Big increase in number of fishing boats has resulted to the overexploitation in near shore waters since 1995 and this situation has been spread out all over the Gulf now. This paper give detail description of the current status of fisheries in Tonkin Gulf, dynamic trend in number of boats, catches, resources; and discuss relating issues such as capital, economic efficiency of key fisheries in Tonkin Gulf like trawl, purse seine, line fishery and others. In addition to that, fishery management issues toward sustainable development are also analyzed in deep. Analysis, evaluations on marine capture fisheries in Tonkin Gulf have been done with bio-economy model have been made. The study figures out the fact of over-fishing on the resources and the excess of fishing capacity in Tonkin Gulf. However, in many case studies fishing effort is assumed to be exogenous and even in dynamic models pre-determined by external factors such as management. An increasing number of operational bio-economic models for the marine environment are including a fleet dynamics component, recognising that fishers respond to changing environmental and economic conditions. These models are based on different assumptions about behaviour. In this review, we examine models of fisher behaviour that are empirically or theoretically developed and tested. In particular, we focus on the range of different economic and social drivers and their relevance to different types of behaviour. We find that economic factors are a dominant driver included in many types of short term behavioural models, although we acknowledge and find that other social factors play a significant role in some types of behaviour. The link between management and economic impacts is reasonably well established, and most bioeconomic models are able to incorporate these feedback systems. Incorporating these other social-dependent behaviours into bioeconomic models, however, is likely to remain a challenge unless links between management and changes in the social drivers are developed. Has this assessment changed twenty years later? The references to sustainable development and to socio and bio-ecological diversities have highlighted the relationships between small-scale fisheries and natural, economic, social, cultural, and institutional aspects. In this paper we exemplify such interactions in different small-scale fisheries contexts in relation with poverty and food security issues. We question the consequences of different types of fleet dynamics in terms of adaptability, vulnerability and resilience of harvested ecosystems, and the impacts of the regulation systems on fishing communities. More generally, we question the paradigm of sustainable self-regulated small-scale fisheries. Finally, with references to several worldwide case studies and ecosystems we provide a description of the diversity of small scale fisheries, of the frameworks used to represent them, and of associated sets of relevant indicators used in monitoring and management programs. This presentation may be a first step toward a revisited pluri-disciplinary research framework for small-scale fisheries. This could be based on a research network built in order to produce and mobilize knowledge from a more comprehensive set of small-scale fisheries case studies. Lobster (Homarus americanus) ranks first in Canada’s fisheries, but Quebec lobster represents only 6% of eastern Canada landings. During the peak of the fishing season in Quebec as elsewhere, supply is at its maximum and price is the lowest. For this reason, there has been considerable interest in Quebec in developing holding technologies that allow for price arbitrage over time. Such techniques already exist in other parts of Eastern Canada, but are less developed in Québec. This paper looks at the likely impacts of fishermen’s associations in Québec adopting lobster holding technologies that enable price arbitrage. We performed a technical and financial analysis that compared several alternative configurations of lobster holding technologies for Grande Rivière Québec. Of the configurations presented, a technique was proposed which seemed to maximize discounted profits. However, these results are nuanced by the fact that the overall effects of price arbitrage on the price signal over time may result in intertemporal resource rents being competed away. When we compared our results to other areas of Eastern Canada, this raised new questions about long term profitability, especially in a fishery such as Quebec, where management is based largely on input controls. We estimated a price flexibility equation as a function of lagged landings, seasonal dummy variables, the exchange rate between the United Stated and Canada, using SIMETAR-2008. A comparison of the two models, one from Quebec and one from Nova Scotia, suggests that investing in lobster holding technologies causes a smoothing of price variability. The results suggest that fishermen would try to maximize their profits by adopting an inter-temporal arbitrage strategy, but that profits in the absence of output controls, according to fisheries economic theory, could provoke an upward pressure on effective effort which would then accelerate the open access solution. This could negate the price arbitrage effect.
