the planet because of increases in greenhouse gas emissions and for the local community because of increases in oxides of nitrogen, particulate matter, and other harmful pollutants. To capture the impact of corridor congestion on freight vehicles, new tools and methodologies are developed to analyze data from commercial vehicles and produce performance measures such as travel time, speed, and travel time reliability. Because long freight corridors comprise segments with varying reliability characteristics, the objective was to develop a programming logic that would use available truck Global Positioning System data to (a) identify natural segments or regions in a corridor between urban centers, Interstate junctions, or rural areas and (b) estimate corridorwide impact of travel time unreliability. The case study presented investigates the I-5 corridor in Oregon. The research applies statistical techniques to compute vehicle travel time and reliability for freight movements within each segment. The proposed methodology has been used successfully to identify distinct segments and characteristics of travel time reliability in freight corridors. Travel time information was used to compute cost effects of delays within rural and urban areas along the I-5 corridor. The research presents an advance in the processing and aggregation of Global Positioning System truck data to produce succinct yet informative performance measures and segments. Most performance measures at the state level have aimed at evaluating highway or transit infrastructure performance with an emphasis on passenger transportation. Freight performance measurement ultimately requires evaluation of performance of the entire freight transportation system, which includes highways, waterways, rail, air, and modal connections. This requires considerable expansion of thinking beyond the traditional focus of state Departments of Transportation (DOTs) on highway performance. This project builds upon past and current work in the area of freight performance measurement and incorporates recent literature on the development of these measures. A thorough review of state practices is conducted by surveying state DOT web sites and reporting on the measures most frequently recommended and used by individual states for planning purposes. The emphasis is on the application of performance measures to freight transportation, and the usefulness and limitations of these measures, is discussed. Recommendations are made for potential freight performance measures for each freight mode (air, rail, trucking, and water/marine), including initial information on data availability, validity, and feasibility given existing data for Oregon.
