Although the current situation of this small scale fishery could be considered as satisfactory, the viability of the fishery can be questioned. Indeed according to demographic scenarios, the growth of the population will generate an increase of local food demand and therefore growing fishing pressures. Moreover, there is no direct regulation for limiting the fishing catches. Models and quantitative methods to tackle this sustainability issue are still lacking for such mall-scale fisheries mainly because of the various complexities underlying the systems including the heterogeneity of the production factors, the weak selectivity of fleets and high fish biodiversity levels. In the present paper, we both use numerical simulations and a viability perspective to deal with such a problem. We first build a multi-species multi-fleets dynamic model relying on thirteen exploited species and four types of fleets. It accounts for potential trophic interactions, fishing effort and the corresponding costs and revenues. The model was fit on data collected since 2006 by Ifremer: daily production and efforts data, as well as economic data from a survey on the production costs and selling prices in 2009.The co-viability of the system under different scenarios of fishing efforts is studied through ecological and economic performances. The biological viability constraints focus on biodiversity index as species richness or trophic index while economic viability constraints intend to guarantee profitability to all the fleets. However, debates on the concept of community-based management (CBM), co-management (COM), and community participant management in Vietnam are increasing, and the abundance of projects in Vietnam has now become a major constraint. Although most pilot co-management projects are recorded as “successful”, it is important to note that this evaluation was not made by an independent external agency, but the staff of the projects themselves! More important, there has been no consideration of how these co-management projects can be connected to traditional fishing villages in Vietnam. Since 2006, supported by the DANIDA-funded FSPS II project, a review of fisheries co-management models in Vietnam has been conducted, using a participatory approach. In this paper I provide a review of fisheries co-management in Vietnam, and highlight a comparison of present fisheries co-management with the traditional fishing village Van Chai. Initial findings demonstrate that in Vietnam these pilot co-management models were successful in terms of protection and development of fisheries resources, and the sharing of management power between government and community has occurred at different levels. However, most co-management models are not sustainable, owing to their being donor-driven rather than based on community needs. More important, owing to a lack of a concrete foundation and cohesion, and without including the inherited values of the traditional fisheries management unity, Van Chai, it could never be reasonably expected that fisheries co-management projects in Vietnam could be completely successful. Fishing activity is conducted under a rights-based system for southern hake (Merluccius australis) and hoki (Macroronus magellanicus), where a TAC is allocated in an even manner among fleets and operators. New management approaches not only call for the need of the simultaneous consideration of biological, technologic, economic, social, legal and institutional factors but also, stakeholders perceptions and interests are becoming increasingly relevant for decision making. In spite of the undeniable importance for stakeholder inclusion in fisheries management, their perception of the system status and expectations are frequently partial and biased by short term needs and interests. Thus, information on expected impacts of alternative management measures are a valuable guiding input to improve stakeholder perception. This paper, therefore explores the value of dynamic simulation model in providing illustrative information on bioeconomic impacts to the fishery system from alternative management measures. The dynamic simulation model is based on two main modules. A biologic module depicting the fish population dynamics, considering recruitment based on Beverton and Holt function. A bioeconomic module depicting fleet dynamics based investment functions by Clark et al. (1979) Munro and Munro (1998) and catch per unit of effort proportional to biomass. The model outputs are the species biomass, fleet size, effort level, fleet and vessel net benefits presented on a year basis. Fishery and fleet cumulative NPVs are also presented. Maximisation of value from the use of resources is a key component of sustainability, and transferable rights in commercial fisheries management have contributed significantly toward this goal. Maximising value becomes more difficult in fisheries shared among commercial, amateur, and indigenous customary users, where rights of access and values gained from fishing differ in kind between these groups. Management of stock abundance and catch allocation between sectors both affect the total value achievable from a fishery. The components of value in these attributes for each sector and the basis for optimisation discussed. However, the practical aspects of optimisation across sectors pose some difficulties. Two approaches to the problem are discussed: the information approach and the market approach. It seems both face considerable challenges. Information is expensive to collect and methods that will provide reasonable accuracy seem difficult to identify in the New Zealand context. Market approaches appear promising but face problems of political and stakeholder acceptance. Conclusions on a practical way forward include the need for transparent, collaborative multi-stakeholder approaches among sector representatives and government agencies. The Ministry of Fisheries, as the manager of fisheries resources, must provide a balance between the interests of all New Zealanders and the rights of the indigenous people of Aotearoa/NZ, Maori, as provided under the Treaty of Waitangi 1840. As a case study this paper will examine the working relationship between the Ministry of Fisheries and Te Arawa that demonstrates when tools are provided either through legislation or kaitiakitanga (traditional and customary management practices) this allows for effective fisheries co-management to occur. The key issues for the case study are: " settlement of Te Arawa's historical Treaty of Waitangi claim for their lakes " promulgation of the Te Arawa Lakes Fisheries regulations " Providing mechanisms for Maori to have input and participation into fisheries management; " Ability for Maori to manage customary non-commercial harvest in their tribal area; " Commitment to a strong working relationship as partners; and " Provision of resources to enhance capacity for Maori to participate in fisheries management. This paper will also look at the process Te Arawa undertook to have the lakebeds returned, how legislative frameworks and policies are assisting Te Arawa to develop fisheries management. Addressing implementation of a co-management process for Te Arawa's taonga (treasured) species within the 14 lakes and how this has added value to relationship building for both partners.
