A commonmeasurement tool for indirect benefits is the Leontief or Input Output Model (I-O), and this paper discussesindirect benefits as if they are identical to I-O analysis. The B-C literature disparages I-O for assessing theeconomic efficiency of a project but does admit its possible usefulness in connection with distributionalconsiderations, including inter-jurisdictional cost sharing. To illustrate, the paper draws on recent researchon Mid-Atlantic recreational fisheries. The nature of fisheries is such that I-O is an especially ill-suited toolfor efficiency analyses. However, in a concluding section, reference is made to a way in which I-O could beuseful. It appears that this application may be better suited for the commercial fisheries than for recreationalfisheries. Many people depend on fisheries and will be benefited from fisheries. Many governments took fisheries promotion policies after the 1970s when the UN 3rd Law of the Sea Conference developed. However, these resulted in over-capitalization, over-fishing, illegal fishing and resource depletion. Together with land-based environmental destruction and anti-whaling movement, capture fisheries situation is not optimistic. Aquaculture have been paid much attention along with poor prospects on capture fisheries. However, aquaculture is not problem free. Most of fisheries problems in the world are repetition of Japanese experience in fisheries now facing a big ban. This paper focuses on lessons learned from Japanese experiences to develop sustainable fisheries in Asia and the world. This was a original social professional organization found before official administrative system established. Binh Thuan has more than 30 Van Chai in coastal areas, in which about 20 importantly typical villages. In particular, here Van Thuy Tu shrine exists - a great and oldest fishery temple of Binh Thuan has been preserved and maintained for long time, which is a destination attracting customers and tourists for visit and study. It preserves a greatest skeleton of whale (xuong Ca Ong) in South East Asia and many valuable cultural relics. In spite of experiencing long time for existence with many social changes, Van Chai in Binh Thuan have been remained, maintained and recovered by a great number of fishers. This has proved outstanding advantages of Van Chai in production, social life and belief of fisher community, which need to be considered, studied and development. The paper is to introduce a brief history and existence of Van Chai in Binh Thuan province, their roles in life, production and belief of fisher community as well as considerable issues in coming time.
