In this research, we examine whether the commercial fishing industry is a homogeneous group whose decision-making is dominated by short-term economic considerations to the detriment of long-term resource conservation. Mail surveys were sent to scientists, managers, and industry members in the West Coast groundfish fishery to examine attitudes on conservation, resource abundance, and biological risk. Results demonstrate that although scientists and industry considered themselves conservation-minded, scientists were relatively critical of industry's conservation ethic. Scientists and industry differed strongly in their perception of resource abundance, but found common ground in their assessments of acceptable levels of biological and economic risks. In general, industry demonstrated considerable diversity in their responses, contradicting assumptions that industry is a monolithic group with little regard for resource conservation. Results indicate a disjuncture between industry's stated concerns and their observed participation in discarding, over-harvesting, or habitat destruction. However, this disjuncture may be the result of misaligned institutional incentives, rather than myopic values and beliefs. This evidence suggests a need to redesign institutions and property rights in order to align the interests of industry, scientists, and managers in conducting effective science and sustainably managing the West Coast groundfish fishery. However, due to continuing environmental awareness and mismanagement, the Philippine government has decentralized the power of legislation and management of its MPAs since the early 2000. This encouraged participation of various sectors such as the Local Government Units, Non-government Organizations, the academes, business enterprises, and multinational corporations though; it has very low success rate statistics. This paper presents an overview of MPA management in Northeastern Iloilo, Philippines and examines its several management strategies. It examines the interaction between the civil society and market forces of institutional arrangements in Northeastern Iloilo, Philippines. It further aims to determine the main conflict that causes trade off outcomes in terms of analyzing strategic interactions among economic agents of the different regimes. Several scenarios that resemble conflict between various national, local and international sectors are discussed. It also shows that conflict is one of the reasons why the country has very low success rate statistics - thus a proper evaluation current scenario is imminent. This paper studies the potential for cooperation in straddling stock fisheries when the cooperative coalition of countries acts as a Stackelberg leader against the remaining singleton countries. It is demonstrated that an increase in the cooperation level leads to an increase not only in the steady-state fish stock, but also in the total rent of the fishery. Further, the outlook for cooperation is better within the Stackelberg game, where the cooperative coalition acts as a leader, than in the Cournot game. At the stable equilibrium of a Stackelberg game, not only is the steady-state fish stock higher, but also the total resource rent, participants’ rent and non-participants’ rent are higher than those of the Cournot–Nash stable equilibrium. The new-entrant issue is also a problem for the conservation of the fish stock in the Stackelberg game. According to the present research, the prospects of cooperation in utilizing a straddling fish stock are not unlikely if the cooperative coalition acts as a leader. This is an important implication for policymakers when discussing an agreement for establishing a regional fisheries management organization (RFMO) to manage a straddling fish stock.
