At Macro level, life reef fish for food (LRFF) plays a greater role in increasing export revenue since most of the fish are sold in overseas markets such Hong Kong and China. At micro level, LRFF provides secured income and employment for people in coastal areas where poverty is persistent. The capacity of the fishery resource to supply the increasing demand, however, is limited due to the nature of non-convexity of the fishery system and the backward bending supply curve dictated by its yield function. This paper explores the consequences of such constraints by imposing the non-linear dynamic model developed previously by Rosser (2000). The study was empirically tested in one the Indonesian LRFF fishery in South Sulawesi and the results show that the non-convexity as seen from the backward bending supply curve will result in unsustainable management of the fishery which lead to poverty and ecosystem catastrophic in the coastal area if no serious actions are taken. One of the main reasons is unavailability of environment for involvement of the fishing community in decision making process and mechanism to make them feel the resources are belong to them. The papers present and discuss the issues and approach for fisheries co-management development in Vietnam. The findings show that the community based fisheries management has been initiated in Vietnam since 1990s, but mainly based on the pilot case approach that not sustained however its lesions learn can be dawned to disseminated experience and sharing. The support policy of government promoting fisheries co-management are not sufficient but the legal framework are circuital issues. The traditional aspects and the political context of Vietnam need to be considering in any donors or national interventions on arena of fisheries management in Vietnam. This paper gives examples of commercially valuable species that are impacted reproductively and behaviorally by a single environmental variable (e.g., temperature), leading to correlated disturbances in current marginal harvest costs and future biological growth. A general analytical model examines the importance of considering correlated disturbances when choosing optimal escapement targets, and shows how the presence of correlation affects the value of waiting for information on harvest costs. These results give insight as to the appropriate use of "self-correcting" mechanisms for controlling harvest, such as landing fees, versus hard targets, and provide a framework for proactive management of fisheries in the face of large-scale marine disturbances that can affect both the biological growth and behavior of commercially valuable species.
