Market demand is strongest in western Europe where the greatest effort has been made by organisations such as the MSC to prove the concept that certification and labelling can be a positive tool. However, there is a need to ensure that suppliers in developing countries can be assured of access in an appropriate fashion. The MSC has made major progress towards ensuring developing country access via its systems development and outreach programs. Author: Mariojouls, Catherine, Girard, Sophie Following the introduction of the red drum Sciaenops ocellatus in the early 80_s in the Caribbean island La Martinique, farming techniques were set up and a small scale farming sector developed. The introduction of that fish species in Indian Ocean islands, la Reunion and Mayotte, allowed to start fish farming with various scales, from small size to semi-industrial scale. Through an analysis of the available information related to natural and socio-economic conditions, technical and economical results, domestic and export markets, organization of the sector, the possible development of fish farming in these three French overseas territories is questioned. A SWOT analysis is proposed and allows to precise the situation, strategies and needs of economic information for further development in the three zones. One critical issue concerns the marketing of red drum to both local and international markets. The role played by such an aquaculture industry is questioned in relation to different stakes: local development, food security, environmental concerns, context of international trade. Once under the quota management system (QMS), however, allocations for allowable catch do not reflect the harvest potential for this fishery. Expectations for quota value and welfare are reduced by the fishery costs of production combined with the capital needed to develop the fishery. This paper identifies all costs of production in the development of this fishery combined with governance scenarios that address the multiple objectives of quota holders. Choosing the harvest approach to a developing fishery under a quota management scheme has flexibility but it is important to manage the shareholders interests while growing the fishery. The working model will specify the production and cost functions for a hypothetical quota owner/harvester under alternative governance scenarios that contribute to quota owner objectives. The model investigates scenarios to evaluate development approaches to improve quota holdings and promote the fishery over time. Since more than 90% of this trade consists of processed products in one form or other and in general represents products from the higher value segments, a comparison on a quantitative basis such as live weight equivalent is not meaningful. The increase of total world trade in products from fisheries and aquaculture from about US$ 8 000 million in 1976 to over US$ 50 000 million in 1998 is very impressive and since 1993 a variable, but more or less equal sharing between developed and developing countries can be noticed. The economic benefit of trade in fishery products for developing countries may be illustrated further by the net exports achieved by them. With over US$ 16 000 million they are higher than for meat, tea, bananas and coffee together. However, there is a distinct difference with regard to countries of origin and countries of destination. OECD countries are the principal destination of trade and only 15% go to developing countries. (As already indicated, the origin of exports is split between developed and developing countries). Rapid changes in world demand for fish is first discussed. Six panelists discuss the issues derived from considering fisheries—with particular emphasis on aquaculture—as a major form of food and export production in developing countries that competes with crop and livestock activities for resources. A first paper will review and analyze developments in international seafood markets and its impact on developing countries. This is followed by discussion of the conceptual and practical methodological issues in integrating fish into a broader world food model. Subsequent papers will provide more in-depth sectoral consideration of the trade-offs involved in placing fisheries supply and demand issues in the broader context of agriculture supply and demand, with added regional insights for specific parts of developing Asia and Sub- Saharan Africa. Two panel discussants with broad geographic experience and in-depth knowledge of fisheries issues will provide synthesis of the papers, followed by an open discussion of the panel topic and related issues. The government has promoted freshwater fish culture mainly to supply domestically. The development policies that influence markets and access have been stated. It then highlights fish consumption by region. As a result of increased demand for freshwater fish, marketing plays an increasing vital role and is left in the hand of private sector. Marketing practices including market structure, marketing channel and marketing margins are analyzed and discussed. It is found that the private assembly markets as well as the retail outlets have been developed significantly to serve the increase in both the supply and the demand of cultured freshwater fish. Marketing margin varies among species. Obstacles to market access is not observed apparently. The shift in production centers close to the big consuming center with high purchasing power in the past two decades may benefit some group of consumer. However, the consumer in other regions can access to freshwater fish through the effective and efficient marketing system. The paper concludes with the discussion and analyzes of future domestic market potential in view of existing and evolving consumption pattern and marketing development, and measures required to realize the potential.
